Rally of "angry citizens"

The meeting of “angry” citizens, despite the nervous atmosphere in the authorities and short-term rains, passed without incident. The residents who came (at different times their number ranged from 80 to 350 people), mostly representatives of various initiative groups, were able to once again state the problems of Miass and call on the authorities to finally start working. There was also politics: speakers recalled more than once what was happening in the capital in these May days, expressing their solidarity with the residents of Moscow and other cities who took to the streets.

A lot was expressed: from the chronic inability of city officials to work (an illustrative example is the difficult situation of residents of the southern part of the city, who have been forced to live without heat in the winter for seven years, and without hot water in the summer; at best, there are only promises from the authorities) to unpreparedness listen to the townspeople (both environmentalists and residents spoke about this, protesting against the construction of a large landfill dangerously close to residential settlements and almost right on the water supply sources of Miass and Chelyabinsk).

At the same time, general distrust in the ability of the authorities to work effectively has grown significantly. Already now, the chronic inadequacy of officials is literally forcing people to radicalize before our eyes: from calls to dismiss everyone and “Down with the single party of swindlers and thieves!” (as was written on one of the posters) to statements of readiness to create “people's authorities” and begin to live “parallel” to the authorities. It is typical that officials are not only not trusted, they are laughed at. Consider, for example, such posters as “Power, end the spring aggravation!” or “The horn-eaters from the house across the street: stop hammering the joints!” with colorful cannabis leaf. The significant number of famous people who came to the rally was also indicative: from honorary citizens of the city to entrepreneurs. Not all of them began to perform, but their public appearance probably already speaks volumes.

According to the organizer and presenter of the rally, Chairman of the Ural Initiative Association Vasily Potapov, “now the authorities have a unique, perhaps the last chance to show that they are ready to talk to people. Among the demands voiced by the townspeople, there are those that require absolutely no funding, but require will and character. This is an unprecedentedly brazen situation that is happening around a number of territories on Lake Turgoyak, in particular, around the “Krutiki” area, where residents have been creating a public arboretum for several years, and now they are planning housing development here. This includes the termination of the allocation of land plots until the approval of the Program for the Implementation of the General Plan of the Miass Urban District (which should have been adopted a long time ago). This includes the introduction of a mandatory procedure for agreeing with residents on the allocation of large plots of land for the construction of non-residential buildings for both commercial, industrial and religious purposes. Considering that residents no longer believe the promises of the authorities, we will simultaneously create a “people’s administration” and a public expert council, which will include recognized experts in various areas of city life with an impeccable reputation.”

And my purely personal opinion. If the government stops living only for today, it is easy to find common ground for the benefit of the entire city. If not, we will follow parallel paths and then see who the people will support. But it is obvious that this cannot continue like this! It is no coincidence that almost all the speakers said that Miass, which until recently was called “the city in the golden valley,” has turned into a garbage dump, increasingly covered with dust and dirt. I’m translating specifically for city officials: the townspeople clearly said that it is unacceptable to continue treating Miass like this! We do not forget and do not forgive such behavior! And perhaps the day is not far off when, as it was written on one of the posters, the authorities will collect bundles of belongings and go the “GREEK” way to “places not so distant.” This refers to an allusion to the former mayor of Miass, Vladimir Grigoriadi, who received a prison sentence for taking a bribe.

Gentlemen officials!

In recent months, Miass has become the most mentioned city in the Chelyabinsk region in terms of the number of scandals in the regional press, including that which is controlled by the leadership of the Chelyabinsk region. It is quite obvious that the city has stopped solving the most pressing problems.

Miass became a regional leader in debt for consumed gas (which resulted in systematic shutdowns of heat and water in the southern part of the city). The lack of coordinated actions to solve urban problems, the lack of a systematic approach to city management, and the adoption of unfounded decisions lead to excessive budget expenditures, an increase in its deficit and the formation of debts. At the same time, new tenders are announced, not supported by financing, and, as experts believe, with a significant corruption component. Constant scams with the construction of houses (including under the program of resettlement from dilapidated housing) and with the repair of highways under the “road revolution” program “in rain or snow” have become common factors in city life, which inevitably ends in the rapid destruction of the recently laid road surface . There are countless examples of the inattentive attitude of city officials to the problems of Miass. The reason for this was the endless “temporary” performance of duties as the Head of the Miass Administration. We are tired of waiting for the authorities to solve the city's problems!

Therefore we require:

· Stop considering the residents of the southern part of Miass and surrounding villages to be second-class citizens! It’s time to move from years of words to action: adopt a program for modernizing electrical networks, bring order to the heat and water supply, establish a transparent gasification queue, and repair the MIZ boiler house.

· As soon as possible, hold a competition for the election of the Head of Administration, stop changing the power structure of Miass on orders from above.

· Eliminate the threat of selling off Krutiki, which are of particular importance to our city. Deputies of the Assembly! We demand an investigation into the circumstances why the General Development Plan for Miass was mysteriously changed, and the resort area of ​​Krutiki suddenly turned out to be an area where low-rise development is allowed. We will consider your silence on this issue as complicity in a crime. We will not allow sales of Krutikov!

· Prevent violations of the regime of use of Specially Protected Natural Areas of the Miass Urban District.

· Introduce a mandatory procedure for agreeing with residents on the allocation of large plots of land for the construction of non-residential buildings for both commercial, industrial and religious purposes.

· Stop allocating land plots until the Program for Implementation of the General Plan of the Miass Urban District is approved.

· Conduct a comprehensive environmental assessment of the project for the construction of an intermunicipal solid waste disposal site and select a location that does not pose a threat to human health, as well as to the drinking water supplies of Miass and Chelyabinsk. If the authorities do not pay attention to this proposal, we reserve the right to initiate a city referendum on this issue.

· We demand an account for every penny spent on the “road revolution” and the fulfillment of promises of improvement!

· We demand the elimination of overwhelming administrative barriers for small businesses, primarily in the field of land relations.

· Conduct an investigation and punish those responsible for all violations during the construction of houses as part of the program for relocation from dilapidated housing, as well as new buildings in the machine town.

· Solve the pressing problem of organizing travel inside courtyards, in particular, make it one-way between Ak streets. Pavlova and March 8; create safe driving conditions on the street. Labor in the area of ​​Miass-I station.

· Create a city recreation park named after V.P. Makeev in the area of ​​the Zarya Sports Palace on the machine town.

We do not need the intervention of self-interested officials at various levels, accustomed to solving problems only for kickbacks! We are tired of the active participation of crime in the life of Miass and are ready to solve the problems of our city ourselves! Therefore, the assembled residents of Miass came to the conclusion that it was necessary to create institutions of self-government that act parallel to the formal and incompetent authorities. We inform you about the creation of a public expert council and a people's administration of recognized specialists with an impeccable reputation. We warn you that if the situation does not begin to change in the interests of the residents, then we will have to use all methods of expressing no confidence in the authorities that are not prohibited by law!
