The presidential election campaign ended more than a month ago, and its echoes are still heard by its direct participants-executors-conductors. Putin's presidential elections were helped by: the vertical of power and administrative resources, cowardly officials and members of local territorial election commissions and, of course, the corrupt media.
All of the above is somehow tied to the word “money”, because everyone wants to stay at the helm of power, with a chair and a salary. But as for the media, election campaigns are the “highest haymaking”, when you can earn money for a year, or even two, in advance on “white”, “gray” and “black” PR.
Tricks of "ProCity"
It seems that for some, if I may say so, colleagues, such a desire for profit at any cost has eclipsed not only feelings and reason, but also - what is worse - respect for the current legislation of the Russian Federation.
For example, the newspaper "Pro City of Kirovo-Chepetsk" more than once committed deliberate, or to put it another way, violations of election legislation - in the elections to the State Duma of the Russian Federation and in the elections of the President of Russia. Apparently, hoping that everything will pay off handsomely. Numerous appeals from party representatives and voters to the regional election commission regarding the fact that ProCity published openly positive articles about United Russia ended with formal replies: “no violations were established.”
However, the prosecutor’s office of Kirovo-Chepetsk still managed to say its weighty word before the elections to the State Duma:
“Due to the fact that in the issue of the newspaper “ProCity of Kirovo-Chepetsk” No. 42 (120) dated October 21, 2011, the information material “United Russia” attracts investors to the Kirov region” was re-published, containing information about the electoral association in combination with positive comments by the Kirovo-Chepetsk prosecutor's office regarding the editor-in-chief of the newspaper "ProCity of Kirovo-Chepetsk" M.V. Dyachenko, proceedings have been initiated for an administrative offense under Article 5.5 Part 1 of the Code of Administrative Offenses of the Russian Federation.”
Article 5.5. Violation of the procedure for the participation of the media in information support of elections and referendums.
1. Violation by the editor-in-chief, editorial office of a mass media, an organization carrying out television and (or) radio broadcasting, or another organization producing or distributing a mass media, of the procedure for publication (disclosure) of materials related to the preparation and conduct of elections, referendums, including campaign materials, as well as violation during the election campaign, referendum campaign of the procedure for publishing (disclosing) these materials in information and telecommunication networks, access to which is not limited to a certain circle of persons - entails the imposition of an administrative fine on citizens in the amount of five hundred to two thousand five hundred rubles, for officials - from one thousand to five thousand rubles; for legal entities - from thirty thousand to one hundred thousand rubles.
I want you to understand: this newspaper published an outright "order", for which the customers probably paid at an increased rate (including possible costs of fines to the editors). The Regional Election Commission, pursuing the state policy of the “party and the government,” seems to have “turned a blind eye” to these “little things” in the interests of electing that very party, promptly sending out formal replies to complainants. And gullible residents, receiving another portion of “brainwashing”, fell into a “zombie” state and went to the ballot box to make the correct expression of will... In my opinion, a deliberate violation of election legislation concerning the rights and freedoms of man and citizen is much more serious than the forgetfulness of individual paragraphs of the law “On Advertising”... 
Telegram to the President
From the State Duma elections we will move on to the presidential elections. And here the newspaper "ProCity of Kirovo-Chepetsk" succeeded! A week before the elections, the material “Who do the Chechens want to see as head of state?” is published. And who do you think? Of course, candidate Putin is in first place with 64.2% of the votes out of 100 residents of our city surveyed. Next come Zhirinovsky, Zyuganov and Prokhorov. And there is no candidate Mironov at all! And this is already a violation of the principle of equality of candidates.
Kirovo-Chepetsk lawyer Grigory Lyalin, realizing that writing complaints to the regional election commission and local law enforcement officers was practically useless, sent a telegram... to President Dmitry Medvedev. He received an answer a week ago from... the prosecutor's office of the Kirov region, where his message was received from the Office of the President of the Russian Federation for working with appeals from citizens and organizations. The prosecutor's office, like lawyer G. Lyalin, saw a number of violations leading to another "administrative action."
“Based on these facts, the Kirovo-Chepetsk city prosecutor initiated a case against the editor-in-chief of the newspaper “ProCity of Kirovo-Chepetsk” for an administrative offense under Part 1 of Article 5.5 of the Code of Administrative Offenses of the Russian Federation, and also submitted a proposal to eliminate the causes and conditions that contributed to violations of the law.” .
The last phrase, in my opinion, is generally key. If we interpret it in connection with the above, then the reasons and conditions are the elections themselves and election campaigns in modern Russia.
