The agenda of the meeting of the Moscow Regional Duma for Thursday, April 19, included the issue of changing the charter of the region, according to which the posts of governor and head of government of the Moscow region are proposed to be divided, the press service of the regional parliament told Interfax .

“On Thursday, April 19, at a meeting of the Moscow Regional Duma, the issue of the draft regional law “On amendments to the charter of the Moscow region” will be considered, according to which it is proposed to separate the posts of governor and chairman of the government of the Moscow region, which are currently combined, and form a new authority - the administration governor," the press service said.

According to the press service, a new position will be created - head of administration.

“In this case, the regional government will deal with operational work, the governor will deal with projects of federal importance,” the agency’s interlocutor noted.

As First Deputy Chairman of the Moscow Regional Duma Sergei Yudakov told Interfax, Sergei Shoigu, approved by the governor of the Moscow region, approves the possible separation of the posts of governor and chairman of the government of the Moscow region, which are currently combined, and the formation of a new government body - the governor's administration.

“At a meeting with deputies, Sergei Shoigu expressed the idea of ​​​​some existing obstacles in the structure of the current government that could complicate the implementation of the projects of the new head. The deputies offered the approved governor options for changes to the regional charter that could contribute to the implementation of his plans, and he approved,” noted S. Yudakov.

He also added that the position of head of the administration, which is planned to be established by amending the charter of the region, is of a technological nature.

“The position of the head of the administration is of a technological nature and involves organizing and planning the work of a new structure,” he clarified.

According to S. Yudakov, the candidacy of the chairman of the regional government, if the deputies accept these amendments, will be proposed by the governor of the region and submitted for approval by the deputies of the Moscow Regional Duma.

According to the agency’s interlocutor, the new structure of executive power, in which the governor is not part of the regional government, is necessary to free him from some operational tasks.

“The separation is necessary in order to free the highest official - the governor - from operational issues, providing the opportunity to pay more attention to issues of strategic development of the region, to participate in the discussion and implementation of federal-scale projects that are important for the Moscow region,” he noted.
