The draft law is aimed at simplifying the registration and activities of political parties. In February, Medvedev met with representatives of the opposition, among whom were the leaders of unregistered parties - Sergey Udaltsov (Left Front), Boris Nemtsov (Parnassus) and Vladimir Ryzhkov (RPR). At the meeting, it was decided to include the present politicians in the working group for refinement of amendments to the Law "On Political Parties". The opposition made their proposals, which Medvedev promised to transfer to the State Duma on his behalf.
According to Ryzhkov , who was present at the meeting of the working group, the registration of parties “will be extremely simplified” in the final version, the powers of the Ministry of Justice for the control of the parties will be limited, for all parties - old and new ones - the law will act the same way. Claims arose at the Communist Party, which disagree with the minimum permissible number of parties of 500 people and wants to achieve more.
