Alexey abezzub Bezzub is one of those hundreds of thousands of Yekaterinburg residents who every spring relish and loudly worry about how spring water washes away asphalt from city roads. It would be nice to just wash it off; When the roads finally dry out a little, they begin to look as if Hitler's bombers had been heavily plowing the roads of the Central Urals for the past 70 years. Everyone is outraged, but Alexey decided to figure out why this is happening. And not just to understand, but very deeply. And not just to understand deeply, but to find solutions.

I highly recommend everyone to read this fascinating series, and I don’t want to spoil too much, but I will still outline the main conclusions that Alexey made as a result of his investigation.
1. Tender documentation for road repairs is, as a rule, drawn up in such a way that the specific scope of work cannot be clearly established. In particular, for pothole repairs and for repairs using a milling cutter, often only the area of the road surface on which repairs must be made is determined, but the depth is not determined (on which, obviously, both the quality of the repair and the required volume of asphalt depend, that is, the cost works).
2. The main cunning trick of the customer is the artificial and unjustified combination of several large sections of roads into one competitive procedure, as a result of which the initial contract price grows to an amount of over 50 million rubles. This gives the customer the right to include in the list of qualification requirements for the contractor the execution of special documents in the capital construction department, which, in turn, for a number of reasons, excludes all but the largest players from the number of potential participants in the competition.
3. As a result, the city of Yekaterinburg costs an average of approximately 1,200 rubles per square meter to repair the road surface, with a market price of approximately 750 rubles per square meter.
4. The tender documentation establishes a warranty period for repairs of 3 years, however, in a significant number of cases, the customer (administration) remains inactive and does not require the contractor to fulfill warranty obligations.
Alexey has already done a great job, organizing volunteers to include city potholes in RosYama (as a result of which Yekaterinburg quickly entered the TOP 10 cities in terms of the number of potholes brought in ), and wrote a large stack of applications to the traffic police to impose fines on those responsible for maintaining roads in satisfactory condition . But there is potential to do much more.
Together with Katya Petrova from Rospil-Ural Federal District we will help Alexey with the following:
- we will try, through the FAS, to challenge a number of competitions for road repairs as violating the rights of small and medium-sized businesses and illegally limiting competition - this is in all cases where several large areas from different parts of the city are merged into one competition,
- we will challenge all competitions where the documentation is incomplete,
- let's try to prove that in a number of competitions in which only major players took part, their coordinated behavior could have taken place.
