The real summer heat is still far away, but the peat fire of popular discontent and protest is expanding. Here he went inside Chistoprudny and Patriarch's, and now he broke out into the wild in the form of violent clashes with riot police on Bolotnaya. After some time, Bulvarny flashed into a ring of fire, appearing as the intelligent reading people of Moscow. And it became clear that no water cannons with detachments of “cosmonauts” or even tanks would save the authorities from the terrible underground flames, even if they brought them into Moscow. They will only accelerate the outbreak of “senseless and merciless”, plunging the country into hell.
The liquidation of the Occupy Abay camp was accompanied by a thorough disinfection of the territory wrested from the people. Such close attention to gardening hygiene reveals a deep, psychological trauma of the power vertical. With this essentially ritual action, the authorities emphasize a certain cleanliness. But you and I know that any government has one single criterion for its cleanliness: its legitimacy! And here it is: “Church me”, such Augean stables, no matter how much it’s not mine, no matter how much it’s not mine, hygiene is unattainable.
Let us restore the chronology of now historical events.
On September 24, 2011, the authorities made a fatal mistake: they made the notorious castling. Before this, it was tolerated and possible. Before this, they dismissed it with disgust: “they are on their own, we are on our own.” But the cynicism was so stunning, the attitude towards the people was so disdainful that even the meekest were out of breath. Russia, with one hundred and forty million of its souls, like a whore, was transported from one bed to another, without even asking for consent! The admission that the maneuver was conceived as much as 4 years ago, and all this time we were simply fooled, completed the indignation. The point of no return had been passed, the fire had started!
Sensing something was wrong, the White House and the Kremlin decided to let off steam from the country’s political system: to sacrifice the constitutional majority of United Russia. However, even the 49% drawn by the wizard Churov in the Duma elections did not suit the rapidly maturing civil society.
And for the first time in the last 12 years, the fire of popular discontent broke to the surface. Mass actions last winter demonstrated the full scale of the problem.
Through the lips of Dmitry Medvedev, who by that time had become lame in all his political limbs, reform was proclaimed. And again, society was offered the cardboard fool of mass party building and regulated gubernatorial elections. And so that these measures could not have an impact, they frantically began to reassign the governor’s corps.
There was only one chance left to bolster the deflating legitimacy: the second round of the presidential election. However, there were no longer people in the Administration capable of playing such a subtle combination. Negative selection, you know.
As a result, today, 8 months after that fateful autumn day, we have an illegitimate system of power that is dousing the fire of public discontent with the kerosene of riot police batons.
The ruling tandem should listen to the prophecy of Yegor Gaidar. He said that as soon as the gross domestic product exceeds the threshold of 15 thousand dollars per capita, the possibilities of imperious lies and violation of human dignity disappear! Attempts to continue to act in the logic of the model of defective democracy and political postmodernism are doomed from now on.
Gaidar clearly formulates: “To build a functioning democracy in Russia, and not a dummy of it, is, of course, much more difficult. However, there is no need for illusions. This problem will still have to be solved. We do not live in the 19th, or even the 20th century. The modern, informational nature of society, rapid socio-economic changes, leave no chance for the sustainable preservation of undemocratic regimes.”
The problem is that it is possible to imitate politics for some time. Economics is not possible.
The $8 billion that fled the country in April alone, the downward trend in the stock market, the problem of the euro zone and the impending collapse of oil prices look like very threatening warnings. And besides, as recent historical experience shows, the shovel handle for Brother Muammar was precisely lubricated with expensive oil.
During these pivotal days, I was invited as an expert in the political debates of the project: “Kangaroo”. The audience was a touching mix of generations, from hipsters to pique vests. We stayed up long after midnight. We decided that these peaceful actions should be continued. I proposed my plan for how to fill our walks along the boulevards and night vigils in the squares with meaning. It was approved.

Action plan for 2012 – 2013
Subject (New Agenda of the Country) : a community of “civilians” capable of organizing an effective, dynamically developing negotiation and discussion platform on which they will present their demands to society and the authorities
ways to achieve public consent,
realistic, reasonable and feasible plans for state and social reconstruction.
Goals: on the basis of an open and mass public discussion, to develop and implement a set of political, organizational and legal measures to ensure the transition from the “vertical of power” to an effective, reasonable and citizen-friendly state structure.
Priority tasks:
constitutional reform,
judicial reform,
local government reform,
Main events:
Adoption of the new Constitution of the Russian Federation in a referendum - October 2013;
Early elections to the State Duma - October 2013;
elections of governors in the constituent entities of the Russian Federation, including regions where early resignations took place in the period from January 1 to the present;
holding referendums in Moscow and St. Petersburg to approve a new version of charters and laws on the organization of local self-government in order to return local self-government in these cities to the all-Russian legal framework - April 2013.
Basic requirements of participants to government authorities
Requirements for the State Duma:
- no later than December 1, 2012, adopt the Federal Constitutional Law “On the Constitutional Assembly”;
- no later than March 1, 2013, adopt amendments to the electoral legislation providing for the creation of electoral blocs, election associations, as well as excluding various kinds of “prohibitive” and “repressive” powers of election commissions and courts in relation to participants in the electoral process, providing for the creation of effective legal barriers to application of “administrative technologies”;
- no later than May 1, 2013, carry out early resignation (announce self-dissolution).
Requirement to the Government of the Russian Federation:
ensure weekly provision of 1 hour of air time on the Rossiya TV channel (FSUE VGTRK) and the newly created Public Television for coverage and discussion of the goals and events outlined above.
The thematic plan and the procedure for determining the composition of participants in such programs will be presented following public discussion.
Actions of participants in support of stated demands
Along with traditional mass actions (rallies, marches, etc.), the all-Russian campaign “Control Letter” will be held:
Every citizen who supports these demands sends an official written appeal to the State Duma and the Government of the Russian Federation, sending a copy to the “New Agenda of the Country.”
The promotion will be held from June 12, 2012 to May 1, 2013.
Simultaneously with actions to support the stated demands, preparations will be carried out for a nationwide referendum on the adoption of a new Constitution of the Russian Federation, including the development and public discussion of the draft, the formation of initiative groups and other events.
The warming May nights, the sublime atmosphere of unity of real citizens of our country allow us to begin a discussion of the peaceful change of power in Russia.
