In the Leningrad region in 2011. More than 50 officials were convicted on corruption charges. This was announced by regional prosecutor Herman Stadler on March 27 at a meeting of the commission on preventing and combating corruption chaired by regional governor Valery Serdyukov. In 2011 Regional courts have already rendered guilty verdicts in 51 criminal cases (against 53 persons). Among those convicted, employees of the Ministry of Internal Affairs (19), FSIN (3) and medical workers (5) still prevail. Some heads of municipal administrations and their structural divisions, heads of federal government agencies and federal state unitary enterprises were convicted.

In his speech, the prosecutor drew attention to violations of anti-corruption legislation in the field of document flow. According to G. Stadler, last year the regional prosecutors studied more than 18 thousand regulatory legal acts and their drafts, more than 500 of them contain “corruption factors.” The largest number of violations were identified in regulations governing issues of budgetary legal relations (including when purchasing products for state and municipal needs), disposal of state and municipal property, use and provision of land resources, healthcare, and state support for entrepreneurship.

Speaking about the obligation of officials to publish the sources of their income, the prosecutor noted that throughout 2011. In this area, more than a thousand violations of the law were identified and suppressed; at the request of prosecutors, more than 160 officials, mainly municipal employees, were brought to disciplinary liability.

Addressing the topic of government procurement, G. Stadler said that in 2011. Prosecutors in this area identified over 400 violations of the law, 17 officials were brought to disciplinary liability, and 20 persons were brought to administrative liability. In all audited committees of the government of the Leningrad region, violations of the law were revealed, facts were established of concluding government contracts without bidding with a single service provider, and quotation was allowed for the same goods and services worth more than 500 thousand rubles. in one quarter, persons who were not members of these commissions participated in the meetings and decision-making of quotation commissions. A presentation has now been prepared to the regional governor. The prosecutor's office will take response measures against a number of officials.
