
The State Duma will reappear the Committee on Information Policy, Information Technologies and Communications. The corresponding decision was made today, May 21, at a meeting of the Council of the Lower Chamber.
The Information Policy Committee existed in the past convocation of the Duma, but was abolished, and its functionality was transferred to the culture committee. The well -known director Stanislav Govorukhin, who also headed the election headquarters of Vladimir Putin, headed the committee in December.
At the expense of the abolished committee on information policy in the circle of issues of the “cultural” committee,, in particular, the organization of activities of the media, the rights and obligations of journalists, state regulation of communication activities, the provision of communication services and regulation of activities on the Internet were included.
But, having not worked out in the Duma and one session, Stanislav Govorukhin, which was noted by a whole series of vivid statements going against the political line of United Russia (in particular, he publicly called the idea of public television), loses the functionality of his committee and, as a result, his own political weight.
It was not possible to find out the opinion of Govorukhin himself. In the period of changes so significant for his committee, the director, as it turned out, is on a foreign business trip. This "Polit.ru" was reported in his environment.
According to the sources of Polit.ru in the State Duma, the main contender for the post of head of the revived committee on information policy is the first deputy secretary of the Presidium of the General Council of United Russia Sergey Zheleznyak. In the fifth convocation, he headed the abolished Committee on Information Policy. And since the beginning of the sixth convocation, Zheleznyak has been the position of deputy Govorukhin and heads the subcommittee on information policy, information technology and communications.
Sergei Zheleznyak himself, in an interview with Polit.ru, refused to discuss his possible appointment, saying that it was “incorrectly”, but shared the official position of the party in power regarding innovation.
“In the context of the development of the information society, issues regarding freedom of speech, support of the media and the development of information technology are priority. And besides, they are one of the key elements of modernization of the Russian economy. Despite the fact that these spheres are very tightly related to culture, an understanding of the priority of this area and contributed to the decision on the emergence of a new committee, ”said Sergey Zheleznyak.
Also in United Russia they deny that the formation of the Committee on Information Policy is associated with non -consulting protest moods. According to our source, there are no connection with protests - the deputies of United Russia already have enough tools. You can always make what is happening for discussion of the faction, make a statement or make any question for discussing the entire chamber at a plenary meeting. There is no need for a special legislative tool to combat protests, the source emphasized.
As it managed to find out “Polit.ru”, Novella has already been agreed with the Duma opposition, but the structure is still under discussion. In particular, the issue of the presence of the first four deputies from all fractions is seriously discussed. “This is a good way to appease the opposition,” the source believes, “since another senior associate (First Deputy Chairman of the Committee is a high position,“ Polit.ru ”) will not be superfluous in any faction.”
The fact of negotiations with the opposition "Polit.ru" was confirmed by Socialist Revolutionary Ilya Ponomarev. But he believes that the return of the Committee on Information Policy is, first of all, not a weakening of Govorukhin, but an increase in iron. According to Ponomarev, “they simply want to thank Zheleznyak for his last statements” (he, in particular, called “Millions Millions” “a system of system protest” and spoke out in favor of increasing fines for violation of the rallies' law - “Polit.ru”).
Ponomarev noted that the Committee was abolished after the Duma elections so that it did not go to the opposition management, and now it can already be returned without risk of losing control over it to the United Russia. Political scientist Mikhail Vinogradov is holding a similar opinion: “The new committee arises in the Duma when a suitable candidate appears to head it. It is possible that this is just a real preference of Zheleznyak. If the committee heads, it will be seen - deserved. "
The composition of the new committee is still unknown, but it can be assumed that, in addition to Seryoi Zheleznyak, the committee will include his colleagues in the subcommittee-United Russia Vladimir Krupennikov, Liberal Democrats Alexander Kurdyumov and Dmitry Litvinsev, as well as Socialist-Revolutionary Leonid Levin.
