Kirillo does not also consist in any “self -regulatory organization” of architects and designers, which, as we were explained, is required in order to have the right to sign at least serious and large projects. In the creative workshop of the Union of Moscow Architects under the leadership of A.A. The Goders suggested that Mr. Kirillo works "in cooperation with some architectural workshop, and he himself remains in the shadows." But this, as we know, is not so. At the same time, those architects to whom we showed the advertising two -volume of Chirillo noted the professionalism of his interiors: “A little kich, very expensive, but quite high quality.” And they summed up: the “commercial architect”, that is, taking up the execution of super -expensive projects.
Meanwhile, in his books, Lanfranco Chirillo characterizes himself and his participation in the architectural life of the capital of Russia as follows: “In the early 90s, observing with great optimism in geopolitical changes in Europe and in the east ... I began to participate in the organization, design and programming of this city (Moscow) ... He was not in the lists of a guild of architects of the province of Breshia (this is the north of Italy), where he came from and where, in his own words, he studied (“I graduated from the institute in my hometown”), nor in the lists of guilds of the south of Italy: judging by the avenue, Kirillo his man in Sardinia.
True, in the city of Travagallo (Breshia Province), an office furniture company was discovered, and there the New Times correspondent was readily called the address for contacts-the Office of Chirillo on the 3rd Frunze Street in Moscow. Finally, one of the Italian interlocutors suggested that Chirillo is a geometer, there is such a profession in Italy: they receive it by graduating from a technical institution for geometers - an analogue of our technical school. True, they explained that the geometer is allowed to work with buildings no higher than three floors. “But what about the Palace of 2000 m2, three helicopters and an elevator shaft of 90 meters deep?!” - We exclaimed? .. - No, we said nothing. After all that is written about the “Putin Palace” and about offshores and companies “Mikhail Ivanovich” - Lord, what trifles ...

А, и это во-вторых, совладельцем еще одной компании итальянца, ТСЖ «Тай», зарегистрированной в Большом Козихинском переулке, дом 31, стр. 1, является президент благотворительного фонда «Лукойл» Нелли Алекперова.
Сам Чирилло на вопрос о Кувейте отреагировал неожиданно болезненно: «Я не арабский террорист!» Такого и в мыслях не было: все, что хотелось узнать, — кто человек, о котором СМИ пишут как об «архитекторе Дворца Путина». Но рассказывать о себе человек, который, как он пишет, менял облик Москвы и мечтает быть признанным «великим русским архитектором, родившимся в Италии», не захотел. В аудиозаписях совещаний, проводившихся заказчиками и исполнителем строительства в селе Прасковеевка на окраине Геленджика, продолжительное время посвящено обсуждению того, как ввозить дорогостоящие материалы, необходимые для строительства, и при этом обойти российскую таможню? Как следует из аудиозаписи, счета архитектора Ланфранко Чирилло оплачивала компания Lanaval, зарегистрированная в офшоре Белиз, а приходили они на счета фирмы Media Investment с местонахождением — ну да, практически Госдеп — в Вашингтоне, США. «Так делают все», — объяснили корреспонденту The New Times специалисты. «Все, у кого получается, — тоже объяснили, — ввозят дорогущий мрамор или оникс под видом, скажем, песка: в противном случае на каждые $10 млн материалов пришлось бы заплатить таможенную пошлину плюс НДС на $4–5 млн». Но вот совсем обойтись без ГТД — «государственно-таможенной декларации» — это, объяснили, требует очень высоких связей. Между тем, судя по аудиозаписям (и это подтверждает бизнесмен и до осени 2010 года партнер строителей «Дворца» Сергей Колесников), именно без этой ГТД на строительство «пансионата в селе Прасковеевка» и пытались обойтись. То есть ввозили контрабанду?
Нет, авторы вовсе не намерены здесь говорить о морали. Что делают простые российские бизнесмены и непростые тоже в их взаимоотношениях с госорганами — бог им судья.
Но что бы ни строилось на окраине Геленджика, «пансионат» под видом дворца или «дворец Путина» под видом пансионата, заказчиками выступали вполне серьезные государственные организации страны: Федеральное государственное учреждение «военная часть 1473» Федеральной службы охраны РФ, ГУПы и ФГУПы Управления делами президента РФ, а дополнительное соглашение к инвестиционному договору, согласно которому Управление делами президента отдавало свои 30% в «пансионате в районе села Прасковеевка г. Геленджика Краснодарского края» частной компании «Индокопас», подписано главой Управления делами Президента РФ В.И. Кожиным. (Свое участие в проекте Управление делами отрицает, указывая на то, что всем занималась их коммерческая структура — Государственное унитарное предприятие «Предприятие по поставкам продукции» УД президента РФ.) И это — все та же параллельная реальность: внутри Матрицы бизнесменов мордуют и сажают за значительно меньшие нарушения, но в мире высшей российской чиновной номенклатуры закон не писан — его просто нет.

Тут недавно в «Новой газете» появилась статья «Риски России-2» под авторством некоего Виктора Бочарова. «Политологи справедливо предположили, что эта статья — не рядового автора, а псевдоним одного или нескольких членов команды премьер-министра», — написала газета в предисловии.
