Since time immemorial, government procurement in Russia has been a complex and dark area due to the established system of relationships both within it and the background that has developed around it. It is no secret that this area has constantly aroused the interest of not only the public, but also the relevant law enforcement agencies. The problem of its transparency is obvious from at least one point: the country's President D. Medvedev actually confirmed the public's fears, pointing out that this area is not under the control of the authorities.
It must be admitted that government procurement has become an additional source of irritation in society, turning into another source of fuel for corruption. Against the backdrop of all this, the various spills, the truth tellers are playing their card. By throwing sometimes unverified information into society, people like Navalny build a clear antagonistic position towards not only the authorities, but part of society based on nationality. Consider, for example, his accusations against entire North Caucasian ethnic groups. We remember from history that Hitler also started by making jokes about Jews. So, if we already mentioned the “devil”, we must talk about his one “achievement”. The Office of the Federal Antimonopoly Service of the Russian Federation for the Chelyabinsk Region recognized Navalny’s complaint against the actions of the Ministry of Health of the Chelyabinsk Region as unfounded . According to media reports, the essence of Navalny’s claims was the illegality of spending funds (about 117 million rubles) within the framework of the “Healthcare Modernization for 2011-2012” program under the section on the introduction of modern information systems. It’s not his soul that hurts, but his desire to build his career, which is why he even rushes into such vital topics as medicine and healthcare. He does not disdain anything: the main thing is to discredit, and what is refuted is no longer so important. The same applies to Chechnya. First, tales about exorbitant subsidies to the republic were chewed up by “chronic taxpayers,” and now - government procurement. Moreover, it’s funny that, for example, a state-owned, I emphasize, a state-owned facility - the Government complex of buildings in the center of Grozny - is passed off by the “chroniclers” as Kadyrov’s personal home! Do not be ashamed to confuse his personal home with the House of Celebrations in Grozny. “Wild” figures are mentioned: almost 80 million rubles. spend on it every year. At the same time, truth tellers are not interested in figures, for example, on the capital: S. Capital construction is not taken into account. I’m curious what reaction the “Naval electorate” would have had if we were talking about Chechnya with such reservations about construction? It's not hard to guess. It is no secret that the price of loyalty for passing such auctions, especially in Moscow, is at least 15%. Small things like Chechen government procurement should not be taken into account at all, taking into account the gigantic size of the central regions. It is known that the closer to the capital, the higher the “auction price”. So, neither the vehicle fleet in Chechnya nor the size of federal investments in the republic can compare with the appetites of the regional regions. Katyrin, President of the Chamber of Commerce and Industry of the Russian Federation, believes that “it is fundamentally important to introduce an independent examination of order execution.” At the same time, he expresses the readiness of the Chamber of Commerce and Industry to provide assistance in this matter.
The main thing is that the analysis of the need and relevance of placing orders does not turn into another body of bribery. It is appropriate to recall the “legendary” 94th Federal Law “On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs,” which regulates government procurement. Those who have encountered this will immediately understand what I mean: the holes in this law have created an unbearable environment for normal business. So the principle of planning, “sentenced to ideological execution,” known since Soviet times, acquired specificity in the words of experts. Namely: in the new law being developed, he found a key place as one of the main regulators. That is, government officials plan in advance their upcoming procurement expenses, plus a contract system, which is based on an attempt to exclude the presence, for example, of fly-by-night firms and reseller firms. It’s beautiful, of course, but practice will tell.
