This opinion was expressed by the Chairman of the Accounts Chamber of the Russian Federation, Sergei Stepashin, speaking at a meeting in the Federation Council with a report on the work of the department for 2011. “We must once again return to the concept of constitutional or fiscal federalism,” he said. S. Stepashin explained that it is proposed that 50% of taxes collected in the regions at all budget levels be left in regional budgets, and 50% transferred directly to the federal budget.

The head of the Russian Federation SP noted that, first of all, such a tax distribution system will concern donor regions. “Some of them transfer from 55% to 85% of the taxes collected to the federal budget. Thus, it turns out that you work better and give more money to the federal center. What is the point, as they say, of feeding others?” - he said, adding that it is proposed to consider the issue of transition to a tax distribution system using the 50/50 formula when forming the budget for 2013-2015.

S. Stepashin believes that at present there is no need to manage all taxes from the federal center. “The time has passed when it was necessary to manage regional budgets and taxes from the center due to the political situation. We have a different country, and the elections showed this. We do not need to fight with anyone in the regions without giving them money,” he said.

The head of the Russian Federation SP noted that the current mechanism for centralizing financial resources in the Russian Federation does not create conditions for increasing the financial independence of the regions. He noted that statistics indicate a decrease in the share of income from the consolidated budgets of the constituent entities of the Russian Federation in the total income of the entire budget system - from 38% in 2009. up to 35% in 2011 At the same time, according to S. Stepashin, the least developed regions are not sufficiently motivated to increase financial independence. Currently, according to the Accounts Chamber of the Russian Federation, more than half of the income of 15 regions is generated from gratuitous receipts. According to the department's forecasts, for 2012-2014. the number of subsidized regions will increase from 69 to 72.
