The problem of queues in kindergartens in Ryazan has existed for several years. First, the Ryazan authorities promised to solve it by 2012, then by 2013. Soon, they will probably promise by 2014. And so on ad infinitum.

A couple of weeks ago, several young parents contacted me who could not place their children in kindergartens in Dashkovo-Pesochnya - there was a catastrophic shortage of places. They asked for help organizing some kind of picket on this problem, to which they could invite deputies and officials and hear what measures were being taken to resolve the situation.

There is such a wonderful portal of municipal services. Here you can see the status of the queue at preschool institutions in the city. It’s really not easy to get into Pesochny kindergartens. For example, in d/s No. 7 (Zubkova St., 26-v) for 2012-2013. It is planned to admit 40 children born in 2009, and in total there are 137 of them in the queue. In kindergartens No. 131, 149, 157 the situation is similar. At kindergarten No. 142 (Novoselov St., 38-A), there are 654 children born in 2010 in the queue, and the institution can only accept 15.

It would be fair in the Ryazan region to pass a law according to which parents whose children did not end up in kindergarten would receive compensation. This is the case in some other regions. For example, in Kaluga the amount of compensation is 4,500 rubles, in Yaroslavl - 4,611 rubles. Every child has a place in kindergarten. If you can’t provide it, pay compensation. Otherwise, there is money from the budget for expensive cars, but not for children.

The problem is hanging in the air. And it requires a fair resolution. Compensation is the best way out. Tales about the quick liquidation of the queue are already tired. The Ryazan authorities, of course, are doing something, opening new groups, etc. But these measures are too long-term - more than one generation will still grow up without taking advantage of their right to preschool education.

I submitted a notice to the city administration to hold a picket at the Skobelev monument on Novoselov Street on June 2, immediately after Children’s Day. But the mayor’s office refused to approve the event under the pretext of landscaping work. In response, I proposed to sanction the action on one of the following days - when no work would be carried out.

We are still waiting for a decision. At the picket, we plan to initiate the collection of signatures of young parents under a letter to the regional Duma deputies with a request to pass a law on the payment of compensation. I think a few thousand rubles in the budget of a family that cannot place a child in kindergarten will not be out of place.
