As expected, on March 23, the State Duma will approve a bill simplifying the registration of parties in its final reading. Against the backdrop of liberalization of legislation, politicians announced the creation of new parties and the re-establishment of old ones. The first president of the USSR, Mikhail Gorbachev, said that he would restore his party, the ex-prefect of the Northern District of Moscow will create the Green Alliance, the nationalists also began to build their own party... The State Duma expects that after the law is signed, more than 100 parties will appear in Russia.

Social Democrats

Mikhail Gorbachev decided to take up the social democratic project. “There is a lot of confusion in party building in Russia now, but the Social Democratic Party can unite huge circles,” the first president of the USSR is confident. At the same time, he himself is not going to be the leader of the new organization. But, according to Gorbachev, he will actively participate in its creation.

In accordance with the bill to simplify the registration of parties, the minimum number of party members is reduced from 40,000 to 500 people. In addition, the package of necessary documents becomes smaller. However, the Ministry of Justice may still refuse to register an organization if it finds provisions in its charter that contradict federal law.

On this basis, the Other Russia, the People's Freedom Party, ROT-Front and many other organizations were denied registration. Since 2008, not a single organization has been registered in Russia. The latest was “Right Cause,” which received registration with the sanction of the Kremlin.

Since 1999, Mikhail Gorbachev has led the Russian United Social Democratic Party. In 2001, it became part of the Social Democratic Party of Russia (SDPR), and Gorbachev became the leader of this organization. He led it until 2004. In 2007, the party, like many others, was liquidated by court decision due to the fact that the number of its members was less than the minimum threshold.

Gorbachev's idea of creating a Social Democratic Party has so far been publicly supported only by businessman Alexander Lebedev, with whom they publish Novaya Gazeta. In addition, the entrepreneur partially finances the activities of the Gorbachev Foundation and the Raisa Gorbacheva Foundation.

“I am now going through a difficult period due to numerous attacks on my business and the lack of clear explanations from the competent authorities about who exactly is doing this and for what reason,” said Lebedev. “But I and my colleagues are ready to support Mikhail Sergeevich in this his undertaking, if he so desires."

According to political scientist Gleb Pavlovsky, Gorbachev set a “worthy task,” however, Pavlovsky noted, the first president of the USSR is not perceived as a social democrat. “If people with a completely different image begin to create a party of Social Democrats, then they simply will not be believed,” he noted.

According to a June Levada Center poll, 28 percent (six of them answered “definitely yes”) believe that Gorbachev's Social Democratic Party should be revived in Russia. 45 percent (nine - “definitely not”) of respondents said that the party should not be recreated. 29 percent found it difficult to answer the sociologists' question.

Previously, as Mikhail Gorbachev said, Vladislav Surkov, who held the post of first deputy of the presidential administration, prevented him from founding his party. "A couple of years ago I decided to create an independent democratic party, but Surkov said: 'Why are you wasting your time - we will never register your party,'" Gorbachev said in an interview with Sky News in February 2011. Now Surkov has gone to work in the government and, probably, will no longer interfere with the first president of the USSR.

The day after Mikhail Gorbachev announced plans to revive his party, State Duma deputies Ilya Ponomarev and Gennady Gudkov announced that they were creating a structure with almost the same name. It will be called the Social Democratic Union. True, according to them, it is being created not for competition, but for the unification of left-wing parties. “We want to build a leftist movement so that we don’t interfere with each other, for example, in local elections, so that we don’t compete with each other, don’t attack each other,” Ponomarev explained.

"Greens"

Former deputy head of Rosprirodnadzor and former prefect of the Northern District of Moscow Oleg Mitvol decided to create the Green Alliance party. The organization will be based on the Green Alternative movement, which appeared in 2009 shortly before the dismissal of an official from the environmental department. The founding congress of Mitvol's party will take place on April 24 in the Mozhaisky district of the Moscow region (the district administration is headed by Mitvol's former colleague at Rosprirodnadzor Dmitry Belanovich; in 2009 he won the elections, defeating a representative of United Russia).

Oleg Mitvol finds it difficult to say how many members his party will have. But, according to him , the Green Alternative movement definitely has more than 50 thousand supporters. The movement has its branches in 43 regions of Russia.

The Green Alliance is planning to take part in the autumn 2012 elections. In particular, he is going to nominate his candidate for mayor of Kaliningrad. This could be the co-chairman of the environmental group “Ecodefense!” Vladimir Slivyak. He will also head the Kaliningrad branch of the party.

On the “green” flank, Oleg Mitvol’s party has several competitors who have already submitted registration documents to the Ministry of Justice. The Green party, which separated from A Just Russia, was the first to revive. It is headed by Anatoly Panfilov.

In addition, the Environmental Party of German Sterligov contacted the Ministry of Justice. She plans to push for the right to freely carry firearms and reduce oil production. As part of the implementation of his environmental program, about two years ago Sterligov created the “ Information Agency for Your Environmental Safety ,” which, however, has not made itself known for a long time.

The Native Party, which is being created on the basis of the Anastasia Foundation (created by followers of Vladimir Megre, who wrote a series of books about an inhabitant of the taiga with supernatural abilities), also submitted documents for registration. This organization (like the informal movement "Ringing Cedars of Russia") advocates providing all residents of Russia with a hectare of land to create a family estate.

The leader of the Movement in Defense of the Khimki Forest, Evgenia Chirikova, also announced the creation of her party. However, according to the activist, her organization will not only be environmental, but will also engage in other matters.

"Russians"

The nationalists decided to create at least two parties. The first is formed under the leadership of the former head of the banned Slavic Union, Dmitry Demushkin, and the ex-head of the also banned Movement against Illegal Immigration, Alexander Belov. According to Demushkin, the name of the party and its symbols will be chosen at a competition that has already been announced.

The current nationalist movement "Russians", created after the "Slavic Union" and DPNI were banned, will be abolished with the creation of the party. The second organization will be headed by former member of the DPNI national council Vladimir Tor and coordinator of the Russian Social Movement (ROD) Konstantin Krylov. On March 24, a conference will be held in Moscow at which the establishment of an organizing committee to create a party will be announced. Krylov 's post says that the new organization will be called the Russian National Democratic Party (according to Izvestia , it may be shortened to simply the National Democratic Party).

Several politicians were invited to the supervisory board of the National Democratic Party, including Vladimir Milov. But he refused, because he was also creating his own party based on the “Democratic Choice”.

The last legally existing nationalist party can be considered Rodina, but in 2006 it became part of A Just Russia. Since then there has been no nationalist party in Russia. True, almost all election participants tried to play on the national flank in the last Duma campaign, including the historically international Communist Party of the Russian Federation. During the presidential campaign, almost all candidates also used nationalist rhetoric, including election winner Vladimir Putin.

One hundred or more

In mid-March, it was announced that the Ministry of Justice had received 68 applications for registration of new parties. Since then, their number has certainly increased. According to State Duma deputy from A Just Russia Mikhail Emelyanov and his colleague from the LDPR faction Sergei Ivanov, after the law on simplifying registration comes into force, more than 100 new parties will appear in Russia. They agree that the majority of parties will be liberal and nationalist.

The following parties have already submitted documents to the Ministry of Justice: Patriotic, Monarchical, Socialist, Beer Lovers Party, Housing and Communal Services, Untitled Party, Love Party and others. a kind of love party Boris Berezovsky also decided to create . The Central Election Commission, meanwhile, is thinking about how to place the names of parties on the ballot, since the number of participants in the elections is expected to grow significantly. Currently, only 35 organizations can be written on the ballot accepted by the KOIB, and even then without the names of candidates.

In general, everyone is already actively preparing for a simplified procedure for registering parties. All that remains is to pass the bill in such a form that the Ministry of Justice cannot refuse registration to all parties left and right.
