Konovalov Alexander Vladimirovich was born on June 9, 1968 in Leningrad. In 1992 he graduated from St. Petersburg State University with a degree in Law. Has an academic degree of Candidate of Legal Sciences. Acting State Counselor of Justice of the Russian Federation.

From 1992 to 2005 he worked in the prosecutor's office of St. Petersburg. He began his service as an assistant prosecutor of the Vyborg district, then worked as an investigator in this prosecutor's office. In 1994-1997 In the city prosecutor's office he held the position of prosecutor of the department for oversight of the implementation of federal security laws. Since 1997, he worked as a deputy prosecutor, and since 1998, as a prosecutor for the Moskovsky district of the city. In 2001-2005 was a deputy, then first deputy prosecutor of St. Petersburg.

Simultaneously with his work in the prosecutor's office of St. Petersburg, he lectured on civil and Roman law at St. Petersburg State University.
