Something like this came the elections of the head of the Tutaevsky district, thundering with a scandalous echo not only to the whole mother-Russia, but also by going beyond its inviolable limits.

The past elections of the head of the Tutaevsky municipal district and their results are otherwise than the violation of suffrage and the raider seizure of power and cannot be called ... A candidate from the United Russia party Sergey Levashov and candidate from the Patriots of Russia party Andrei Minin took part in a second vote, and it seems to be clear to one of them to become the head of them, who will be enlisted by the greatest support voters. But in the Tutaevsky district, it is always not without miracles. The counting of votes showed: A. Minin won, and in the chair the head of the TMR sat in the end ... S. Levashov.

900 votes - in the trash

When summing up the results of a second vote, the following occurred: according to preliminary data, following the results of the ballots in the polling stations of the district, the leader was a candidate from the Patriots of Russia party Andrei Minin with an advantage of about 300 votes. However, S.A. Levashov part of the politicians, together with some representatives of the election commission, did not arrange such a situation, they decided at all costs to change the results of the popular will.

The main theater of military operations was plot No. 805, located in the village of Fominskoye. On March 4, in the first round, on this site 662 voters (56.92%) cast their votes for Minin, 374 (32.16%) - for the United Russia Levashov. Minin did not receive a greater advantage over a competitor (288 votes) in any other site. Most likely, therefore, the territorial election commission of the city of Tutaev and the Tutaevsky district, the chairman of which is Alexander Bem, did not recognize the results of the voting to the Fominsky site. The reason for the cancellation of the voting results on this PEC was an allegedly recorded stuffing of the ballots - here in the urn for voting during the sorting of ballots, 53 unidentified forms were discovered. By the way, Ksenia Maltseva, who was already familiar to our readers, “signal” about the stuffing, “signaling”, a representative of the so -called “voice”, who was directly involved, according to eyewitnesses, in the organization of the Czech with “paid coupons” in favor of Levashov.

When excluding, as the legislation requires, “linden” ballots, the commission records the result: out of 840 real ballots 563 - for Minin, 277 - for Levashov. However, when interfering on the part of a member of the election commission of the Yaroslavl region, S. Fofilin, present at the PEC No. 805 when counting the votes, as well as the chairman of the territorial election commission G. Tutaev and the Tutaevsky district A.V. Bema and the representative of S.A.Vleashov, a member of the TIC, with the right of a confusion voice of A. Povarenkov, the precinct election commission did not even draw up the final protocol of the results Voting on this site, since they were forbidden to do this from the part of the mentioned persons. Direct pressure was exerted on the PEC members, as it is seen: "It is not necessary to draw up the protocol, the elections will still be canceled on this site."
In the Tutaevsky Tik, as the protocols from the rest of the Perseine, the data is entered into the GAS "Elections". Data from the site No. 805 in the GAS "Elections" is not entered. Levashov gains 10102 votes (48.14%), Minin - 10105 votes (48.15%), that is, even after the exclusion of the will of the Fominas, the advantage of three votes remains on the side of Minin.

The reason for the re-counting of the ballots Tick indicates the received statements about some violations of the electoral legislation when counting votes in the areas. A dark-dark night, at the end of the TIK meeting, the ballot boxes from the sites at which the recalculation is assigned, as well as from the section No. 805, are folded in the office, where computers connected to the GAS election system are located. A member of the TEC of the city of Tutaev and the Tutaevsky district with a decisive vote of A.A. Dobryakov, the latter leaves the premises of the commission located in the building of the TMR administration, seals the doors to the audience, where the GAS “Elections” system is located and the sealed boxes with ballots are prepared for re -calculation, and prevents the protection and on duty of the police officer, which is more than no one else. However, the night was restless, the silence in the building was pierced by the suspicious sounds of the torn tape, who could not but alert the senior lieutenant of the police Yuri Kruglikov, who was on duty in the administration building. In the sealed office, where the GAS-Vybra system was installed and ballots were stored for recalculating the votes, an extraneous presence was found. What people did there - it only remained to guess: maybe they drank alcohol, or maybe they opened sealed boxes with ballots. The light in the office was repaid. Nobody reacted to a knock on the door, people were not going to leave the room. The senior lieutenant called the police, and the controller of the administration of the TMR notified the leadership of the district. The police outfit, who took the building in a cordon, as well as the patrolmen who passed inward, tried to open the door: it was sealed and locked from the inside, no one reacted to a knock, but the people who were inside continued to "rustle".

However, one way or another they had to leave the premises: they were members of TIC with the right of a decisive voice Ilya Shesterikov, Pavel Kulakov, representative of Sergei Levashov, a member of the TIK with the right of an advisory voice Andrei Povarenkov and an employee of the GAS Elections O. Saveliev, who is a subordinate election commission of the Yaroslavl region, led by the village of Bourkin. The police intended to detain and interview people, however, according to the call of the chairman of the territorial election commission A.V. Bema, who said that these people have the right to be in the premises of the GAS “Elections” and work with ballots, the police safely let them go home. The reasons to believe that the ballots were already pretty spoiled, as it turned out in the future, have the soil under them. They stole voices

On March 26, members of the TEC of the city of Tutaev and the Tutaevsky district initiate a meeting, on the agenda of which they demand to include issues of canceling the decision to conduct a re -counting of votes in connection with the night incident and related to the possible inconsistencies, as well as the recognition of the voting results of the PEC No. 805 (Members of the PEC No. 805 brought to the PEC No. 805 The meeting is the final protocol, despite the ban on the chairman of the TIC). However, when pressure from the deputies of the Yaroslavl Regional Duma from United Russia, Sizov and Alexandrychev, as well as the deputy chairman of the election commission of the Yaroslavl region Kotomin, the chairman of the territorial election commission of the city of Tutaev and the Tutaevsky district A.V. Bem, who himself is a member of the United Russia, refuses to consider the issues indicated on the agenda and hastily leaves the meeting room. Thus, the Tick meeting was simply disrupted, the proper decisions were not made.

Despite the fact that in the premises with ballots for a long time there were strangers interested in a certain result, and the integrity of packages with ballots was also violated, TEC chairman A.V. Bem sends the ballots to the PEC for re -counting. With a repeated counting of votes, voting results change in the root: a candidate for the post of head of the TMR S.A.Vleashov began to lead 18 votes. Almost all the PEC, where the re -counting of the votes was carried out, traces of opening packages with ballots were discovered, as well as marks in ballots, which were not previously. For example, the members of the PEC, located in the village of Konstantinovsky, invalid ballots label from the reverse side, making “the ballot is invalid, since there is not a single mark”, then certified by the seal and signatures. On these ballots, “ticks” were discovered for a candidate for the post of head of the TMR S.A.Vevashov. In addition, the number of damaged ballots increased significantly, on which there were marks in columns opposite the names of both candidates for the post of head of the TMR, naturally, not in favor of the candidate A.A. Minin. The members of the PEC reflected all the changes seen in their statements and special opinions attached to repeated protocols. To some sites, the PEC members were forced to invite the police to fix the facts of falsification.

On March 27, at 18 o’clock the next meeting of the territorial election commission of Tutaev and the Tutaevsky district was held, at which the results of the election of the head of the Tutaevsky municipal district were approved. Despite the protests from the PEC, the members of the TIC with the right of a decisive and advisory voice, the decision was made by 11 votes against the 1st. On March 29, S.A. Levashov was “inaugued” and gifted with an appropriate certificate. Only a member of the TIC with the right of a decisive voice, Ekaterina Vorobyev ("Patriots of Russia"), abstained Mamarina (Communist Party).

I called the other chairmen of the weekend, acquaintances - to consult what to do in such a situation. I was advised that when we open the urn, it would be necessary to draw up an act if there are ballots of unidentified form or some folded in packs.

And then he comes from the tick of the cooks, who from Levashov, says that they received a call: that something is happening here. And let's teach everyone what and how to do, although he himself really does not know. Kipish lifted, runs around, waves his hands, does not give it to work. Minin also arrived, as he found out that something strange is happening here. And already at ten o'clock they arrived again with Bem with Fephilin.

And so we all began to count as expected: both the draft version led, and all numbers were introduced into an enlarged form. And when they started sorting, I immediately noticed these forged. There were 53 of them. They, firstly, were folded several ballots in packs. And secondly, there should be signatures, mine and another member of the commission. I looked at the signatures and immediately saw which ballots the signature is not mine. She began to put off such ballots to the side, in a separate pile - as an unidentified model. And Govarenkov, as I saw that I was postponing these forged, let's immediately scream so that I stop working, that all our work is invalid.

We drew up an act, recorded all the numbers on these Bulletins in the protocol, only we did not put the signatures and did not assure the seal. And we ask Fephilin (he is, as a boss, from the regional commission): you are a higher leader, advise what to do next. He says: Seal everything in packs and go to the whole commission to TIC. There you will sign and put the seals. If they have questions there, then show them the ballots.

We did so. They seized everything, they themselves signed on packs, the observers also signed, and went. In Tik, we all handed over the boxes with ballots, and we first selected the seal, and then, when I said that we need to assure the protocol, they still gave the seal. They generally wanted to drive us out of TIC, and our protocol did not want to take. But we went to another room in Tik, there our protocol was completed, issued as expected, signed, stamped.

Today at the trial, Bem said that all the ballots are in the archive under the protection of the investigation. But our box was not attributed to the archive, but to where the “elections” are “elections”, and there were boxes in the sections, from nine sites in which they were assigned to recalculate. I think that everything was planned in advance in advance: to remove our site, because Minin had a half advantage. "

With repeated counting votes, voters were discovered:

Violations of the packaging of ballots at 807, 808, 795 and 790 areas.

On the 795 site - the number of ballots for Minin by 8 pieces decreased, for Levashov - by 2 pieces, the number of invalid ballots by 10 pieces increased. The method of packaging ballots made it possible to easily access them.
On the 794 site - the number of ballots for Minin by 9 pieces decreased, the number of ballots for Levashov by 1 piece increased, the number of invalid ballots by 8 pieces increased. The packaging was broken.
