The price will not stand. The main political intrigue of the next weeks is who will enter the new government. At stake is a fantastic distribution feeder in size: some dream of falling to her, others are fighting to restrain her. Moreover, “golden parachutes” like all kinds of commissions, unions and advice will not be enough for everyone (a competition in the Eurasian Economic Commission alone - three officials on a chair), and go to business both costly and scary (read on page 32). Who is new - The New Times asked insiders
Moscow multiplies rumors. Of the last and most scandalous: April 11, almost a month before the inauguration, Vladimir Putin will call the composition of the future government. On this day, the final report of Vladimir Putin as a prime minister before the State Duma is scheduled. The information that Putin intends to go beyond the annual report was confirmed by the press secretary of the head of government Dmitry Peskov. However, a statement by the press secretary of the current president Natalia Timakova that the new composition of the Russian government will be announced only after the appointment of a new head of the cabinet, who, as you know, should become Dmitry Medvedev, appeared. According to the Constitution, this can happen no earlier than the second half of May. But judging by the informational stuffing, between the Kremlin and the White House, the latter is already a real war in the latter. This means that only those appointments who will satisfy the principle of “two keys” will receive posts: one with Putin, the other with Medvedev. “Scream 24.09”, according to analysts, weakened both members of the tandem, and therefore neither that nor the other can afford that officials are loyal to any of them in power and resource-intensive posts.
Without heavyweights, the question of the resignation of many ministers, who were considered unsinkable yesterday, today is considered actually solved. On this list: Alexander Avdeev, Victor Basargin, Sergey Lavrov, Igor Levitin, Andrey Fursenko, Sergey Shmatko, Sergey Shoigu.
The 57-year-old Shoigu, who has been unlimitedly headed by the Ministry of Emergencies for 20 years, meets either to the leadership of him by the State Corporation for the Development of Siberia and the Far East (he himself claims that he refused this proposal), or to the position of the Governor of the Moscow Region. At the same time, sources in the Ministry of Emergencies assure that the ministry will still be headed by one of his “their own”: supposedly Shoigu-the only one of the outgoing ministers received from the country's leaders the option to call the successor himself.
In place of the head of the Foreign Ministry of 62-year-old Sergei Lavrov, the candidates of the deputy head of the government of the government Yuri Ushakov (in the past-the deputy minister of foreign affairs and the ambassador to the United States), who are older than Lavrov for three years, and Russia's ambassador to the UN, 60-year-old Vitaly Churkin, are considered. The reason for the resignation of Lavrov? Insiders answer: age. Then why are the 65-year-old Ushakov is being sent to his place? Answer: The reputation of the “anti -Americanist” and the favorite of Putin (however, other sources do not exclude that he will take the cabinet for international affairs in the presidential administration: the current one - Sergey Prikhodko will part with this chair).
In the Minister of Education and Science, Andrei Fursenko (who, according to rumors, also troubles about the position of the assistant of the new-old president) may immediately turn out to be two successors: the Ministry of Education and Science is going to divide. The head of the Department of Science, High Technologies and Education of the Government of the Russian Federation 54-year-old Alexander Khlunov (formerly deputy minister of education and science) and 45-year-old rector of Misis Dmitry Livanov (also in the past deputy minister) are coming to the “scientific” Ministry of the Department of Science. And on the “educational”-rector of the Higher School of Economics of 55-year-old Yaroslav Kuzminov, one of the co-authors of “Strategy 2020”, or the head of Rosobrnadzor Lyubov Glebov. The ministry itself is more likely to be placed at the current state secretary, 41-year-old Igor Remorenko. He just meets the principle of “two keys”: if Kuzminov frankly stood under the banner of Putin, Glebov was once in the Chubais ATP (and therefore her loyalty to GDP may be in question), then Medvedev’s close in age and the state secretary is not seen in the opposing clans is safe for both duumvirs. And it’s already good.
Minister of Culture Alexander Avdeev (he is 65 years old) in advance announced that he would resign by age. The courier list of applicants for a vacant position is very exotic and includes, for example, film director Karen Shakhnazarov, the head of VGTRK Oleg Dobrodeev, as well as Irina Prokhorova, the sister of the recent rival Putin in the elections. However, experienced officials are still considered the main applicants: the head of the Department of Culture of the Government of the Russian Federation, 43-year-old Denis Molchanov, 51-year-old adviser to Medvedev in culture Yuri Laptev (formerly opera singer) and 55-year-secretary secretary of the Ministry of Culture Grigory Ivliev.
The head of the Ministry of Regional Development of Viktor Basargin, like Shoigu, also read to the governors of the Moscow Region. The ministry can, according to rumors, change the profile and name, turning into the “Ministry of Housing and Public Utilities”, and in the list of applicants for the leadership of it, the ex-governor of the Kaliningrad region, 49-year-old Georgy Boos and the Presidential Polorant in the Volga Federal District, 42-year-old Mikhail Babich, who fell into disgrace under Medvedev. The latter is Putin's creature (in 2002 he was the Prime Minister of Chechnya), but Boos is not dangerous to anyone: the nominee of the former mayor of Moscow Yuri Luzhkov can hardly claim the role of an independent politician.
Finally, one iconic purpose has already taken place. The 35-year-old deputy minister of economic development Stanislav Voskresensky, who was read to the place of the current head of the department of Elvira Nabiullina, was replaced by the assistant to President Arkady Dvorkovich at the Sherpa, preparing the meeting of the Big Eight. In fact, this means that in the near future, Voskresensky, behind which the glory of the conservative, will work directly with the president (and he, they say, to Voskresensky, who made his career in the expert administration of the first administration of Putin, he listens) - as an assistant in the economy.

The chairs for their sources The New Times claim that, having agreed in September to a humiliating exchange of posts with Putin, Medvedev reserved the option to choose the candidates of ministers (with the exception of the security forces and Minister of Foreign Affairs, who, under the law on the government, are directly subordinate to the president) - naturally, on the basis of a consensus with a senior comrade. As a result, several officials who are attributed to Dmitry Medvedev: Assistant President for Economic Affairs Arkady Dvororkovich, advisers Mikhail Abyzov and Evgeny Yuryev may be transferred to the government.
The 40-year-old Dvorkovich claims the post of First Deputy Prime Minister, who oversees macroeconomics. So far, this place is occupied by Igor Shuvalov, who is also responsible for preparing for the APEC summit in Vladivostok, appointed for the summer of 2013. Until recently, the hardware positions of Shuvalov were considered strong, but just the other day the scandal broke out: the General Prosecutor's Office became interested in a number of offshore companies that, as investigators suspect, are associated with the first deputy prime minister. Given the anti -corruption initiatives of Medvedev, Shuvalov’s chances of retaining the chair are not very highly evaluated by the chair. True, Dvorkovich will also prophesy the post that Alexei Kudrin occupied until last fall,-Deputy Prime Minister and Minister of Finance. But here there is a hardener: they say that in recent months, the shares of the current Minister of Finance of 39-year-old Anton Siluanov have noticeably rose, who was considered a temporary figure a couple of months ago. As a result, Dvorkovich, most likely, will just remain “vice”.
40-year-old Evgeny Yuryev, known in the past of the businessman, founder of the investment company "Aton", now the adviser to Medvedev in the Socialist of Socialist, is visited to the ministers of labor (if the current Ministry of Health and Social Development will be divided into the Ministry of Health and the Ministry of Labor). “He is a financier and densely deals with pension problems,” sources argue. In rivals, the rumor defines the prominent United Russia Andrei Isaev (he is seven years older than Yuryev), who recently became famous for his expression “The opposition is going through”: he seems to be promoted by the party of power and trade unions, as well as the current deputy minister of 49-year-old Yuri Voronin-he is just engaged in pension reform, however, not too successfully. As for Tatyana Golikova herself, she, in the opinion of a number of interlocutors, may lose her ministry, but at the same time go to increase-become Deputy Prime Minister on social policy. “This position may become one of the key in the new government, taking into account the huge amounts that the state will have to allocate in the coming years on a social apartment in connection with Putin’s election promises,” said the board of the Board of Incor Evgeny Gontmamer. It recalls that, according to experts, the volume of these promises is estimated at 3-5% of GDP annually.
Well, the Ministry of Health (already without social development) can be headed by the head of the Federal Medical and Biological Agency, Doctor of Medical Sciences Vladimir Uyba or the only doctor (neurologist) among the current deputy minister Veronika Skvortsova.
The consensus is not found in the new cabinet plan to create a completely postmodern structure - the Ministry of Innovation. Mikhail Abyzov, a 40-year-old coordinator of the Great Government, can lead him, about which, when Anatoly Chubais, they put things in order in RAO UES, said: “This is the person who is not afraid to go to“ arrows ”(with crime). Since then, Abyzov himself became a major entrepreneur (before the transition to the presidential administration, he was listed as chairman of the board of directors of the RU-COM IT company) and entered the Russian Forbes list with a capital of $ 985 million. Anatoly Artamonov (59 years old), the current governor of the Kaluga region, was called the most investmently attractive region of the country. True, insiders report that Medvedev would actually like to see Abyzov in a different role - curator of the fuel and energy complex (taking into account work experience as deputy chairman of the RAO UES and in private energy companies). Now this is the most resource in the Cabinet of Ministers of the chair is occupied by the “Real Igor Ivanovich” Sechin. For Putin, claims ex-assistant to Prime Minister Viktor Chernomyrdina Nikita Maslennikov, it is fundamentally important to maintain control of the fuel and energy complex: according to various estimates, it accounts for 50% to 70% of the budget revenues. In turn, with Medvedev, Sechin’s relationship is soft to say, complex
* * The New Times wrote in detail about this in No. 6 of February 20, 2012. True, the right was thrown into the press that this chair could move away to the prime minister of the 1998 default, and now the head of the Rosatom 49-year-old Sergei Kiriyenko, but the sources of The New Times do not confirm this.
Another field of struggle between Putin and Medvedev is the position of head of the government apparatus. Medvedev, they say, wants to see 47-year-old Vladislav Surkov at this place (coupled with Deputy Prime). Putin, realizing that the appointment of an official in this chair, for whom the glory of a skilled bib who was holding the regional leaders in a fist will strengthen the lobbying capabilities of the government, would like to maintain a little-known 40-year-old Anton Weino in this position and make this position a purely technical position.

50 to 50, this is how the interlocutors of The New Times are evaluated by the chances of remaining some current members of the cabinet. They include 53-year-old Minister of Sports and Youth Policy Vitaly Mutko. Medvedev demanded his resignation back in 2010, after the unsuccessful performance of the Russian team at the Winter Olympic Games in Vancouver. But Mutko was then supported by Putin, and now it is somehow not to change the minister: a few months later, the summer Olympics in London, and there Sochi are not far off. These are the chances of the head of the Ministry of Agriculture of Elena Skrynnik: the ministry has good indicators, but it is painfully a lot around scandals, in particular, related to the purchase of agricultural machinery "Rosagrolysing."
But the head of the Ministry of Economic Development Elvir Nabiullina Medvedev would like to preserve at the head of the ministry: she was always on his side in intra -government disputes, which concerned issues of modernization of the economy. However, according to rumors, Nabiullina herself was already tired of the Russian power Byzantium (she came to the ministry for the post of first deputy minister in Putin’s first presidential cadence) and is set to leave. Especially if the Minister of Education becomes her husband Yaroslav Kuzminov, who has been in a short list for this chair for ten years, but his fate-tin with his official dignity went around everything. On the other hand, the Golikov -Khristenko family tandem felt quite comfortable in the ministers' office. Director of the Department of Economics and Finance of the Government of the Russian Federation 53-year-old Andrei Belousov is subject to Nabiullina's place.
Finally, one of the veterans may remain in the government - Viktor Zubkov, who has long stepped over the retirement age (he is 71). He is subject to the post of head of the new-old department-the ministry in taxes and fees, which was disbanded in 2004 and which can be created again on the basis of the Federal Tax Service and Rosfinmonitoring.
The resignation does not threaten? Among those members of the government that the resignation does not seem to threaten, most often called the Minister of Communications Igor Schegolev, the Deputy Prime Ministers Dmitry Kozak (responsible for the Sochi Olympic construction), Alexander Khloponin (chief in the Caucasus) and Dmitry Rogozin (responsible for the defense industry).
The latter can still be imprisoned in the place of the Minister of Defense
* The New Times spoke about possible rearrangements in law enforcement agencies in No. 1-2 of January 23, 2012: after all, it was through this department that the promised armies will pump 23 trillion of budget rubles for the next ten years. Apparently, the first persons decided to assign the responsibility for this mighty cash flow precisely on Rogozin. “What is strange,” says military expert Alexander Golts, “he may be a charismatic politician, but no one is known to anyone as a financier and manager.” Golts believes that the current Minister of Defense is 50-year-old Anatoly Serdyukov has high chances of maintaining his post: “He fulfilled the difficult and ungrateful task of reducing the armed forces, removing 1600 generals and 210 thousand officers from there.” According to other sources, Putin is very dissatisfied with the results of military reform and Serdyukov's days in this chair are considered. If the Supreme Commander-in-Chief wants to give the general to the general and appoint a person to the minister of a person in uniform, then the chief of the General Staff of the General Staff, 62-year-old Nikolai Makarov, can become this.
The fate of another security forces-the head of the Ministry of Internal Affairs of the 55-year-old Rashid Nurgalieva is a foregone conclusion, according to the majority of The New Times: too shock of the train of scandals stretching behind this department.
Surprises are inevitable , no matter what the composition of the new government is, it is unlikely that it will work in this form the entire presidential term by Vladimir Putin. Firstly, the fate of Medvedev himself is completely unclear, and secondly, the criteria for the selection of high officials are opaque. Except one: "proximity to the body." “Many have something to lose here,” says Evgeny Gontmamer, who has worked in the White House for many years. “Over the years of Putin’s reign,“ feeding ”of even the middle link has acquired an unprecedented scope.” For this is the struggle. “The real configuration of the government will be determined by the agreements of two people and no one else,” Nikita Maslennikov believes. - They have repeatedly proved that they could make absolutely unexpected decisions in conditions of complete conspiracy. In addition, it is possible that any of these decisions will be made literally on the last night on the eve of the announcement of the composition of the government. ” So without surprises the new office will definitely not do.
