
Residents of several regions will elect their governors in the next fall. However, not everyone will be able to advance in these elections. The Kremlin leaves the norm in which the potential candidate will have to receive support for municipalities. And this makes the elections more controlled.
The fate of the governor's elections is de facto resolved. Russians will choose, but not from all. The bill on direct elections of the heads of regions, originally submitted in a rather soft and even “liberal” spirit, has undergone a number of important changes on the way to the second reading of the State Duma. Firstly, a person who had a real term for a serious or especially serious crime (except for those articles that were softened) will not be able to run for governors. Secondly, and this, perhaps, is the most important thing, candidates for governors will have to enlist the support of five to ten percent of municipal deputies.
The figure of the necessary deputy signatures varies from the region to the region. In Nenets Autonomous, it will be necessary to receive support from 8 to 16 deputies, then in Tatarstan it will be necessary to collect almost half a hundred deputy signatures. According to the source in the presidential administration, this measure is introduced so that people “random” do not go to the elections, and the process itself does not look like what is described in the film “Elections Day”. To that, he believes, this will increase the status of munitations, whose deputies will now directly influence the formation of regional authorities.
Whether everyone who wants it will be able to advance (well, over 30 years old and without problems with the law) is a question. Self -nominated to leave or not will decide in the regions. And presumably, many regions will not go to this. And even if they leave, the self -nominated person, in addition to the signatures of municipal deputies, will also be forced to collect signatures of ordinary citizens.
The election day, by the way, will be only one and it will be in September. However, this norm will enter only since 2013, this year the first governor’s elections will be held in October since 2005.
Several governors may be the first to be chosen at once: in the Bryansk, Amur, Novgorod regions, as well as in Buryatia. However, officials are not yet aware of whether the elections will take place in all these regions-one of the deputies there may still be a reassignment procedure (or resign).
The presidential administration believes that the law can be adopted before the end of April and enter into force on June 1. After that, regional parliaments will have to bring local legislation in line with the new law within a month. Then it will be possible to meet on time and it will be possible to hold elections in the fall.
Still, the municipal authorities are weak and the chances of putting pressure on deputies in order to non-the “wrong” candidate. In addition, the mechanism of consultations with the president is preserved. Theoretically, in the Kremlin they can directly indicate a particular citizen to the undesirable of his nomination.
Of course, in comparison with the era of the appointment of governors, even in this form, the law is a step towards the democratization of the political system. Moreover, citizens want to elect the heads of regions, despite the general skepticism about elected procedures.
There should be at least two candidates, but the authorities will not be difficult to expose the obvious understudy against the current governor. And the rest try to prevent the elections. In municipal meetings, United Russia on average in the country is a little more than 50 percent of mandates, but formally non -partisan deputies are often quite loyal to the authorities. Probably, only the Communist Party of the Communist Party will be able to seriously compete with the “party in power”, and even then doubtfully.
However, there are opportunities for other players. A conditional businessman who decided to go into politics can theoretically “purchase” a couple of hundred municipal deputies and try happiness in the governor's election. The only question is how many desperate guys will find. In the 90s and early 2000s, it seemed to be even from them even (as in the case of the former Perm governor Yuri Trutnev), federal personnel grew. However, whether this option will seem to be implemented, even the authors of the law cannot answer.
