State Duma deputies from Fair Russia Ilya Ponomarev and Dmitry Gudkov introduced an alternative to rallies in the State Duma, developed by the Committee of Civil Initiatives Alexei Kudrin together with the Institute of Modern Development. As Ponomarev explains in his blog, the document "is based on the idea of ​​detailing the regulation of mass shares, specifying the rights, obligations and responsibility of all aspects of the process." The developers of the document offer to legislatively consolidate the opportunity to hold shares in other forms than rallies, processions and pickets - for example, arrange tent towns or mass seats. However, all such promotions will need to be submitted. In accordance with the OSCE requirement, it is proposed to resolve spontaneous shares, provided that the authorities are not notified, as well as multi -day events. According to the bill, notifications are not required not only by single pickets, but also by pickets involving two or three people. Conscientious organizers cannot be liable for exceeding the number of shares or violation of the order, the developers of the document believe. At the same time, it is proposed to introduce additional restrictions for the participants of the shares, in particular, to prohibit the wearing of masks.

Sanctions prescribed in the current Code of Administrative Offenses for violation of the procedure for holding shares and disobedience to the police are proposed to be left unchanged. At the same time, the bill introduces new offenses with increased sanctions: the creation of interference for the movement of transport, violation of the silence and peace of citizens, a damage to a rally of weapons, explosives, flammable substances.

The bill, adopted by the State Duma in the first reading, provides for an increase in the maximum fine for organizers and participants in rallies to 1.5 million rubles. By the second reading, it is proposed to reduce this amount to 300 thousand rubles.

On Wednesday, the Duma Committee on Constitutional Law and State Building should approve the new edition of the bill. In particular, it is proposed to add an article on "the organization of mass simultaneous stay of citizens in public places that entailed a violation of public order." In addition, in the new version of the document, a ban on campaigning is introduced before the coordination of the time and place of the action.

The Presidential Council for the Development of Civil Society and Human Rights on Tuesday recommended that the State Duma not adopt the bill in the current edition. “We propose to return the bill to the first reading, publish it for public discussion in various forms of public consultations, in order to summarize the response to it after at least 60 days and prepare for the second reading, as was done with the draft federal law“ On the Police, ” the letter of council addressed the head of the specialized Duma committee.

Earlier, the Fair Russia faction announced the intention to disrupt the adoption of a new law on rallies by making many amendments. It is planned to prepare absurd amendments, each of which will be carried out for a separate vote. According to the regulations of the State Duma to the deputy, who makes an amendment, is given from 1 to 3 minutes for the performance. Thus, the Socialist -Revolutionaries expect to tighten or disrupt the adoption of the bill.
