Russia gained the government. Two legal issues arise immediately: who are all these people and why they are. The answer to both questions is poorly comforting: “they”, because there is no other dream team with a new prime minister or the “new” president, and someone needs to be appointed to ministerial posts.

The new cabinet of ministers turned out to be largely Medvedevsky. Former Medvedev Assistant Arkady Dvorkovich, and the head of the Open Government project, businessman Mikhail Abyzov are the obvious personnel of the new prime minister. The rest of the ministers are not so organic with Medvedev, but in their own way they are also “Medvedev”. Only the First Deputy Prime Minister Igor Shuvalov, apparently, remains looking from Putin and a counterweight to the current prime minister.

Almost a shadow cabinet that has ceased to be shadow. In fact, these people unite - as, by the way, the rest - one quality: relative youth and seemingly professionalism.

There are two teams in the office, both Medvedevsky - “Surkovskaya” (Surkov, Livanov, Oleg Govorun, Medinsky) and “Dvorkovich’s team” (the mentioned members of the “Open Government”, except Rogozin and Shuvalov).

“Seeming professionalism” - if only because “PR managers from power” in the office are much. Vladislav Surkov as the head of the government apparatus, the same Mikhail Abyzov will engage in the Open government, a fighter with a Western threat Dmitry Rogozin as Deputy Prime Minister. The former subordinate Surkov and the ex-full-chair in the Central Federal District, Oleg Govorun, headed the Ministry of Regional Development. Everyone is known and the qualities of everyone in the work cause known complaints - there is a lot of noise, less noise. And the crown purpose is the head of the Russian Association for Public Relations and, as it were, historian Vladimir Medinsky, will take the post of head of the Ministry of Culture. New ministers are fully responding to a public reaction to the activities of the previous office, with the private exception of the defense minister Anatoly Serdyukov, who retained his post.

Nikolai Nikiforov is not even 30 years old, it will only come true in a month. Young people are not bad in the sense that the government has finally appeared in Russia almost or even in no way connected with the Soviet management system. All members of the office studied, married and generally formed in the Soviet Union, but they did not have a chance to visit more or less significant management positions there. And they have no experience in working in a planned economy and team policy.

They said that the “bloody regime” does not allow talented youth to use the “social elevator”? They insisted that in society a request for new faces matured? Have you complained that the ruling class does not have a long spare bench? And on the dominance of "St. Petersburg Chekists" in power? I personally spoke about all this and more than once.

The new composition of the Cabinet of Ministers is the answer to all reproaches. Like an answer. There are young, successful, and with experience almost everywhere, both new and competent. But you look at Vladimir Medinsky at the head of the Ministry of Culture and immediately becomes uneasy. Young, successful, educated, doctor of all sorts of sciences. Back to me in 2003, when Medinsky led the election campaign of the Luzhkovskaya metropolitan “United Russia”, PR managers were presented as an “extremely promising politician” (I admit - I did not believe them). And still, it’s not at ease. Because it is precisely that the PR man, with all the ensuing consequences - the mind and education in this case are used mainly as a tool for self -cutting and creating the impression of the work done, even if nothing has been done.

One thing should definitely reassure: Anton Siluanov, the Minister of Finance in the Medvedev government, remains.

The official in a good word in the sense of the word: a dumb, intractable, who was recommended by Alexei Kudrin instead of himself. And therefore there is hope, all the innovations of “graduates of the School of the Presidential Reserve”, “PRARS” and “self -party” from power will not cost the country expensive, at least literally, in a monetary sense.
