RBC held a press conference with the Governor of the Tula region, Vladimir Gruzdev. Most of the questions raised concerned the pressing issue of the condition of local roads. As V. Gruzdev stated, this year it is planned to repair 500 km of the Tula roadway.

The governor said that there are almost 14 thousand km of roads in the region, of which about 4 thousand are federal highways. In addition, almost 5 thousand km of roads are under municipal jurisdiction, some are under regional jurisdiction, and there are also so-called ownerless roads. “In accordance with current legislation, neither a municipality nor a subject of the Federation has the right to spend money on roads that do not belong to it,” said the head of the Tula region.

V. Gruzdev explained the current state of Tula roads, which the governor called tankodromes, “by temperature changes this winter.” “In the USSR, roads were built with a load of no more than 6 tons per axle, based on this, the movement of goods was planned. Today you can find trucks on our roads that carry both 50- and 60-ton loads. The load today is up to 15 tons per axis, that is, 2.5 times higher than the existing standards. And this is the main problem,” said V. Gruzdev.

According to the governor of the Tula region, the local road fund amounts to 3 billion 600 million rubles, in addition, a regional program to support municipal roads was adopted, for which 400 million rubles were separately allocated.

“This year we have to repair, however, a lot will depend on the results of the auctions that we are holding - about 500 km of the road surface. We are talking about replacing the top layer of the road surface, which rests on the old base. If large-sized vehicles move along this road transport, then these roads will last no more than 3-4 years,” noted V. Gruzdev. Next year, he emphasized, there is hope for an improvement in the road situation, as the region moves from routine repairs to major ones.

As for the construction of new roads, according to V. Gruzdev, 200 million rubles have now been allocated for these projects, however, so far there is only one project. “There is a project to build a road bypassing Sovetsk, and this was planned earlier, an investor comes there and invests money. In order not to disrupt the municipal roads of the city of Sovetsk, he will build a bypass road,” the governor said.

He also noted that construction is unlikely to proceed at a rapid pace due to high tariffs. According to V. Gruzdev, the price for road repairs ranges from 550 to 600 rubles. for 1 sq. m.
