The petition states that complaints of police torture are now being reviewed by the very same investigators who work day-to-day with the police officers named in the complaints. This interferes with an objective hearing. “An investigator who initiates an investigation into torture by police jeopardizes normal interaction with the police necessary for the investigation of other criminal cases,” the authors of the petition explain.

Difficulties with the consideration of complaints were revealed during a journalistic investigation conducted by one of the authors of the petition, a journalist from the Russian Reporter publication Shura Burtin. The journalist visited Kazan and investigated the situation in the city police. A former investigator named Ramil described the situation with the police as follows: “We do not have friendly relations with them, not feasts, but this is a professional joint activity. And no matter how much I realize that everything is justified, I cannot investigate this.”

During the journalistic investigation, other facts were revealed. Thus, Burtin found out at the ambulance station that since the beginning of 2012, 45 calls had been received from the Dalniy police department. In 12 cases hospitalization was required.
