For some mysterious reason, the prosecutor's office of the Saratov region suspected our famous countryman Vyacheslav Volodin in something bad. Apparently, frightened by their own suspicions, the employees of the supervisory authority disowned the audit. And no one seemed to have thought about the true "culprits of the celebration".

Remember the fun story with the letters of Volodin, which happened shortly before last year’s elections of deputies of the State Duma of the Russian Federation? In November 2011, pensioners living in the territory of the Saratov region received messages on glossy paper, in which someone, who called “sincerely yours, Vyacheslav Volodin” campaigned in the residents of the region to vote for “United Russia”. Such “letters of happiness” were posed to the houses manually, therefore, there were no mail stamps on envelopes. But there the address, surname, name and patronymic of the recipient, that is, a pensioner, who was addressed by the mysterious Mr. Vyacheslav Volodin, were written there. The campaign papers, according to the data presented on them, were printed by PablishService LLC with many thousands of circulation by order of the Saratov regional branch of the EP and paid from the funds of the electoral fund of the same batch.
Pensioners reacted to such letters in different ways. Someone threw out, someone used on the farm, someone hung on the wall in the frame. But a resident of Saratov, a social activist Alexander Sukmanov, uncophered the message addressed to him and, together with the statement of the crime, transferred to the competent authorities - the prosecutor of the Saratov region Vladimir Stepanov and the head of the Investigative Committee of the Investigative Committee of the region Nikolai Nikitin.
In the document in the name of these glorious figures, the social activist indicated that he considers the letter he discovered by proof of the theft and the spread of his personal data and asked him to hold the perpetrator. The relevant statements were adopted by prosecutors and investigators on December 2 last year.
After that, as usual, with a creak (in the form of numerous unsubscribes), the Saratov law enforcement car earned. The supervisory authority and representatives of the Investigative Committee began to redirect applications to lower units (since the decision was not made by them) and ... to each other. As a result of such painstaking work, both departments gave birth to quite interesting answers.
So, the Investigative Committee considered that they had no grounds for conducting a check on the statement of Sukmanov. Investigators said that according to the Federal Law “On Personal Data”, the distribution of information is understood as actions aimed at transferring personal data to a certain circle of persons or to familiarize the unlimited circle of persons with them. “In this case, the information was not widespread,” said Pavel Pimenov, deputy head of the CO in the Kirov district of Saratov in the Saratov Region of the Saratov Region.
That is, according to investigators, a group of persons who received somewhere the personal data of all pensioners living in the territory of the Saratov region acted in accordance with the legislation of the Russian Federation, as well as those people (or those bodies) who provided such data? After such discoveries, it becomes even scary to live in our region. It turns out that any structure (including the state) can transfer to the use of any organization (at its discretion - from selfish or ideological reasons) a full package of data (addresses, phone numbers, passwords, turnouts) to a particular group of persons living in the Saratov region, and the employees of the SCD SU say: "It seemed to you, there was no distribution of data." One can only hope that the information will be transferred exclusively to party groups, and not to criminal ...
Meanwhile, the supervisory authority also did not inactive, but was a replication for Alexander Sukmanov. I must admit, it turned out that it was different from what investigators wrote and therefore is doubly valuable. First, the deputy head of the department for the supervision of the legality of legal acts and the implementation of laws in the social sphere of the prosecutor's office of the Saratov region, senior adviser to justice Irina Chernova reports that "the prosecution authorities are allowed, complaints and other appeals containing information about the violation of laws, in accordance with the powers." And then she talks about the absence of these very powers:
“The powers of the audit of the activities of the Deputy Prime Minister, the head of the apparatus of the Government of the Russian Federation Volodin V.V. The prosecutor’s office does not have the region. ” The answer was signed on December 27 - on the day of the appointment of Vyacheslav Viktorovich to the post of first deputy head of the presidential administration. Although, even if we assume that prosecutors would have learned about the new appointment of our famous countryman earlier, it would hardly somehow affect the appearance of their powers.
The question is much more interesting: why did the prosecutor's office of the Saratov region suspected Vyacheslav Volodin in the distribution of personal data? Why Ms. Chernova further offers Sukmanov to appeal the actions of "Volodin V.V." In court? How do prosecutors know that the collection of information about pensioners, preparation of letters and their newsletter costs such a high -ranking person? They still conducted the audit, interviewed people, contacted the manufacturer of the “letters of happiness”-LLC Pablishervis (whose addresses and phones are indicated on the messages)? Packed signatures on appeals with the signature of Vyacheslav Volodin? Maybe the prints of his fingers on the envelopes were checked?
For some reason, it seems that the supervisory authority of the region did nothing like this. In this case, it may turn out that Vyacheslav Viktorovich was simply in vain. After all, even the ordinary resident of the region, who saw the letters of question, should catch the eye of one fact: Messages are a lot of spaces, in which someone's hand (obviously not signal) were inserted by pensioners. At the same time, the words “sincerely yours” and Volodin’s signature could be inserted there from any document, of which a huge number of Vyacheslav Viktorovich accumulated in the public sphere during the work of the work.
And who did it? Who replicated, who collected, generalized, entered, carried it? Who provided personal data? Did these issues be interested in prosecutors in the process of considering the issue of checking at Sukmanov's application? It seems not.
It is clear that nowhere in the public domain there is no full list of pensioners living in the region, indicating their name and addresses. Similar information is a real Klondike for unclean people who hunt fraud and theft. And now it is not at all about the United Russia party, as someone might have thought. We are talking about criminals who, under the guise of agitators, scribes (plumbers, telephone operators, etc.), go home and apartments of elderly people and commit theft.
If those who organized the newsletter of the “letters of happiness” by pensioners throughout the Saratov region managed to get the exact data of the addressees somewhere, then where is the guarantee that other, less trustworthy personalities will not be used? Personally, only two places come to my mind in which the personal data of the pensioners could be extended-the department of the Pension Fund of the Russian Federation in the Saratov region (chairman-regional unit Vladimir Papkaev) and the UFPS of the Saratov region-a branch of the Federal State Unitary Enterprise "Russian Post" (head-Gordep-Dinoross Anatoly Serebryakov). In the case of these government agencies (if it suddenly turns out that their employees are somehow involved in the disclosure of personal data) the situation looks even more dangerous. Indeed, in addition to addresses and names there are information that speaks of the financial security of elderly people ...
By the way, the issue with personal data applies not only to pensioners. I think that each resident of the Saratov region will be uneasy if he learns about his sudden openness for certain groups of people. Including, this is a big problem for journalists covering resonant socio-political topics. In 2011 alone, the publicity protection fund recorded 80 cases of attacks on media employees in Russia. The list of 2012 is also opened by several similar cases.
