
At the request of the TRV-HOW, Valery Adzhiev , senior researcher at the National Center for Computer Animation at the University of Bournmouth, Britain (Bournemouth University, commented on the fall of the university ranking of Moscow State University.
On March 15, 2012, the authoritative British weekly Times Higher Education (The) published the “reputation rating” of the world universities (The World Reputation Rankings 2012). There were not a single Russian in the list of 100 most prestigious universities. In old memory, we are used to highly evaluating our higher education system, at least in the person of its flagships, such as Moscow State University. And the result looks especially offensive, because we are talking about a “rating of opinions” - it is compiled by surveying specialists from around the world, and it does not take into account formal indicators, such as “citation” to which many in Russia have idiosyncrazia.
We can still admit that we have not sufficiently adapted to the global system of publications in international publications, and that the relevant metrics are difficult to take root on domestic scientific and educational grounds. But the respect of colleagues for our leading universities, many graduates of which successfully work in those very universities from the TOP list-it seems that it has always been?!
Probably, it was the wounded national pride that made the Russian press surprisingly widely respond to the publication of the rating. Opinions were divided: some authors believe that the rating quite accurately reflects the best state of affairs even in leading Russian universities. Others (it is significant that these are mainly status and influential figures of the Russian educational establishment) call the rating unjust and this very state of affairs and does not reflect.
Let us look at this rating through the prism of some of the most characteristic statements by Russian experts. Perhaps the level of content and depth of these comments, especially those that demonstrate the specific professionalism and awareness of their status authors, somehow (albeit indirectly) corresponds to the level of the system of Russian higher education and certainly-with the level of management of this system?
Results
But first, a brief presentation of the main results of the reputation rating, which the magazine The magazine is preparing together with the Thomson Reuters agency and with the participation of the sociological service of the IPSOS Media, conducting an expert survey.
The data for universities included in the top ten ratings are given in table 1 (more complete information for universities that have been the “TOP-100” list can be found in the free access on the special page of the Ranking Home site The site [1]). Table 2 shows the rating in the context of countries whose universities are included in the TOP-100. A detailed analysis of the results (if this one, generally speaking, is not the most sophisticated rating generally deserves such an analysis) - outside this article, I will draw the reader's attention only to some facts:
In addition, it is noteworthy that both the composition of the TOP-100 and the order of the universities in it does not completely coincide with the results of the world ranking “The World University Rankings 2011-12” [2], which was calculated on the basis of not two “subjective”, but 13, mainly “objective-formal” indicators.
The winner of the “main” rating - the California Technological University (Kaltech) - in the reputation was only in 11th place. Representatives of Japan won in the reputation rating, in particular (Tokysky jumped from 30 to 8th place) and Brazil (San Paulo University occupies 178th place in “Mostly”), and the Turkish Middle Eastern technical rating shares (among others-with Moscow State University!) 276-300 places.

Rating methodology: myths and reality
The absence of our universities in the top 100 reputation rating served as an incentive for Russian experts to question both the methodology and the procedure for compiling it. The perplexity caused by the regrettable result was aggravated by the fact that the Flagship Russian university of Moscow State University in a similar rating-2011 took a fairly high 33rd position and turned out to be the only representative of last year’s first fifty, who left the TOP-100 list.
At first glance, the surprise of the rector of Moscow State University Viktor Sadovnichy , who, in a specially given interview [3], said: “ Judging sensibly, it looks like a misunderstanding, it looks like a misunderstanding, since the university’s reputation is quite conservative, and it is quite difficult to worsen so much in a year.” Both he and other Russian experts proposed his answers to the question of the causes of “misunderstanding”, and then I will comment on these answers, alas, carrying all signs of poor awareness, if not mythology, about how Western ratings work and work.
At the same time, we, as far as the data published by the creators of the rating, will be published, will be published by those details of the methodology and procedures, which for some reason in Russian materials did not sound about the rating.
I will begin, however, by the statement that in some publications this rating was called the Times Rating or the Times Rating, and almost everywhere the Times Higher Education magazine was called the Times newspaper. Meanwhile, the magazine The since 2005 is a completely independent publication and has nothing to do with Times , as well as to the News International group, owned by the American tycoon Rupert Marydoku . By the way, I recall one discussion with Russian colleagues, where the dominance of American universities in the rating produced by the British publication was explained by this “fact”.
This, of course, is a trifle, but very characteristic, for the unwillingness to delve into the details for some reason was inherent in almost everyone who spoke about this rating. Another such detail is the fact that, it seems, almost none of our experts realized: the reputation rating discussed is not at all a kind of independent product produced in 2012.
In fact, all the data related to it were collected and already published as part of the World University Rankings 2011-12 [2]. Accordingly, an experts of reputation experts were conducted in the spring of 2011, and its results were included as the basis for calculating the two (out of 13) indicators of the “main” (or integral) rating, but in the comments of its creators these “reputation” indices (responsible for 34.5% of the total rating) were not focused.
Why has this rating for the second year are published separately, when it could be served in a package with the “main”, part of which it is? Apparently, the considerations are purely marketing - this is how an informational occasion is created for the presentation of the branded rating product of The The Twice a year.
Accordingly, there is no great sense in analyzing the reputation rating in isolation from the “main”, and looks quite logical that Moscow State University did not fall into the first hundred by reputation, despite the fact that in the integral rating it is at the end of the third hundred. Rather, it is worthwhile to be surprised at the high 33th place of Moscow State University in the reputation rating of 2011-after all, it was part of the main rating of The, published in October 2010, where Moscow State University did not enter the 200 best, so a year ago the subjective reputation turned out to be much better than the “objective” results of his activities.
Why this year the reputation was better adjusted with an integral rating outcome is really not quite clear. However, Russian experts proposed their explanations for the failure of this year.
Survey respondents. The first claim refers to the choice of experts involved in the assessment of the reputation of universities. So, the article by Natalia Savitskaya in the “Independent Gazeta” [4] says: “It is based on a survey of leading professors, experts from the field of education. Who are they are a riddle for everyone. It is only known that this year the number of experts has become even more. ” And here is what Boris Derevyagin, head of the analytical service of the Russian Union of Rectors, claims [5]: “A reputation rating is a survey of leading professors, experts from the field of education. But who are they and from which countries are closed information ... Thomson Reuters , according to them, uses expert surveys from 149 countries - and that’s all that is known. ”
In fact, there are many more experts about experts, and this information is easy to find in the materials of The [6], accompanying the rating tables. And on the website Thomson Reuters you can also find a brief description of the methodology for the selection of experts [7], [13]. Its authors, in particular, even in the preparation of the 2010 integrated rating, declared that they intend to take into account the previously sounding distortion in the selection of experts-too many of them represented in previous years the English-language countries of North America and Europe. In practice, the “geographical distribution of scientists” was taken into account, for which UNESCO data were used (table 3).
This information, showing the number of scientists in different regions of the world, was imposed data that reflect the qualitative indicators of their work according to the Index of the Reiter Web of Science - namely, Science Citation Index Expanded (Scie), Social Sciences Citation Index (SSCI) Arts & Humanites Citation Index (A& HCI). In order to adequately take into account the social and humanitarian sciences (traditionally insufficiently represented in Web of Science), Ibis Worldwide Academic and Library File Mordev was also used [8].
As a result, respondents were selected according to a certain “statistical nature” of the procedure. The survey, according to which the first reputation rating was drawn up, 13388 people responded (including the author of these lines). A year later, 17554 people responded, and respondents from the previous year’s sample were not invited. The alignment of the invited rating experts for each of the 149 countries has not really been published, but it is known for the continental regions (see table 4), so we can draw conclusions how much the organizers have succeeded in representative objectivity.
I note that the amount is 101%, so that a small error crept into the calculations of A analysts, most likely due to the rounding of the numbers presented separately (the fact of which is specially specified). Well, at least not 146% turned out! It can be seen that a little more than half - 53% - experts belong to North America and Western Europe, which can be recognized as a reasonable indicator. Of course, it would be interesting to find out how many representatives of Russia were among respondents. It is reasonable to assume that not too much - with our number, everything is fine, but the lack of scientists with decent citation (namely this factor served as the main criterion!) Inevitably, the Russian representative office had to pull down.

The distribution of experts in disciplines is also known [7] (see table 5). It turns out in total 99% (presumably, due to the same rounding) that can be recognized - in the university context! -more or less balanced. The “status” information was announced. In particular, three quarters of the respondents identified themselves as belonging to the faculty, the rest-clean researchers, administrators (mainly the highest university link) and even graduate students. The secondary experience in higher education is 16 years.
To select experts of the previous rating, a very detailed review was published [9] with a mass of parameters of a very different nature. I will mention only one - the “average respondent” published about 50 scientific works (accounted for by Web of Science!). I think that in the near future we can expect a similar detailed report and the experts of the last rating - although I would not expect significant statistical differences (after all, the selection methodology has not changed).

Questions and criteria. It seems that among the status Russian experts there is a consensus regarding the causes of the departure of Moscow State University (there is no question of other Russian universities) from the TOP-100. Here is an article from Moscow News with the speaking name “This year MSU lost science” [10], in which expert Alexei Chaplygin , presented as the “head of the research group of the national rating of universities,” explains: “The absence of Times Higher Education this year is explained by serious changes in the criteria ... In 2011, researchers suggested that scientists choose ten The best universities in their scientific topic of 6 thousand included in the Web of Science base and 10 universities, which have the best master's programs and PhD programs . In 2012, the survey participants chose only by the first criterion and already called 15 universities. Thus, it turns out that this year Moscow State University lost science. ”
I will say right away: it is only true here that the number 10 was really replaced by 15 (which, in theory, only increased the chances of the same Moscow State University). The “criteria” did not undergo changes, but that it was “scientists who were offered to choose” (i.e. what questions they answered) - a little further.
But first, we listen to almost the main interested person - the rector of Moscow State University V.A. Sadovnichny. In an interview mentioned [3], he says: “... if in the 2011 ranking the scientific and educational components of the university were evaluated equally, then in the 2012 ranking the scientific activity of the university turned out to be twice as important than the educational.” Commenting on this thesis, I can repeat once again: this is not so, the criteria remained the same - in both ratings the scientific and educational reputation were included in the final rating in the weight coefficients of 2: 1 (those who wish can compare the methodology of both ratings [11], [6]).
We must give V.A. Garden is due: he was not limited to general words, but made very specific claims regarding the questions proposed by the experts: “ In 2011, a generalized opinion about the university was primarily taken into account (a survey of representatives of the academic community from 131 countries was conducted, they answered the question of the attractiveness of the university from the point of view of its educational programs and from the point of view of university science). Респондентам 2012 года задавались не оценочные, а так называемые «ориентированные на действие» вопросы. Из таких вопросов на веб-сайте THE приводится только один пример: «Рекомендовали бы Вы своим аспирантам продолжить работу в качестве постдока в том или ином университете?». Следует заметить, что в России даже не существует официального термина «постдок». И поэтому результаты ответов на подобные вопросы не могут являться критерием оценки российского вуза» .
Ту же тему ректор МГУ развил на своей состоявшейся 30 марта 2012 года весьма представительной пресс-конференции в РБК [12]: « Они задали за 2011г. (очевидно, имеется в виду репутационный рейтинг 2012 г. – В.А.) следующий вопрос – это главный их вопрос: пошлете ли вы своего ученика постдоком (временная ставка в зарубежных вузах и научно-исследовательских учреждениях, которую занимают молодые ученые со степенью кандидата наук) в российский вуз — Московский университет. И опрашивают десятки тысяч экспертов по миру… у нас в России официально нет системы постдоков» .
Не заподозрю Виктора Антоновича в том, что он сам производил поиск вопросов на англоязычном сайте THE – надо полагать, доверился своим экспертам. And in vain! Дело в том, что на этом сайте действительно «приводится только один пример» – вот он в оригинальном виде [6] : “Which university would you send your most talented graduates to the best postgraduates supervision?”.
Как легко видеть, никакого «постдока» (postdoc, postdoctoral fellow), т.е. индивида, уже закончившего аспирантуру и получившего степень PhD (по нашему – кандидата наук), здесь не поминается. А вопрос заключается в том, в каких вузах есть, по мнению эксперта, специалисты, способные обеспечить талантливому выпускнику вуза, обычно бакалавриата (это они называются “graduates”), наилучшее научное руководство в магистратуре или аспирантуре (это и называется “postgraduates supervision”). Магистратуры и аспирантуры, вроде бы, в России и МГУ «официально» пока есть. Так и вспоминается название популярного фильма Софии Копполы “Lost in Translation”…
V.A. Садовничий сетует [12]: « Я написал им письмо – одно, второе, третье, четвертое. Наконец, они ответили. Они признают, что это не очень хорошо, в следующем году постараются по-другому» . Уж не знаю, что «они» поняли из этих вызванных незнанием языка и вполне стандартной терминологии претензий (неужели поверили, что в России официально не существует postgraduate supervision?!) и что именно «признали», но зачем писать письма, если с вопросами, которые действительно задавались экспертам, можно ознакомиться на сайте Thomson Reuters [7] в открытом доступе. Специальный документ «Thomson Reuters Academic Reputation Survey» воспроизводит типовую интерактивную сессию вопросов и ответов [14].
Вот ее краткое описание. Прежде всего, респондент выбирает один из 9-ти языков, на котором ему удобнее работать (увы, русского среди нет); затем вводит информацию о себе (где и кем работает, где получил свою ученую степень, а также номинирует один вуз, в котором работал раньше или с которым сотрудничал, и знает его лучше всего, и один регион из Таблицы 4). Далее он выбирает область науки (одну из перечисленных в Таблице 5), после чего указывает свою специализацию (например, в гуманитарно-искусствоведческих науках надо выбрать из 18 специальностей – от археологии до теологии). После этого и начинается, наконец, номинирование лучших университетов для своей специализации (например, архитектуры) – отдельно по научной и учебной репутации (последняя – для учебного процесса в вузе в целом, без деления на undergraduates и postgraduates).
Сначала респондент называет в произвольном порядке 15 университетов для своего региона (например, Северная Америка); затем делает то же самое, но для университетов по всему миру (включая и собственный регион). Если желаемый университет отсутствует в предлагаемом списке из более чем 6000, то можно его добавить самому. Что же касается вызвавших такое беспокойство «ориентированных на действие» вопросов, то они как раз не «главные», а вспомогательные [14]. На них отвечают только респонденты (их меньшинство), ответившие в основном опроснике, что преподавание (а не наука) является для них основным видом деятельности. Предлагается номинировать один университет, который обеспечивает наилучший учебный процесс – отдельно для студентов и аспирантов. Вот, собственно, и вся процедура, в которой нет ничего загадочного. Загадочной же, к сожалению, остается точная формула, служащая для окончательного расчета интегральной репутации.
В любом случае, конкретные претензии влиятельных фигур российской высшей школы к «репутационному» рейтингу THE основаны, выражаясь мягко, на плохой информированности: в реальности, как мы видели, совсем не в том дело, что составители рейтинга будто бы изменили критерии и придали избыточный вес науке, пренебрегая достижениями в учебном процессе, которыми – опять же, будто бы! – славны ведущие российские вузы, и прежде всего МГУ.
Но именно на это напирает В.А. Садовничий [3]: «То обстоятельство, что такое изменение веса различных критериев в сторону научной деятельности вуза почему-то привело к столь значительному изменению позиции Московского университета в репутационном рейтинге показывает, что мировая репутация учебных программ МГУ находится на очень высоком уровне. Возможно, мы находимся в первой двадцатке или даже десятке» .
Логика интересная: даже если МГУ вылетел из топ-100 из-за низкой научной репутации, почему этот прискорбный факт «показывает» высокий уровень учебных программ?! К сожалению, несложный анализ доступных цифровых данных для рейтинга – 2012 позволяет заключить: МГУ в этот раз получил низкие баллы и по своей учебной ипостаси.
Мировые рейтинги и российская специфика
Сам по себе новейший репутационный рейтинг вряд ли заслуживает глубокого анализа – в конце концов, он как любой «рейтинг мнений» по определению субъективен и вряд ли способен отразить в двух составляющих его цифрах многоаспектный образ такого сложного организма, как университет. Впрочем, многие в мире неоднозначно относятся и к рейтингам, базирующимся на более широком и значимом множестве показателей. К каждому из более-менее признанных международных рейтингов регулярно предъявляются претензии самого разного порядка. Это несовершенство и непостоянство методологии, недостаточная транспарентность, неполнота и неверифицируемость данных, возникающие порой в предлагаемой иерархии университетов очевидные противоречия со здравым смыслом. Этот список можно длить дальше и с успехом иллюстрировать примерами из каждого нового издания каждого рейтинга. Однако, в отношении к мировым университетским рейтингам в российском научно-образовательном истеблишменте просматривается выраженное своеобразие. Процитирую нескольких авторитетов.
Все эти влиятельные и уважаемые деятели разными словами выражают одну и ту же мысль: международные рейтинги неправильно отражают состояние нашего высшего образования, потому что они чужды нам по менталитету, созданы под не совместимые с нашими научные, маркетинговые, представительские и иные цели и критерии, не учитывают российскую специфику. And this is true. Вот только в чем эта самая специфика заключается? Неужели в том, что в отличие от американского, европейского, японского, а теперь уже и китайского образования у нас действительно акцент не на науку, а на качестве обучения, чему другим стоит завидовать?
Полагаю, что такой ответ не просто расходится с реальностью, но и является намеренно лукавым. И дело даже не в том, что мировой рейтинг по определению не может учитывать «специфику» каждой страны. Честным ответом, на мой взгляд, был бы такой: российская специфика заключается в том, что наши университеты не являются игроками на глобальном поле мирового образовательного рынка . Именно этот факт вполне объективно и отражают международные университетские рейтинги, в том числе и репутационный, как раз при всех своих проблемах и являющиеся вполне реальными инструментами и индикаторами этого самого рынка.
Причины – объективны и на виду у всех, в том числе и у наблюдателей за пределами России. Ну, какая может быть репутация у российских вузов, если согласно новейшему глобальному исследованию [17] о зарплатах профессорско-преподавательского состава (пересчитанных по покупательной способности) среди 28 стран мира Россия оказалась в самом конце списка (опередив только Армению и уступив даже Эфиопии, а от развитых стран отставая в 10 и более раз)? Что имеет следствием необходимость зарабатывать деньги другими занятиями и в других местах, и не может не отражаться на учебно-научной деятельности.
Всем известна и распространенность практики не просто подработки, а реальной работы в учебное время значительного числа студентов старших курсов и почти всех поголовно аспирантов, что в западных университетах с нормальной репутацией просто невозможно. И что не может не влиять на качество получаемого образования и защищаемых диссертаций. Не говоря о развитости институциональной коррупции, распространенности ксенофобских настроений (по определению чуждым динамичной студенческой молодежи многих стран), наконец, трудностями с получением образования на иностранном, прежде всего английском, языке.
Неудивительно, что контингент зарубежных преподавателей в наших вузах очень незначителен, немногочисленные студенты из развитых стран приезжают на учебу эпизодически и по очень специфическим специальностям. Образовательный рынок, на котором играет Россия – это страны бывшего Советского Союза и некоторые страны третьего мира. Это – объективный факт. С которым, к сожалению, российские образовательные начальники никак не могут примириться – вот, к примеру, недавнее характерное заявление генерального секретаря Российского союза ректоров (РСР) Ольги Кашириной [18]: «У зарубежных рейтинговых агентств есть желание вытеснить российские вузы из числа мировых академических лидеров на периферию научно-образовательных процессов. Как следствие, в условиях жесткой международной конкуренции страна теряет качественных зарубежных студентов, которые могли бы приехать учиться в наши вузы, страна теряет талантливых ученых, которые могли бы у нас преподавать» .
Не стоит перед «зарубежными рейтинговыми агентствами» такая зловредная задача – по той простой причине, что российские университеты в «жесткой международной конкуренции» за «качественных зарубежных студентов» просто не задействованы – их, подобно неуловимому Джо, вообще практически на означенном рынке не видно.
На самом деле, если отрешиться от конспирологии, то нетрудно понять, что трагедии в этом нет, тем более что Россия – отнюдь не единственная страна, где система высшего образования обращена во внутрь. Очевидно, что внутренние потребности страны система худо-бедно удовлетворяет, да и на зарубежный рынок поставляет талантливых студентов и аспирантов (при том, что их количество – если говорить о тех самых зарубежных университетах с высокой репутацией – очень мало, особенно если сравнивать миграцию наших студентов с китайскими и индийскими). Соответственно, вместо малоосмысленных попыток запустить свой собственный «суверенный» международный рейтинг, который будто бы позволит взять реванш у недружелюбных зарубежных коллег, стоило бы сосредоточиться на создании действительно дееспособного внутреннего рейтинга российских вузов.
Такого, чтобы потребители рейтинга (а это – абитуриенты и родители с одной стороны, потенциальные работодатели с другой, и потенциальные спонсоры – с третьей) могли получать предметное и комплексное представление о достоинствах и недостатках каждого вуза и каждой отдельной предлагаемой им специализации. Такие рейтинги, выпускаемые независимыми от вузов и министерств организациями на основе публично доступной, прозрачной и верифицируемой информации, с успехом функционируют во многих развитых странах. Глядишь, тогда и репутация наших университетов медленно, но верно начнет повышаться.
Однако, в соответствии с фирменной «спецификой» наши руководители более озабочены внешними эффектами. Вот сообщение «Интерфакса» [19]: « На неприятные новости (о репутационном рейтинге) отреагировал министр образования Андрей Фурсенко. Он пообещал изучить принципы составления рейтинга, отметив, что любой подобный список — это «инструмент конкурентной борьбы, инструмент влияния». Министр также добавил, что в сфере составления подобных перечней не должно быть монополии. Фурсенко добавил, что российские специалисты совместно с иностранными партнерами работают над собственным рейтингом университетов. Он, сказал министр, «должен быть международным и общепризнанным»» .
Характерно, что в те же дни поступила и еще одна новость [20], связанная с рейтингами, хотя и в другой сфере. Думаю, будет правильно закончить этот материал такой многозначительной цитатой: «На этой неделе глава администрации президента России Сергей Иванов заявил, что не стоит доверять западным рейтингам коррупции в России и инвестиционной привлекательности страны вроде Transparency International, а вместо этого необходимо создавать свои рейтинги , отвечая на просьбу прокомментировать поставленную премьер-министром России Владимиром Путиным задачу «переместить» Россию со 120-го на 20-е место в списке стран с благоприятным деловым климатом» .
Все-таки высшее образование (и его репутация) неотделимы от обстановки в стране в целом.
