The task, according to the author of the letter, was set by the head of the republic, Ramzan Kadyrov at a meeting with the heads of district administrations. “There were, of course, pests with complete higher education, who, after the parliamentary elections, carried heresy, which is 99% a lot even for North Korea, but when the hero himself was voiced by the Hero of Russia, there were no doubts. We live happily in the most stable republic of the country: we do not have rallies or strikes, we are always for the son of Akhmat Kadyrov and against all slander addressed to him and always support the leader of the nation, ”the author of the letter wrote.

The interlocutors of The New Times, who were witnesses of voting, confirm that people were reluctant to go to the sites. “People in the Caucasus ignored these elections,” said Abdulla Duduev, the chief editor of the independent Caucasian magazine Dosh. On December 4, during the parliamentary elections, Duduyev with his colleagues rode around the sites: “They started in Ingushetia at the plots in Karabulak and Nazran and, through the Chechen Grozny and Argun, reached Dagestan, where they looked at the plots in Khasavyurt and Makhachkala. Nowhere we have seen more than 10-15 people at the same time. ” In March, the picture was repeated, although, according to Duduev, they tried to drag people into the sites in all possible ways: they campaigned in mosques, educational institutions, state institutions, everywhere people said that we had to come and vote for Vladimir Putin. “In some settlements, the heads of administrations told the residents that at least one person should come from each family and vote for all home ones,” says Duduev. “The members of the commissions told us this way: the desired result will be obtained regardless of turnout and weather.” Eduard Ataev, who was an observer from Yabloko in the parliamentary elections and a member of the commission with an advisory vote at the presidential in the area of 1561 in the native village of Andirei, Khasavyurt district of Dagestan, confirms that the appearance was low. According to his estimates, 65 people voted in the election of deputies of the State Duma in the Ataeva section, which did not prevent a total of 128 votes at first, and then, after the observers were expelled from the site, to throw and enter into the final protocol another 949 votes for the party in power. In the presidential election in a room neighboring with the 1561th section, social workers were sitting, each of them was supposed to bring 20 people to the elections. “They had special stamped leaflets, where they recorded the numbers of the people they brought in the electoral lists,” says Ataev. According to his colleague who worked in the Chechen weekend, the situation reached the absurdity: “Payments of disability, salaries and scholarships were transferred to March 4: he voted in the same room, received the due in the neighboring one. The action did not lead to a revision of the election results, and one of its organizers, human rights activist and lawyer Magomed Evloev, in August 2008 was killed by the Ministry of Internal Affairs on the way from the Nazran airport.

Here in the section No. 315 in the Shali district, the woman gives out several ballots coming voters, without even looking into the passport and without entering the list; Here in Shali on the site No. 298, people approach the urn and in front of the two young children who follow her, they throw ballots along a pile; Here, before closing to plot No. 409 (the village of Staraya Sunzha, Grozny district), a crowd of men in a police camouflage comes and throws several ballots at the urn.
According to Dmitry Oreshkin, "in Chechnya they decided that you could score and work as they worked before." According to a Chechen weekend member, the only question that interests the commission: how to answer the question "who to vote for?" The only republic where the cameras were able to influence the course of voting, according to Dmitry Oreshkin, was Kabardino-Balkaria: “They did not understand the hints from the center that ordered to put cameras and observe the process, therefore, realizing that the protocols would not be visible, but it is clear how many people came to the site, they gave a real appearance lower than in the Duma elections.”
“In Grozny, we talked with people who complained that they had already voted in several areas and still need to go around a dozen or two,” says Abdullah Duduev. The rollers show how the same person can vote many times, and this does not surprise any of the members of the commissions. “We also saw this - people changed clothes, put on other hats or skullcaps and went to vote again,” confirms Duduev. The most well-known video on this topic on YouTube is called "Carousel in Chechen: falsification of the turnout in the elections." The video was shot on section No. 236 in the village of Nozhay-Yurt of the Nozha-Yurt district of Chechnya, and it shows how a man in a striped sweater and a black leather jacket votes six times on different passports.
They collected the "carousels" according to the classical scheme: from students and other dependent. “Mainly our“ carousels ”were organized from students of three Grozny universities. Each student, if, of course, plans to complete training without a sudden deduction from the institute, should have voted in ten polling stations, ”says a member of one of the Chechen weekeys. - The authorities provided transport, organized accounting. It was necessary that they physically vote on the right number of sites, the main thing is that they change the appearance a little: on one site in outerwear, on the next without it, on the third in the headdress, then they change some clothes with colleagues, and so on in a circle. ”


Recalculations of the post -fact of several interlocutors at once told The New Times that at a number of polling stations the required number of correctly filled ballots for Vladimir Putin was prepared on the eve of March 4, and the elections themselves were rather a production. “When we traveled around the sites, representatives of election commissions on the terms of anonymity told us that the results were ready before the election, and this is just the performance that they play,” said Abdulla Duduev.
In other cases, the protocol was redone when the vote counts. So, Eduard Ataev during the parliamentary elections on the site drew up a protocol on the explicit of 174 people, and a protocol on a 100 percent explicit of 1159 people was submitted to TIK.

The heads of commissions were called to the republican election commissions, where a similar incorrect percentage was given, they gave out ballots (all except those for Putin) and said in a day to redo so that everyone was in favor of Vladimir Putin. According to the story of our source, first the commissions had to copy empty actual ballots, to put two members of the PEC on each signature (in some cases, relatives of the commissions were signed to save time), then it was necessary to make the most difficult thing - to remove the brand from real ballots. Experts surveyed by The New Times, having familiarized themselves with a letter of a Chechen weekend, said that this is hardly a demonstrative story for the whole republic, but did not exclude what this could happen, as Alexander Kynev, on the "most delusional site". “The story is so absurd that in the Chechen conditions it may well be believable,” concluded Dmitry Oreshkin.
Nevertheless , in private conversations and off the record, residents of the republic, nevertheless, admit that not everyone wants to vote for Putin. “A total fear reigns here, and therefore this will not be said openly. But the Chechens have an internal protest against what is happening. For Chechens, it is humiliating that they became a stronghold of the reign of Vladimir Putin, who is considered their enemy, to those who killed their relatives and who destroyed their country, but they give him a percentage more than psychiatric hospitals, ”said the New Times, one of the inhabitants of Grozny. According to political scientist Dmitry Oreshkin, Chechnya is simply not ready for another scenario: “Moscow was ready to resist, observers appeared from somewhere, and the authorities were forced to give in, Putin did not gain 50%in the capital. In St. Petersburg, people resist, they extinguish them, but they do not give up. This is not in the Caucasus - there, if you demand compliance with the rights, you will be found in the forest dressed in camouflage and with a Kalashnikov automatic machine.
