And on June 17, the mayor of Omsk was scheduled. Applications for registration are accepted from April 17.
“The mayor’s election will become a test for the new governor,” said political analyst Sergei Starovoitov, head of the regional club news agency. - “United Russia” is pulling with his candidate. Neither the regional elites, nor voters, nor new, nor the outgoing governor understand. There is no clear position, apparently in the Kremlin. So in this situation the opposition has a chance. ”
As soon as the City Council decided on the date of the election of the new mayor, local civil activists created the Citizen Mayor project. The initiator of the idea was Viktor Corb, editor-in-chief of the D-Info communication agency. He has been considered the most convinced by the local opposition for many years. “These elections need to be held non -standard. The situation is favorable due to the departure of the governor, and it is possible to use the energy of the December protests, ”said Corb The New Times.
Corb expressed the idea in his blog: a single candidate from civil society must be chosen on primaries. He was supported. The project settled on the Political Omsk portal (politomsk.ru), where biographies of candidates, their programs and other documents were published.
Test primaries took place on all popular Internet sites-in LiveJournal, Facebook and VKontakte-and ended on April 10. 23 people were included in the list of candidates, among whom not only Omsk human rights activists, civil activists and simply known people in the city were discovered, but also candidates from Moscow - blogger Ilya Varlamov and the head of the Center for Research of the post -industrial society Vladislav Inozemtsev. Varlamov defeated. Real primaries were supposed to pass from April 13 to 16 (at the time of signing the number, the general fraud was still unknown) and not only on the Internet: several weekends were organized in Omsk.
“People who confirming their participation in real primaries, and this is not 23, but ten people,” the civilian pact signed by us: all losers will support the victorious candidate in the elections. Well, or at least not to nominate your candidacy separately. Thus, we will also form a team for a single candidate, ”says Corb.
Varlamov took the elections in Omsk seriously. He quickly gathered the team: he attracted Maxim Katz, the young Moscow municipal deputy, and designer Artemy Lebedev, who did not fail to name in his LiveJournal “one of the most ... looking for cities”. The main idea of the Barlamov team is the “City for People”. Varlamov offered ten steps to improve Omsk, which he once developed for Moscow: public transport priority, bicycle paths, a city center closed for entry of cars, infrastructure for the disabled, cleanliness and order on the streets. For the campaign itself, Katz, who has positive experience in Moscow, is designed to answer. “We will do the same: put down leaflets, walk in apartments, work with people. The old electorate of such as pensioners is also not a problem- you can always find grandmothers who will agitate their peers for money, ”said the New Times Katz.
Vladislav Inozemtsev, who positively appreciated the project “Citizen Mayor”, told The New Times that he was primarily nominated by Varlamov: “I decided that Omsk residents needed a wider selection of candidates. Nevertheless, most of the nominees are not professionals in politics. My competitors are aimed at solving some specific problems, but I proposed a program for the integrated development of the city. ” In the program of Inozemtsev - the fight against corruption, the development of local self -government, a change in the practice of collecting taxes, roads, ecology.
Political scientist Starovoitov believes that “citizen mayor” is a good but local project. More than 900 thousand voters in Omsk are registered. The Communists have a real opportunity to draw about 150 thousand, the EP has a little less, but it will be very difficult to organize his electorate, and even in the summer, a general citizenship candidate. “But the repetition of the situation with Yaroslavl is quite possible. If there is civil control, there are many observers, then the new regional authorities will be difficult to use the traditional mechanisms of falsifications, ”says Starovoitov.
The "old" parties have not yet decided on the candidates. Local LDPR and Fair Russia announced that they would call their proteges in May. True, the speaker of the Omsk City Council, Unicorn Vyacheslav Dvorakovsky, announced his readiness for the elections. But in the party itself, his candidacy has not yet been discussed. The Communists, while they are taking place on the domestic primaries, call three names of possible candidates, but everyone is sure that they are nominated by the second secretary of the regional committee Andrei Alekhin. “The Communists are debatable. Official parties, as in Omsk, are still determined. United Russia holds the primaries that should end on April 13, but the local press and political scientists are convinced that the current acting will be the candidate The head of the city of United Russia Edham Akbulatov, who has already begun personnel permits in the local administration.

In the coming months, the mayor’s elections will be held in three district centers: Lysva in the Perm region, Zlatoust - in Chelyabinsk, Sredneuralsk - in Sverdlovsk. In Lysva, the mayor’s elections will be held on May 27, there are no real opposition among the candidates, everything is quiet, and civil activists are not waiting. Excesses are also not expected in Zlatoust. There the elections will take place on May 20. As the interlocutor in the city administration told The New Times, Vyacheslav Zhilin, who is currently acting as a mayor, wins on all surveys.
Next to Zlatoust is the village of Rosa of the Chelyabinsk Region. Six people have been starving for almost a week there for almost a week and to approve the budget of the village (the last chapter died in November 2011, and since then the local TIKs have not allowed the election): they have been writing letters to Putin and Medvedev, but there is neither official nor any other reaction yet.
An interesting situation may be in Sredneuralsk, where the vote is scheduled for May 27. The last head of the city, Viktor Zlotyev, resigned at the end of January - his grandson was detained for drug trafficking. So far, 12 people submitted documents. The EP, SR and the LDPR nominated their candidates. The remaining candidates are self -nominated, for the most part from Yekaterinburg. The main struggle may be unfolded between a candidate from United Russia, Vice-mayor Alexander Astakhov and the ex-director of the city-forming enterprise of the Central Ural GRES Boris Tarasov. Astakhov is running for mayor for the third time, but now he is supported by the leader of the Sverdlovsk United Russia Victor Sheptia.
