One of the main discussion topics today is the topic of new formats of dialogue between power and citizens and even the fundamental possibility of such a dialogue. Experts format "Bolotnaya Square" in this sense seems deadly. The authorities also do not go to an adequate conversation, and this creates a problem for itself.
The political agenda in Russia today is largely rebuilt from the idea of the possibility of transforming power and its ability to satisfy the current expectations of society. Moreover, expectations of both broad segments of the population, and - not least - the expectations of the capital's protesters. The problem facing the authorities is the crisis of legitimacy, which became obvious after the parliamentary elections and the protests followed by them.
The problem is aggravated by the fact that the protesters from the swamp square are essentially dominated by a negative agenda, most pronounced in a simple slogan “Putin, leave!”. And many experts today have a question: is there a reasonable way out of the current confrontation between the active part of society and the authorities.
Representatives of the expert community are trying to find the answer, which have recently been launched to discuss the possibility of transforming the confrontation into dialogue and developing decisions to change the political system with an non -violent method of the “ Exit . As the initiators indicate, the project is a platform for discussing documents, issues, ideas and proposals from citizens in the field of political force.
Experts are more than enough to worry. According to the head of the laboratory of intellectual analysis of the data of Ivan Begin, already at the stage of discussion of the project, many doubtfully said that “there is no way out”, and therefore there is nothing to discuss. “Rallies generally delay more than a positive agenda,” Glytin states.
In addition, the power itself demotivates citizens to discuss decisions and seek ways of transformation. “In England, the initiative signed on the network with two hundred users will become the object of consideration by a parliamentary deputy. In Russia, even an official of the lower level will not react to such a thing, ”complains the head of Incor, Igor Jurgens .
Boris Makarenko, the head of the Center for Political Technologies and the head of the Iner socio-political programs, compared the authorities of the authorities to reform the political system with what Incor proposed in recent years and found many literally literal coincidences. However, InSor believes that the implementation of reforms will run into a significant resistance of the bureaucratic apparatus and there is a risk of their sabotage. And the effect of them will be sensed only in a few years, and the active part of society and not only it already requires changes. “Galer is already pumping - and this is the main problem of the next period of Putin,” Makarenko believes.
“I am inclined to believe sociological services that Putin’s rating is currently growing, but the ratings of the authorities and sensations of the population are things that exist, as it were, in different planes,” says sociologist Sergei Belanovsky. Complex transformations of the mental plan take place in society, almost not correlating with ratings. According to his assessment, in the household consciousness, moods like "this is not how to live like that has been growing." At the same time, people are afraid of the revolution, rightly believing that if a revolution is also imposed on the current mess, then it will be very bad, Belanovsky believes.
According to Belanovsky, it is not clear to the layman where this or that improper initiative of the authorities really comes from, but recently, a surge in the use of the word “wrecking” has recently recorded on focus groups.
And the “marsh movement” with its negative agenda in this case is a dead end. However, according to the President of the Center for Strategic Development, some representatives want to reorient the movement mainly to Moscow problems, and in this the expert sees positive. “Regionalization and municipalization of politics is a trend,” Dmitriev believes.
For this, the project “Exit.” Was initiated, so that the discussion, according to Leonid Goman, would not be reduced to the thesis of “Putin - Blood Tiran” ”so that there is a platform, including for the dialogue of power with citizens and at the regional or municipal level. If the initiators of the project are successful - then maybe there is still an exit?
