A resident of Kazan, 52-year-old Sergei Nazarov, died after he visited the Dalniy police department. The man was detained for petty hooliganism. The head of the Department of the Ministry of Internal Affairs in Kazan Rustem Kadyrov already apologized to the relatives of the deceased and promised to figure out what had happened. The Minister of Internal Affairs of Tatarstan, Asgat Safarov, signed an order to hold 13 police officers accountable. Human rights activists are sure that the case that occurred in Kazan will be brought to the court, and the specific guilty will be punished. But complaints about beating, torture and cruelty are still in the first place, the fund has the majority of such cases.
According to Igor Kalyapin, there were more complaints to the “Committee against torture” related to the use of violence in police branches, after the reform of the Ministry of Internal Affairs, there are more. “Before the certification, when it was already announced, the police were somewhat calmed down, they feared that they would not pass it. But it was carried out absolutely formally. As a result of certification from the police, they removed not even the worst, but the most inconvenient in the police are not always the worst,” Kalyapin said. “After the re-certification passed, the fears of the police disappeared, they relaxed and still began to beat and chop citizens. Only now they know that they are certified police officers, that they have nothing to fear,” he added.
Both Taubin and Kalyapin negatively assess the course and results of the re -certification of employees of the Ministry of Internal Affairs. "The process of re -certification was absolutely opaque to society, and there is no feeling that within the framework of this re -certification there was really the task of weeding out non -professional. The reform itself was not originally configured to change the police with a conceptual way, but rather resembled cosmetic repairs," says the director of the public verdict. Her colleague from the Committee against torture is also sure that neither reform in general, nor re -certification in particular could change the situation in law enforcement agencies.
Criminologist psychologist: "The police service attracts psychopaths"
“The cruel actions of the police, unfortunately, are explained very simply. The authorities and weapons attract people psychopathized, with personality defects. And the service itself, of course, leaves an imprint and many people cause a deformation of the personality,” explained Publicpost psychologist-Christinologist Mikhail Vinogradov . Cases, like the deaths of Sergei Nazarov, will continue - people with particular cruelty, who have received power, are still in the ranks of the Russian police. Sadists, alcoholics, half -bank in law enforcement agencies, according to Vinogradov, about a third.
