
When I make a statement put into the title, many shrug: “This sounds strange from your lips. You yourself voted for this document! ” Absolutely true. I am still convinced: culture is the basis for the development of human potential. Culture is an environment that turns the animal into a person. She creates meanings and motivation. The Perm Cultural Project is a wonderful idea. However, in the course of its implementation, a lot has been done so that the idea is discredited. To stop the destructive process and return the cultural project to the creative channel, an audit and a significant correction of “cultural policy” are necessary.
The Perm Territory is part of the Golden Dozen regions in the number of winners in various competitions and olympiads in the Russian level. But not a single (!) Of the winners remained in Perm to continue education. Most likely, many will leave the country. We continue to lose the future.
We see a gigantic gap between the key provisions of cultural policy and other subjects - participants in the “cultural project”. First of all, educational institutions. After all, if culture is the creator of meanings, then their guide for a person is education.
The general place was the reasoning of teachers, university workers and simply interested observers that the modern young generation does not have a motivation for new knowledge. Young people do not see a “buzz” in the very process of obtaining new information, new knowledge and their analysis. Their thinking is discrete; Young people are often simply not able to bind words to transmit thoughts, thereby analyzing their own experience that, against the background of hormonal surge, turns a young man into a shapeless ruin. Their self -development stops at the level of SMS and clips. For young Internet users, its capabilities are interesting mainly for entertainment. There is no culture of self -education, analytics skills. As a result, they simply do not know how life is arranged, and they do not want to know this.

Many people state this. But to blame the young people themselves is difficult. How to motivate a person if they do not lead him to this in the family, at school, at the university, in life? No cultural project will work until our education system is undergoing deep changes, from the Soviet era of the remaining barracks. And if we do not change this system, we will reproduce the generation of the generation of the very current 65% of people who vote for them to be decided “upstairs”, agreeing to go to rallies by order and do not see anything strange in the fact that the salary of a lieutenant is higher than the professor. “Fashion for brains” in the barracks does not exist.
The existing attempts to introduce the ideas of the “Bologna process” into this school was one of the worst examples of “fragmentary borrowing”. Without creating a free educational space, in which the student himself chooses the vector of movement using tutors, only one tool - the exam, which in the “Bologna” version is a natural element of the whole system in our schools. We tried to put the wheels from Ferrari on a rusty “penny”, and for many years we are surprised: why is it not rushing like a bird?
The exam, therefore causes so many controversy and scandals that it is alien in the educational system based on the drill and “obligation”. Ask any teacher that the main result of the work is for him? “Exercise indicators,” he will answer. So what do we want from young people if they spent years in the conditions of “shoaling”, and not in conditions of motivation for free searching in a huge field of knowledge?
The creation of such motivations is based on a culture. Starting from the Bible, which has motivated millions of people for thousands of years: "do not kill", "do not steal." Only culture in the specific incarnations of human memory and actions can show what war and peace, state and citizen, family and marriage, creative labor, creativity and self -knowledge are. To our happiness, society and man cannot be described only by economic laws, and consumption is not the main motive of human behavior. The main thing was and remains the conscious, which means the free choice of his path in life, the harmonization of relations between themselves and this world. Mastering skills and knowledge is only one of the necessary conditions. As long as the culture of one or another society exists “outside” the development of personality, real life will fall out of the process of teaching young people. They will be taught to manage the economy, business, enterprise, institution, but not interact with people and manage people - the same as they themselves.
Today there is a lot of evidence that education remains for a culture by someone else's territory, in which thousands of people humiliated and embittered by poverty are grown “their potatoes” - primarily women. They perceive an attempt to penetrate this “garden” as an attempt on theft of potatoes, and this is the main brake of development. With rare exceptions, this whole army is busy today that he “trains” schoolchildren on the exam, which is very reminiscent of the Monski’s training in the game on the saxophone.

This can be called “humane, creative pedagogy”, “formation of identity”, etc. The main thing is that in this pedagogy, culture should become the basis of the educational process of educating a motivated and moral citizen, and not a consumer of glamor. That is why, along with raising salaries and “improving” the exam, it is necessary to grow a generation of new teachers who will teach children, first of all, the ability to be a person. It is important to teach professions, but this is not the main thing. A person who does not know life will easily fall into traps placed by businessmen from business and politics.
Fortunately, many people who are directly related to educational institutions have an understanding of this problem today. Today we are observing how Perm Peda is turning from a university for provincial losers into a humanitarian research university. In September 2012, a magistracy opens here, which starts starting a new generation of teachers - tutors, that is, teachers developing individual educational trajectories in the free space of knowledge. These teachers will create such trajectories using practices, models and samples created in culture - theater, cinema, museum.
Now, by order of the Perm Ministry of Culture, the concept of art education is being developed. The project is not ready yet. It is time to take into account mistakes in the implementation of the cultural project, adding there an understanding of education as teaching the skills and knowledge of the “human” in a person. At the moment, socialization of the population, social correction and engineering are not direct functions of any of the ministries and departments. Therefore, the first step should be created by the Council for the development of the quality of human capital under the governor of the Perm Territory. In the future - to create the Ministry of Culture and Education of the Perm Territory to replace the two existing ones.
The whole concept of cultural policy is permeated by the spirit of "stimulating and protecting culture as the sphere of higher creative achievements." This can be understood as follows: attracting to Perm all the best that is today, and “rooting” it on Perm land. For example, the appearance of such a figure in Perm as Theodore Krentzis should naturally turn into the creation of a conservatory. Thus, a renewable resource is created for the development of the creative, creative potential of young Permians. In the presence of an existing good system of “lower” education in music, we will get a complete system.
But this is yet one of the few examples of conformity to the “spirit of the concept” of actions (or even at least declared intentions). Unfortunately, today there are more other examples that are not about “cultural policy”, but about “cultural intervention” and voluntarism in making decisions on the support of certain projects.
June is coming, in Perm, preparations are underway for the next “ white nights ”. Try to get information about the approximate list of events and their estimate. I assure you, it's not easy. By hook or by crook, I managed to get very scarce information. But even from it you can see the main thing: the most large-scale expenses are laid down on the production of noisy, spectacular, very expensive, but completely meaningless events like night crawling red devils along the walls of the Legislative Assembly and the Provvoy of some expensive “star”.
I do not understand why you need to persist in this relapse of the dictatorship. No one objects to the arrival of “stars” of various sizes. All are happy to festivals - good and different. But why is the decision to finance one or another project make a backstage? Why is the involvement in this process of the residents of the region themselves - zero? Why is information about how much this or that project costs stubbornly? If society is interested in knowing this, then officials are required to explain by what principle projects were selected, according to what procedure they are funded and what the expected effect. This is “transparency”, “democracy”, and it would not be difficult as if it were not difficult to say your actions.
Culture is infinitely important - everyone recognizes this. In the same way, everyone understands that there is little money “for culture”. It is all the more important to know and understand everyone how each penny is released for these purposes. It is all the more important to ensure that each festival, creative project or visit for the budget account “Stars” was not just a short -term “noise effect” and the development of funds, but the basis for the appearance of long -term “schools of higher creative achievements”.
If we consider the festivals supported by the regional power from this point of view, then not everyone can be called “rooted” in the future.
For example, the airfalling festival in Kungur is difficult to call a phenomenon of cultural life: rather, it is a phenomenon of the tourism industry and the care of a local municipality.
The holding in Perm and the Festival " Texture " looks completely optional.
It is quite “edible” his idea to combine cinema and theater working on the topic of modernity. But the festival, designed to become the pinnacle of filmactivity, “hangs” in a space, not equipped with either a film school or the production of playing films. In the same way, it can be carried out in Omsk, Tver or any other city. He does not create any schools and “jobs” on the territory of the region, but only gives an additional incentive to departure from Perm to those who dream of a movie, and also imports Glamur from Moscow.
The team of the Big Change festival is also imported from Moscow, and conscious activities in the development of the theater as educational practice are absent between festivals.
A pronounced Philharmonic character has a festival “ Jazz Lichorak ”, there are no data on activities in the inter-festival period.
The Flyrtiana festival is “frozen” in the status of an international status, once a year reminiscent of himself, including in European and American publications. But it is logical to assume that its development implies the holding of a Russian documentary cinema competition, as well as the appearance in Perm of the film school, the creation of film clubs in educational institutions - that is, inclusion in the educational process.
There is no doubt the appointment of projects “ Living Perm ”, “ 59 festivals of 59 region”, “ White nights ” as an opportunity for the emergence of new creative ideas and brands, but there is no analytics of the effectiveness of this activity, the criteria for reducing “brain leaks” are extremely doubtful as a result of these events.
On the other hand, in support, a very successful and obviously long-term project for creating Perm artists in the winter of 2011-12 of a magnificent ice town on the Esplanade clearly needs a very successful and obviously long-term project. Despite the fact that the traditions of creating “snow and ice sculptures” in Perm are laid many years ago, for some reason this activity did not fall into any concepts. The creation of a long -term creative resource on this database looks absolutely logical.

Here's what I mean when I talk about the need for "revision and processing." The combination of culture and education systems and the transformation of motley “festival” projects into a truly meaningful cultural policy that reproduces opportunities for the disclosure of the creative potential of the inhabitants of the region - two issues that are today extremely relevant for the “Perm cultural project”.
