According to this According to the decree, managers and their deputies (as well as persons applying for these positions) in organizations created by the Russian Federation, on the basis of federal law, must declare their income and property, as well as the income of their spouses. However, rectors of Russian universities are in no hurry to submit declarations. Neither do Messrs. Sadovnichy and Kropachev, despite the fact that Moscow State University and St. Petersburg State University are now regulated by a special, separate federal law (in addition to the laws “on education” and “on higher and postgraduate education”). The Universant trade union, well known at St. Petersburg State University, has already published a publication about this. We decided to find out the official position of the authorities on this matter and sent a request to the Presidential Administration with a request to clarify whether this Decree applies to our God-saved University.
