The comedy, which was so successfully “broken” over the past two weeks, representatives of the rector of the Saratov State University named after Chernyshevsky, ended. The name of this two-part action was promising: "Online interview with the rector of the SSU Leonid Kossovich." We waited for Leonid Yuryevich to answer our questions, and he answered. Only not to us, but to yourself. And he also hinted at who he would entrust the university management after the completion of his career - "not only a married couple."
The fact that the rector of the State University suddenly decided to go online, we reported in the article “Kossovich answers” (in the last issue of the newspaper). Since everyone who wanted, including journalists, the correspondent of our publication sent eight questions to the dialogue with Leonid Yuryevich. We note right away that the rector of the university did not find the answers to them, although he had a lot of time - more than a week. As a result, our questions decided to simply ignore.
But it became obvious that Leonid Kossovich was very carefully reading critical publications in the newspaper Our Version about himself to his beloved. It seems that especially the rector of “hooked” the article “The Damn of the Lysogo” (No. 7 (161) of February 24, 2012). It was from this publication that one phrase was pulled out, to which university figures added a question mark and presented it as someone else's desire to find out: “It turns out that the equipment cannot be used as part of the authorized activities of the SSU by the university itself, but also purchased with the initial condition for leasing it?”
What equipment are we talking about, and then renting out and so on - it was not explained. They just took a piece of our publication, and that’s it. Moreover, not an arbitrary piece, but the one to which they could at least somehow answer. For those who (unlike the multi -level Kossovich) do not know, we report: in the publication, from the part of which the “question of the rector” was concocted, it was told about expensive state equipment acquired by SSU for budget funds and subsequently leased to Moscow businessmen. This is what in the end I uttered in his "online interview" Leonid Yuryevich:
“The university has the right to rent anything necessary and rent something. Of course, in compliance with a certain procedure. And this does not contradict the charter of the university. I want to emphasize that the university does not purchase equipment in order to rent it. One of the tasks of the purchase of equipment is the commercialization of the university intellectual property. Equipment is necessary so that the university developed at the university is brought to implementation, to products either in the scientific laboratory, or in the center of collective use, or at a small enterprise. Rent is one of the tools for solving this important problem. ”
In other words, Kossovich claims that the equipment was not purchased by the university in order to rent it, but after the acquisition it was leased ... Brilliant! But it’s more interesting to be completely different - why equip industrial enterprises with equipment, when the equipment can be directed precisely to the university’s intellectual property, which can be seen in the future at least to white potassium?
Another anonymous question that was asked by Kossovich: “Mr. Rector, I have repeatedly met in unfriendly printing and in anonymous forums a mention of a married couple Venig - Zakharov; They write who is with chagrin, some with a clear mockery that these people took upon themselves to the SSU to solve the most important financial issues. If this is true, then please answer what you are guided by, trusting S.B. Veniga, etc. Zakharova Responsible areas of university life? "

These are two people who are connected with the university from their student years ... ”Next, there is a long transfer of the merits of the vice -rector on general issues (Zakharova) and the head of the directorate of the NIU SSU (Veniga). Naturally, not only a word was said about the contribution of this “not only married couple” to the development of metallurgical production in the region (we are talking about OJSC “Tantal”).
In general, it seems that only for the sake of a huge laudatory answer about Zakharov-Veniga and the online interview of Kossovich was extended for a week. Was not a shift to himself Leonid Yuryevich in case of some emergency? Then one family will be able to replace another, now located "at the helm" ...
One way or another, the leadership of the university did not answer the most acute and topical questions sent by us, deciding to simply not notice them. Since such a decision was made by the rector, we cannot influence it in any way. But we can give our questions to representatives of the regulatory and law enforcement agencies, who plan to conduct inspections at SSU in the coming days. I think they will be interested to hear the answers to what Leonid Kossovich went into the shadow online.
1. Leonid Yuryevich, who is currently making equipment worth more than 150,000,000 rubles, bought by a university in 2011, in the territory of the plant "New dressing materials" (the village of Zhuchki of the Moscow Region)? Including, it is interesting what the SSU purchased by the SSU in 2011 for federal funds is made there for the production of plasters for 62,000,000 rubles. This technique has not rented out a university for almost a year. It is used by entrepreneurs of CJSC new dressing materials to make a profit?
2. Leonid Yuryevich, in your online interview you say that CJSC BIOTETPARM and CJSC New dressing materials are “consumers of innovative products of Rusmarko company”. But CJSC New dressing materials is a plant for the production of plasters ... What innovative products does this plant “consumes”, which is managed by the Director of the Development of Rusmarko, Mr. Perminov?
3. As a metropolitan businessman, development director of Rusmarko LLC, Dmitry Perminov, General Director of New dressing materials CJSC, became an employee of the SSU? What are his successes in the position of documentary in the Department of International Educational and Scientific Programs of the NRU SSU? He probably has to fly from Moscow to Saratov every day? Or for a business partner did you provide for a remote method of document management?
4. Leonid Yuryevich, you stated that all equipment of equipment occur at the official venues of the state order in the framework of 94 Federal Laws. Equipment rental is also carried out in the open area Torgi.gov.ru. There, SSU posted a proposal to rent expensive equipment purchased under the NRU and today at the disposal of Rusmarko LLC. However, any other company could win auction. In this regard, the question: did you initially plan to receive income only from renting equipment worth about 500,000,000 rubles for rent? After all, if the auction was not won by representatives of Rusmarko LLC, then there would simply be no other income (even ridiculous internships of students of the SSU for 15 people that you are talking about here)! Or were you sure that only one company affected by SSU - Rusmarko will win the auction? What in this case was this your confidence built? Was the winner known before the start of the bidding?
5. Do you actually consider information about how and by whom the equipment bought on budget funds is used, which is now in the village of Bugs?
6. In one of your answers, you noted: “As for the SSU, according to the charters of our following enterprises: Bottsad-2011 LLC, Technotrans LLC, Proff-El LLC, LLC MEP Vector-SSU, LLC TsPGTI, LLC Conversion-SSU, LLC Teplokata LLC, NIMP-catalyst LLC, NPP LLC NPP LLC Technoplast ”, the main goal of their activity is the practical application (implementation) of the results of intellectual activity” ... That is, Rusmarko is no longer a small innovative enterprise of SSU? In this case, how justified are the supply of equipment purchased at the expense of the Russian budget to the Rusmarko production sites?
7. You spoke out remarkably about the scientific and technological center of the SSU. Tell us what is the role in his creation of businessman Sergei Rusha? You are not embarrassed that “marketing research” and other actions, which, in your words, were carried out before this center was created, to put it mildly, look doubtful? For example, how do you relate to the fact that the concept of development of the scientific and technological center in 2010 was taken by Rush’s employees from the concept of the technopark of the Republic of Yakutia from 2008? And for this, the university paid the company Rusha several million rubles ... Is this normal for the NIU SSU?
