Medvedev will strengthen the "grandfather" in the State Duma

The lower house, or rather, the parliamentary majority in the person of United Russia adopted two laws on political reform today. No one doubted that they would approve, and the intrigues were not expected. At the same time, the next unanimous vote, only strongly emphasizes fragmentation within the deputy corps of the party in power.

And there is no talk of any split in the deputy corps of United Russia. Just the “United Russia”, over and over again voting for political reform, create a political field, where most of them simply do not have a worthy place.

Preparing for the new, sixth convocation of the State Duma and Vladimir Putin, and the party leadership repeatedly declared the need to update the composition of parliamentarians. Under the flag of the promise of “fresh blood”, the ONF was created, and not conscious to the voter until the end of the primaries were carried out.

And after the December 4 elections, the corps was updated - non -partisans, public figures, defectors from other parties received places in the Duma under the wing of the “bears”, which, as you know, “there are no wings”. The new arrivals, in the end, turned out to be almost as much as the “old -timers” - 125 out of 238. Two, almost equal in number, but not at all equal in capabilities, groups.

The latter, unlike the first, had already managed to study and iron all the corridors of power. They gained the weight of both party and hardware influence, and found themselves in the position of legislators, both in the literal and figurative sense of the word. The "beginners" got the field on which "there is nothing to share."

The updated part of the case is heterogeneous itself. It has active “front -line soldiers” and “party members”. “Partyers”, supporting party communication, in the Duma I have a chance to get the place of “guides” of party policy. Speaking on current events, speaking at the intra-party venues and inter-fractions, they get the possibility of presence in the "media", and therefore at least some semblance of political life. The “front -line soldiers”, sent to the Duma in groups of interested parties, do not need political life at all. Their activity is "invisible." They came to defend the interests of individuals, which does not imply public or vivid legislative work. Some, however, developed violent personal activity, gaining weight from scratch, but there are only a few of them. In total, 25-30 people are active, for all newcomers.

The third, the largest group of “newcomers”, about a hundred people's chosen ones (consisting mainly of ONF), all the last six months have remained out of work at all. They do not participate in legislative work, since they are not attracted to the “senior comrades”, they do not shine at protocol events, since the “Voice” belongs to the heads of committees and their first deputies, they do not appear at the “party” venues because they are not in the party. All that remains for them is to press the buttons in the plenary meeting room and go by ordering the leadership for the holidays, such as the upcoming procession on May 1.

At the same time, the Popular Front itself has actually stopped its activities, and you do not have to wait for support from it freshly mundane. And the coming “turning over” of the party of the parliamentary majority will not leave, most likely, in this process, places to promote inactive Duma “party members”.

Having lost to the State Duma at the beginning of the convocation of the old -timers, a household battle for the offices, the "newcomers" also lose the battle for the legislative field every day.

All key bills are introduced by the president and government, heavyweights are expressed on amendments. Young can only vote.

A change in the situation, if it is expected in the near future, then in connection with the upcoming appointment of Dmitry Medvedev: the need for personnel can remove part of the experienced members from the deputy corps in favor of the executive branch. This rotation can only lead to one thing - to the strengthening of the “old -timers”: the powers from experienced will go to the same experienced comrades.

And this situation for the next five years of convocation, apparently, will remain. The case of "grandfathers"-"old-timers" will be steadily reduced. They will go to the governor and bureaucratic posts, get sick and die, continuing to hand over the powers in the piggy bank, the inactive “youth” is updated, the mass of which will arrive in strict accordance with the law.

And by the end of the convocation, someone will begin to be indignant at the excess of deputies who did not show themselves in the legislative field, and will require the next renewal of the composition in favor of the new “young” who should show themselves.
