Center "E": fabrication of case failed

Journalists and distributors of the student newspaper "Perekhod" in Voronezh will not be held criminally liable for inciting hatred or hostility and creating an extremist community.

Today it became known that the investigator of the first department for the investigation of particularly important cases of the Investigative Directorate of the Investigative Committee for the Voronezh Region, Dmitry Filimonov, decided to refuse to initiate a criminal case due to the lack of corpus delicti.

According to lawyer Olga Gnezdilova, a pre-investigation check began in March of this year following the discovery during a search in the apartment of one of the civil activists of the Perekhod newspaper, “containing materials of an extremist nature,” as the investigation believed.
On March 20, investigator of the Investigative Committee Filimonov with employees of the department for combating extremism (Center “E”) appeared at the Voronezh House of Human Rights. They seized the copier, citing operational information received from the FSB - allegedly extremist materials were printed on a “copier with a printer function”, that is, the same newspaper “Perekhod”. The plotter was returned to civil activists 10 days later.
As a result of the pre-investigation check, the Investigative Committee did not find the offenses of “Inciting hatred or enmity, as well as humiliation of human dignity” (Part 1 of Article 282 of the Criminal Code of the Russian Federation) and “Organization of an extremist community” (Parts 1 and 2 of Article 282.1 of the Criminal Code of the Russian Federation).

It is interesting whether conclusions will be drawn about the personal responsibility of the leadership of the FSB and the “E” center in the Voronezh region?
