Novosibirsk developers expect to gain access to other people's limits

The Ministry of Energy of the Russian Federation is ready to provide businesses with the opportunity to use electricity limits that are assigned to large industrial enterprises, but are not in demand by them. According to experts, this will provide electricity to 2 million square meters. m of new housing. However, some industrial enterprises are unlikely to give up the limits, counting on an increase in their own production.

The Ministry of Energy of the Russian Federation is discussing the possibility of introducing a secondary power market, which will allow the redistribution of excess electricity limits from some legal entities in favor of others. Yesterday, the Minister of Industry, Trade and Entrepreneurship Development of the Novosibirsk Region, Sergei Semka, informed the participants of a round table, which was attended by top managers of large industrial enterprises in the region. According to Mr. Semka, who referred to the head of the Ministry of Energy of the Russian Federation, Sergei Shmatko, we are talking about a draft resolution of the Russian government, which he is not yet familiar with. Nevertheless, the Novosibirsk minister assessed the idea of introducing electricity limits for those enterprises that do not use it fully as “sound.” According to his estimates, the volume of unallocated capacity in Novosibirsk is about 100 MW.

Novosibirsk companies associated with the construction business believe that such a redistribution will largely solve the problem of connecting new facilities to electrical networks. According to Nikolay Mochalin, director of JSC ZZHBI No. 4, huge capacities are “locked” on the balance sheet of enterprises, primarily the defense complex. They, he believes, would be enough to build 2 million square meters in Novosibirsk. m of housing (in 2011, about 1 million sq. m were commissioned in the city). “Until now, all attempts to “free up” these capacities have ended in nothing, since there was no transmission mechanism,” added Mr. Mochalin. The problem has been brewing for a long time, confirms the director of Magnetik LLC, Andrey Eroshenko. His company still cannot begin construction of a multi-storey residential building due to the lack of electricity limits. Mr. Eroshenko has still not been able to find out who has surplus in the city: there is no such information on the website of CJSC Regional Energy Networks (RES). “Publicity could significantly speed up the matter,” the developer noted.

According to current legislation, distribution networks cannot disclose data on whether an enterprise has excess capacity without the permission of the legal entity itself, Sergei Ilyichev, general director of the network company, explained to Kommersant. But, according to his data, the city already has many examples of redistribution of energy capacity. Mr. Ilyichev’s words were confirmed by Evgeniy Gromov, Deputy General Director for Construction of the Novosibirsk Tool Plant. He said that the company has already transferred part of the excess capacity to OJSC JV Sibakademstroy, which is building the European Coast residential area on the banks of the Ob, opposite the industrial site of the plant. “We are ready to give 1.5 MW to the street. Enterprises do not advertise their surpluses, since almost all of them have plans to develop production, which lead to an increase in electricity consumption. “Today you reassign, and tomorrow you will have to pay for the connection again,” explained Sergei Semka. Deputy Director of Energy Fuel LLC Oleg Golovnya sees a solution to this problem in providing the opportunity to redistribute limits temporarily.

Minister Semka believes that if, through various mechanisms, enterprises are forced to either use capacity or abandon them, then this process will quickly move to the “public plane.” He expressed hope that the resolution would spell out not only punitive mechanisms forcing enterprises to give up surplus, but also incentive measures for them. According to the official, he expects to hear proposals on this matter from enterprise managers in the near future.
