An open letter appeared on the official website of the Russian Space Systems signed by the deputy director of the enterprise Ivan Golub (later it was removed from the publication). In it, the top manager is fighting off the claims to the RKS expressed by Popovkin in an interview with Izvestia , and calls on the head of the department to leave his post, simultaneously recalling the story with a recent “fight”. Guseva, in the years difficult for the industry, I created the still working system of internal self -leveling, which ensured the conditions not only for the survival of the RNII of the Communist Party, but also for its development. He worked with the deepest respect with many other leaders. For me personally, it has been an honor for more than 10 years to work under the direct leadership of the General Director - General Designer of Russian Space Systems OJSC, General Designer Glonassa Yuri Matevich Uralchich.
However, with your arrival in our industry, events began, which cannot be understood or accepted. Your legal nihilism shows that the head of a high rank can afford everything that previously seemed unthinkable to us. You began your activities in the industry by the fact that you ordered to reduce the official salaries for the directors of enterprises in the industry. Moreover, they praised by this decision in the press, showing everyone that the Labor Code of the Russian Federation (in particular, Article 72) can be ignored. At the same time, in the subordinate Roscosmos of the organization - Tsan, you created the N.I. led by Mr. Vaganov A structure, without a visa of which not a single act of delivery of work performed is signed, although formally there is not a word about it in the Roscosmos regulations. You have created an uncontrolled, from the point of view of the law on civil service, a group of persons who have received unlimited powers. The additional checks of prices for state contracts concluded by them, concluded based on the results of the competition, and their requirements for the return of part of the funds, have nothing to do with the legislation on the auction.
As for the Russian Space Systems, you started by the appointment of illegal verification of the activities of our organization: you appointed a pricing commission in OJSC ISS and Russian space systems OJSC. In a letter dated 01.09.2011 No. I-230/288, it was informed that the statements contained in the conclusion of this commission in terms of relations between Russian space systems OJSC with CJSC NPO KP are not true, which is confirmed by the courts of courts for periods 2005-2006, 2007 and 2008 (total 9 decisions of the courts).
The authors of the text of the imprisonment acted very simply. They wrote out from the decision of the Moscow Arbitration Court in the case No. A40-103349/10-4-544 dated January 11, 2011 of the approval of the tax inspectorate, which were canceled as unfounded and illegal, and presented them as their conclusions.
I remind you that we were forced to complete the indicated letter with the words: “... for the authors of the text of the conclusion of the idea of ​​decency are a“ faculty of unnecessary things ”.
On September 1, 2011, an independent newspaper in the article “Nobody stole the GLONASS budget” has already responded to a campaign of lies, deployed against Russian space systems OJSC in the media.
At the end of everything, I was personally shocked by a message about a drunken fight that took place with your personal participation on March 6.
Of course, using your position, you can continue to surprise us, but maybe you will quietly leave. It's a shame, after all, ... to us.
