A resident of Krasnoarmeysk, Khadishta Achaeva, told the elected president about the conflict between the people’s representative and young people.
“From March 1999 to the present day, I, as a refugee from Chechnya, have been living with my children in Krasnoarmeysk. Vladimir Vladimirovich, my son, Achaev Khasan, born in 1988, was shot with a pistol! – a resident of Krasnoarmeysk wrote in a letter to Putin. – Deputy of the Krasnoarmeysky District Assembly of Deputies Igor Vladimirovich Komaristy, better known in the region as Komar, shot. A group of bandits of 50 people led by Komaristy. Please note, under external supervision of Krasnoarmeisky district police officers! Ivan Rybalko is in intensive care, my son Hasan is at home with two wounds from a pistol, the Khadzhiev brothers were beaten, the Niva car, all shot up, is in the garage.
On April 11, interdistrict prosecutor Ryapukhin summoned local Chechens to his office, including the injured Khadzhiev brothers, and demanded that they not write any statements and generally remember once and for all that all of us, Chechens, in this region are NOBODY! “I’ll pack you in suitcases, you’re nobody here and there’s no way to invite you! Make a sound, we’ll quickly find drugs and weapons!” – these are his words, prosecutor Ryapukhin’s.
The current chief of police of the district, Usypkin A.V., while still the head of the criminal investigation department, from the first days of our stay in the city of Krasnoarmeysk, persecuted my sons, like all other forced migrants from Chechnya, people of Chechen nationality. On every New Year and other holidays, right on the street, without explanation, they grabbed my children and locked them up for a day, beat them, mocked them, provoking them to retaliate.
It was not possible to obtain any explanations from either Usypkin or prosecutor Ryapukhin.
I heard only one thing from Usypkin - insults addressed to himself, to the entire Chechen people, and also to the head of the Chechen Republic, Hero of Russia Ramzan Akhmatovich Kadyrov. I didn’t want to raise these issues, I didn’t want and don’t want interethnic conflicts, especially since we live here and are related by blood to Russians, my son is married to a Russian, and my grandson is growing up.
I took my children from Chechnya to protect them, to instill in them the foundations of the great Russian culture, to feel my children as protected, worthy citizens of Russia! I didn’t take them outside the Russian Federation and I never will, Russia is our Motherland and we love Russia! But why do the police chief Usypkin and the district prosecutor Ryapukhin constantly provoke my children and engage in lawlessness against people of Chechen nationality? The events that occurred on April 8, 2012 in Krasnoarmeysk make me fear for the life and freedom of my children!
I ask you to send an independent commission to the region and look into this issue. During the inspection, I ask that the police chief Usypkin and the district prosecutor Ryapukhin be suspended from work and, please, let it be explained to them so that it finally dawns on them that Ramzan Akhmatovich Kadyrov is a Hero of Russia and the legitimate head of the Chechen Republic, a worthy representative of the Chechen people throughout the world ! It’s not me or my children who have to explain this to them! And let Usypkin and Ryapukhin explain to my children who is who, not in criminal jargon, but in normal Russian! Next time, when you reappoint the head of the Chechen Republic, please, I ask you, consult on this issue with Usypkin and Ryapukhin. Neither I nor the local Chechens can be responsible for your personnel policy; this is not within our competence! I am also absolutely sure and affirm that they are maliciously trampling the Constitution of the Russian Federation, since it protects my rights and the rights of all peoples living on the territory of the Russian Federation, regardless of their race and skin color, and they are trampling this Constitution of the Russian Federation! I ask you to respond before a bigger disaster happens! I beg you - figure it out! Punish the guilty! If my son is to blame, punish him!
Vladimir Vladimirovich, as a mother, as a person, seeing all this chaos, I fear for the lives of my children and want to protect them!!! I'm afraid of trouble BIG trouble! I’ll forgive you, send an independent commission, sort it out before it’s too late!!! My family and I believe in you!”
