The resignation of one of the most influential Putin personnel-Deputy Prime Minister Igor Sechin is being resigned. Such rumors are inevitable for the period of uncertainty when the old government leaves. And they create an excellent opportunity for intrigues, because the appointment system in Russia is extremely opaque and hearing becomes weapons.
The transformation of the Cabinet of Ministers is coming and now is the time to activate various groups of interests. Clarification of relations against the backdrop of conversations “who leaves the government” is a traditional genre, not a single redistribution of hardware heights can do without it.
Inevitable in this case is the appearance of dozens of messages in the media about future inevitable resignations and appointments. Analyze journalists and experts of the strength of the positions of a large official. Of course, newsmakers, and PR managers, and businessmen of various kinds and influences are connected to the case. As a result, almost all interested citizens play the game "Guess who else in the government."
When you summarize the rumors, such complex layouts and so many probabilities are obtained that it will be decisively incomprehensible what it will be - the Medvedev government? Will it be efficient? “Tandemocrats” (we will use this term for the sake of longing for the outgoing political cycle, because soon the reasons to use it can seriously decrease) announced that they began consultations in the government, but neither the composition has yet been announced, nor other results of consultations have been said yet anything yet. Something like the official "discussed, consultations will continue."
Against this background, no one is safe from losing a chair or at least from the announcement of the resignation. Today, the deputy prime minister of the Putin government, the long-standing and faithful ally of the future President Igor Sechin, “lost the post”. “Vedomosti” at once four federal officials said that Sechin would leave his post, because he would work uncomfortable along with Medvedev.
It looks convincing, in the sense that Sichin did not remain working with Medvedev before - after Medvedev arrived in the Kremlin, Sechin moved to the White House. And the relationship with Medvedev among the Deputy Prime Minister is really not the best. The reverse, however, is less represented. The first deputy head of the administration is a stagnation for Sechin.
In addition, Sichin is started by many still incomplete spotlights. He made the initiative to verify the state -owned companies for corruption relations with counterparties, on his initiative a large cleaning was arranged in energy companies, and the Sechinsky personnel came there. It seems that the Deputy Prime Minister only came to the taste of TEC control, and then they plan to remove it from the post.
Finally, Vladimir Putin will inevitably need a counterweight to Dmitry Medvedev in the government. The first deputy prime minister Igor Shuvalov may well become them, but it is too early to write off Sechin with this capacity.
Even the sources of “Vedomosti” of Sechin’s dismissal “to nowhere” do not represent and promise him if not a post in the administration (it seems to them that this is too modest), then the leadership of the power department. Which, as you know, obey the president directly, and therefore will actually be derived from Medvedev’s control.
For journalists and other interested observers, resignation reports are headache. Once, a neglected hearing goes through a narrow political tula and there is a danger that checking the “information” will be retelling the same hearing, just from the lips of different speakers - this is the first danger. The second danger: rumors are used to be counterfactic. A neglected rumor of resignation, according to the Putin matrix of making personnel decisions, suggests that this will not happen with a high probability. Or something very remotely reminiscent of the described scenarii will happen.
It happens that rumors are initiated by the official himself in order to check the environment for loyalty, to weaken the vigilance of competitors before a counterattack or with other hardware targets. Or PR managers of a businessman A lead a thin game to reduce the chances of some preferences of a businessman B or official V.
Only in the text of Vedomosti it is mentioned: the head of Rosatom Sergey Kiriyenko (the press service of the state corporation immediately denied rumors about his possible transition to the government), Minister of Energy Sergey Shmatko and Transneft. Other scenarios with the dismissal of Sechin, which were published by other media (RIA Novosti, Gazeta.ru, New Gazeta, and so on) allow you to multiply the list five times. Potentially, each of the publications mentioned can be a very likely real victim or, conversely, the beneficiary of the news of the “Sechin’s resignation”. “Sechin”, “Putin” and “Medvedev” in this case are just a background, some abstract substations, but in reality the positional battles of a different, more mundane level occur.
The system is opaque, but it is obvious that decisions are made not based on the professional qualities of a particular official (certainly not in the first place), but from other opaque advantages and considerations that are completely different from the effectiveness of the property of the property (for example, to maintain a fragile balance of forces in the elitological terrarium or personal loyalty). And where there is an uncertainty and insufficient reservation of procedures, a space for hardware wars and a wide field for the activities of “specialists to resolve issues” appear.
Today, there were rumors on the Web that Stas Mikhailov was leaving the stage and will become a senator from Chukotka. It sounds, of course, delusional, but who said that this is impossible? And Sechin that ... Sechin is eternal.
