The rating was prepared by the Specialists of the National Monitoring Service and the Institute of Independent Political Research, having analyzed over 46,000 messages in more than 400 federal and 3000 regional media, Taiga.info told one of the authors of the study Alexander Ulitin.
Recall that the rating is compiled on the basis of the information openness coefficient. This is the ratio of the number of publications with the direct or indirect speech of the head of the Russian region to the total number of messages with its mention. Persons are on the upper positions of the rating, each mention of which contains a message for a particular audience, and not just those officials who journalists write the most about.
