Deputies of the legislative assembly of the Rostov region adopted a consolidated law on issues of regional taxation in various areas, which, according to parliamentarians, will help make it easier for taxpayers to practically apply fiscal norms, deputy chairman of the regional legislative assembly Yuri Zerschikov told reporters. Currently, there are five main laws in force in the region regulating regional taxes and preferential taxation: on transport tax, investments, corporate property tax, some tax issues and media support. Several more laws regulate provisions on preferential taxation, deferment and installment payment of taxes. In addition, several dozen legal acts contain reference rules on these issues. “In order to facilitate the work of specialists with this huge amount of documents, it was decided to develop a mini-code of the Rostov region, which would consolidate all these tax laws,” said Mr. Zerschikov. He clarified that the consolidated law contains only “framework” rules for regional taxes, in particular, tax rates, the procedure and deadlines for paying taxes, benefits for regional taxes, the grounds for their application, as well as reduced rates for corporate income tax and property tax organizations and the tax rate levied under the simplified taxation system. “This law does not change the current procedure regarding the taxation of business entities and individuals, the formation of preferential categories of taxpayers, but will only allow specialists and taxpayers to quickly understand these rather complex issues,” concluded Yuri Zerschikov.
