
The authorities want to speak with "unregistered parties." The motive is understandable: the conversation in this format cuts off those “Bolotnaya leaders” with whom the authorities do not want to communicate. However, this imitation of dialogue: nothing will change from communicating with obscure people, and the "swamp" on the "leaders" does not give a damn.
In Russia, thanks to the efforts of tandemocrats, a new political entity arose. It is called "Unregistered Party." That is, associations of citizens. Which claimed the creation of the party, but were not registered by the Ministry of Justice and has still been plenty of. The “National-Bolshevik Party” by Eduard Limonov, say, in the 2000s tried to register a dozen times, but each time she received a refusal (then she was simply recognized as a court of an extremist organization). Other opposition figures or simply not indifferent to the fate of the country have also tried to register something in the Ministry of Justice in recent years, but they could invariably could not pass any of the formal procedures.
Somewhere there was not such a charter of the party, somewhere the minimum number (established from the mid-2000s at the level of 50 thousand people) failed. The “Sito Ministry of Justice” was a reflection of the Kremlin’s policy to limit the number of parties and, as it were, building a kind of stable party system-of several (ideally two or three) large political parties. As a result, new parties were not registered, and the number of already registered ones was invariably reduced due to mergers, acquisitions and inspections for compliance with the law.
To date, in Russia there are seven registered parties. And a number of structures that spoke of the party’s intention to create, made some efforts for this, but were never registered. Some of them traditionally assured that they did not register them for political reasons, others say little at all, due to an almost complete absence in the media field.
And so they waited for a star hour - the president suddenly decided to meet with representatives of unregistered parties.
Earlier, the president met either representatives of parties presented in the parliament, or with those who did not get to the parliament, or with all once (the last time such a meeting was held the day before). And then a meeting with the "unregistered."
Thus, “unregistered parties” become a separate entity with which you can even communicate on certain political topics, and as promised during a meeting with registered parties, to involve political reform. Who to attract and with whom to communicate is an interesting question. It seems to be the specific political weight of unregistered meager, at least it can be judged by the fact that they were not registered. And they, perhaps, have only a self -name “party” in common: the structure is almost completely virtual (like the “party of the case” of the owner of Rostselmash Konstantin Babkin) and generally affecting anything.
Any public association of fishermen or philatelists and that will be more and in the sense of influence on minds is no less significant. There are also quite political social movements - how to distinguish them from unregistered parties?
In addition, the adoption of the law is soon expected to be able to create almost anyone who managed to attract five hundred fellow citizens from half of the regions of the country - that is, almost any. If desired, you can convert the contact sheet of social networks to the party. Mikhail Prokhorov is already promising to create a “new type of network”, almost one of those who “work via the Internet”. Well, God for help-he has a rather big contact list in Facebook, and in LJ friends pretty much. What will be the role of today's unregistered due to the small number of parties?
The answer, why generally recognize the existence of some “unregistered” there after several years of almost complete “ignore” is obvious.
The authorities need mediators in communicating with the capital's dissatisfied, entering rallies after the elections.
And the mediators in the political field are categorically not located - the mediation format itself either died completely, or never existed. It seems that the Patriarch had a long time ago, back in the stormy 1993, saved the country from the bloody bath, seating the opponents at one table. It is likely that it would be even worse without Holy, but his successor at the post with might and main campaigns for Putin and is unlikely to suit the role of a mediator. And other potential negotiators are much worse. There are no non -angids at all.
The authorities experience discomfort from this - they would even like to, perhaps, chat with the protesters, but there is no one with. Speaking at rallies among representatives of the authorities, one way or another, cause allergies or are even writers, and in addition, “hidden Georgians”. It’s hard to agree with writers seriously. And with conditional Thor or Navalny-somehow not from the hand. We have to meet with those with whom “not the wabbed”, but the format of the meeting is stabbing such that no one would guess.
Here the new essence of “unregistered parties” appears instead of the “non -systemic opposition” or “Bolotnaya Leaders” there.
Navalny and Thor automatically fall out of the list - they do not have “unregistered parties”. But Vladimir Ryzhkov, clearly chosen by power strategists as a political person of the “swamp protest”, immediately gets there. Even the “compromising” Ryzhkov videos that appeared on the network are recognition of this kind. Not yesterday they were removed, but laid out only now - therefore they recognized the enemy. And on the TV, Ryzhkov somehow became more.
The problem is that such an involvement of an unsystematic opposition (and any other) to the political process gives little in the sense of demonstrating the openness of power and the peace of protesters. Protesters generally do not particularly chase the leaders how much they can evaluate, and Ryzhkov’s agreements, Navalny or Parfenov with someone in the Kremlin or the White House are unlikely to be arranged and is unlikely to be interested in interest.
It must be thought that the political reform proposed by the authorities (a whole working group with the curator of domestic politics Vyacheslav Volodin at the head will be created under it) will not particularly excite those who require respect for their rights, observing the law by the law and increasing the efficiency of power. If only because the obvious neglect of the law was demonstrated in all its glory recently, and the reverse demonstration is promised only in the next parliamentary elections - that is, after five years.
In this sense, the meeting with “unregistered parties” is doomed to failure in advance. Even if Ryzhkov again voices some resolutions from the square (who was at all and who voted for them? There is a feeling that few of the people who gathered about the existence of those “political prisoners”), and the authorities in the person of the conditional Medvedev promise them to satisfy them immediately, “justice and legality” in the understanding of the area in the country are not established from this. And therefore, the reason for protest will remain. Both Putin’s registration of “unregistered”, and recognition by their partners by dialogue (although what power in general can there be a dialogue with someone?) They will not give anything.
