
At the World Specialized Exhibition 2012 , which was held in South Korea, the 30th anniversary of the UN Convention on the Law of the Law of the Law of the Law was held. Recall that the document was signed in Montego-Bay (Jamaica) in December 1982. It contains 320 articles and 9 applications. One of the key principles of the Convention is the recognition of all the problems arising in the oceans, interconnected and requiring an integrated approach. This was reported by the press service of the Russian pavilion at the EXPO.
At the celebration was the Deputy Secretary General of the UN - UN legal adviser Patricia O'Brin. She, in particular, noted that "the Convention is often called the Ocean constitution, since it establishes a full legal regime for resolving all issues related to the marine law."
In turn, Javier Perez de Cuelar, the UN Secretary General from 1982 to 1991, noted that "this is one of the most important legal instruments of the 20th century." One of the key principles of the Convention is the recognition of all the problems arising in the world ocean, interconnected and requiring an integrated approach, because the ocean is the “general heritage of mankind”.
At the moment, 162 states and blocks of states have already joined the Convention, including the EU. Another 34 UN member countries have not yet signed this act. According to Wikipedia, the list of 16 countries that signed, but did not ratify the document includes: Afghanistan, Burundi, Cambodia, the Central African Republic, Colombia, Salvador, Ethiopia, Iran, DPRK, LIVIA, LITHTENSTYIN, Niger, Rwanda, Swaziland and the United Arab Emirates. Among the 18 countries that have not signed the Convention, many states from the CIS: Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan. In addition, the document was not signed by Andorra, Venezuela, Israel, Peru, San Marino, Syria, USA, Turkey, South Sudan, Ecuador and Eritrea.
That is why the current Secretary General of the organization Pan Hi Moon considered it advisable in March 2012 to send letters to the heads of these states with a proposal to join the Convention.
Recall that EXPO-2012 opened on May 11, 2012 and will last until August 12. 104 countries take part in it. The main theme of the exhibition is the problems of the oceans and the coastal zone.
