Jetsun Dumpa Halha Rinpoche was born in the Lhasa area in 1932 in a family of farmers. When he was 4 years old, he was recognized as the rebirth of Bogdo -Gagen VIII - the last theocratic monarch of Mongolia. This was long kept secret in connection with the political situation in Mongolia and China. So, in Mongolia, a special resolution of the VII Congress of the MNRP and V of the Great People’s Khural was prohibited by the search for a reborn.

Until 1959, he lived in Tibet, along with the Dalai Lama XIV studied at the Drepung monastery, where he received the Buddhist degree of Geshe Lharamp (Doctor of Philosophy). Bogdo-Gagen IX spent several years in the mountains, engaged in recluse meditation.

In 1959, after the Chinese troops suppressed the uprising in Tibet, he was forced to flee to India, where he was until 2010, engaged in religious and teaching.

From the late 1960s to the 1970s he worked on the radio and in the Tibetan house in Delhi. In 1981 he settled in the Manipat, India. In 1986 and 1994, Tibet visited. Later he repeatedly traveled to other countries where he founded a number of Buddhist centers: to Russia, USA, Canada, Singapore, Switzerland, Hungary and other countries

In 1991, the officials and lamas of Mongolia expressed a desire to invite Jebzzundambu. On September 20, 1991, the Dalai Lama in writing confirmed the authenticity of his ninth rebirth. Intronization was carried out in Dharamsala in 1992.

In 1995, Jebzzundamba Khutuhta founded the Tactone residence to preserve the Buddhist Dharma. He taught many topics, especially the practice of Chod. In 1997, the Dalai Lama handed him, as the head of Jonang, the monastery Jonang Takten Puntsog Choyling in Sim, India.

In 1999, Bogdo-Gagen unofficially visited Mongolia. In 2009, he was officially invited to the main monastery of Mongolia - Gandantegchenglin. He arrived in Mongolia again in 2010 and received Mongolian citizenship. On November 2, 2011 was officially proclaimed the head of the Buddhists of Mongolia and the Association of Buddhists of Mongolia.

Before his death, he adopted the Mongol government delegation, asking for the possibility of a new rebirth of Bogdo-Gagen in Mongolia.
