Fighting local significance. In the morning of March 4, only four observers: two from candidate of Vladimir Pokhorov, in the “increased comfort zone”, in the “increased comfort zone” of the Leningradsky station, only four observers: two observers. The girl from Putin slept for half a day in the chair near the coffee machine, and then disappeared
Direct from Geneva 9.00–16.00. I was put to work with voting for absenteeism. People were from all over the country: Altai Territory, Transbaikalia, Saransk, Yoshkar-Ola, Orenburg, Tver and Leningrad Regions, a lot of St. Petersburg. There were two people who arrived at different times from the village of Redkino, the Tver region.
We are discussing the possibility of a second round with a leading economist in the Leningradsky station, also sitting at the reception of voters on absenteeism, the Secretary of HEC is suitable, asks to speak quieter and significantly squints on a webcam under the ceiling.
“But no one will hear anything!” And what's the difference? - I'm surprised.
- What are you, dear! Yesterday, when they glued stamps on the ballots, relatives called and said that we talked about rest and holidays and some other nonsense.
In the middle of the day, a man bursts in a sheepskin coat and shouts joyfully: “Oh, elections! Dear, and I arrived last night to Ma-A-SSVU, I only dug up! Let me vote! What is the absenteeism? But how did I know that I would be in Moscow? How can you not vote? Yes? Well, then I went. "
The young man born in 1991 from Barnaul, having received the ballot, asked where he should put a note that he voted.
- On the hell you are such a mark? - I ask.
- Before the superiors to report that he voted, otherwise they will be fired.
- And what does the authorities have to do with this?
- Oh, what are you! It has a great attitude, ”the girl replies from the line and giggles nervously.
Everyone who was not on the lists and who was not absent -minded, sent to the central telegraph. They did not allow a guy who ran to the site and said that he had specially flew from Geneva to vote, neither living in Transnistria to a man with Russian passport.

The children of the “Observers” plate at the Kiev station , the train left at the beginning of the second in front of the table, was lined up of 150 people, all from the city of Kirishi, Leningrad Region. They said that they came to Moscow on an excursion, but to tell that they were going to look in Moscow, even a driver of one of three buses was difficult. We voted in good absenteeism, constantly stepping back: “Dimka, well, this, you make the right choice! Look, don't make a mistake! " As one of the “carousel” later said, the voters work at Kinef LLC
* * See the New Times No. 8 dated March 5, 2012. At 15.00 a bus arrived in residents of the Novgorod region - another 50 conscious citizens who went on an excursion with absenteeism. It was impossible to find fault with them, but no one tried.
In the evening, two observers arrived from the newspaper "Apple of Russia" - Andrey and Pasha. We quickly agreed and decided that when counting we would act together. At 20.01, the last voter managed to run, quickly voted and fled to the train. The doors closed.
To begin with, they paid off unused ballots - 283 pieces. We counted several times, recorded a figure, cut off the left corner, sealed everything in a large envelope. Then the PEC secretary sat down to issue voter lists. The observer Pasha, armed with a memo, stood behind the secretary and watched that she would do everything right. After 10 minutes, the OR began, which stood the next four hours until the chairman of the PEC went to the TIC with the protocol.
- Move away from me! You are pumping the situation! I can't concentrate!
- I have the right to watch! This is allowed to me by the law!
- I warn you! If you do not stop interfering with the work of the commission, then we will drive you out of here - the chief engineer of the station, a man in a suit and tie, began to find fault with the observers. - Guys! Fuck yourself normally. Comrade Officer! Please bring out the observers by the line. Guys! This is chaos!
The confrontation continued all night: sometimes the engineer was ready to attack Pasha right on the spot, sometimes he respectfully sorry for his hand and said: “Man! I even like you! ”, Sometimes I called the police, who were already tired of running every three minutes, then calmed down, and then again went into the swearing when Pasha pointed out the next mistake in the process of counting the votes. Both just liked to bring each other.

Photo with PEC No. 4004 at the Leningrad station. In the frame “Carousel” from the city of Kirishi, I found the procedure for action that in three closed exit urns there were 65 ballots, of which only 13 were issued according to the lists. They did not agree with me at first, but then they began to consult for each further step. It turned out that the members of the PEC themselves do not know the order of action. We argue for an hour what to do with 65 ballots. I ask you to show me a register of exit voting - they bring a printout of several hundred names. Opposite 65 names there is a checkbox: it means that a person received a ballot and voted. There are no other papers. I call Grigory Melkonian from the "voice" and ask how to recognize the exit vote by law invalid. He instructs, and by the beginning of the twelfth, after several hours loud running around the table and raising his hands, friendly smokes in the toilet, when the chief engineer explains that everyone needs to drink together and he likes young stubborn observers, we recognize 64 votes invalid. The only ballot in box No. 3 is valid - there is a statement and an act of voting a woman in a pre -trial detention center. The commission writes an act and decision, everyone is signing, observers from Prokhorov reluctantly write a complaint.
From that moment on, each step is checked through the observer’s memo, which was distributed on the Internet: when and how to draw up a protocol, how to open the urn, how to count, how to add ballots. During one of the ramers, a constantly joking chief engineer reports: “Guys, I don’t argue. The jamb did, yes. But you be people, do not interfere with working. ” During the calculation, it turns out that only two voted from the commission for Putin - "I do not want state money to be plundered." In total, he received 384 votes in our site, Zyuganov took the second place with 107 votes, Prokhorov received 76 (“Here is a man well done! The first time - and so fired”), Zhirinovsky - 60, and Mironov - he went on three more rewriting the protocol.
The night is filled with painful showdowns, but as a result, the protocol was nevertheless made correctly, the voices were calculated (200 votes of conscious tourists were taken into account), although they shouted to the observers, but not only did not expel, but put them at the table, showed each ballot, they gave everything to take a picture, and the copy of the protocol did not go only to the cleaner, but it simply did not ask.
Members of the commission, employees of the station and Russian Railways, are normal (albeit noisy) and pleasant people in communication. Another thing is that the elections are not very able to hold.
