Amendments to the law on rallies adopted in the third reading

After almost 12 hours of discussion, State Duma deputies approved in the second and third reading amendments to the law on rallies, tightening liability for participants and organizers of mass street actions. Thus, the essayists were unable to delay the vote and the “March of Millions,” scheduled for June 12, will take place according to the new rules.

“Shouldn’t we start the meeting at 10 a.m. tomorrow?” — such a question from a United Russia deputy followed immediately after the announcement of the results of the vote on amendments to the law on rallies in the third reading. In the end, 241 deputies voted for their adoption, and 147 legislators voted against.

Indeed, today's discussion in the State Duma could turn into the first night meeting in the history of the Russian parliament. The reason for this was almost the “Italian strike” of members of the “A Just Russia” faction, who literally bombarded the Duma with hundreds of amendments. In order to speed up the adoption of the document, the State Duma of the Russian Federation reduced the time for consideration of one amendment from 60 to 30 seconds. As a result, the discussion, which began at 12:30, ended shortly before midnight. Immediately before the vote in the third reading, representatives of the factions were given the last word. Deputies from the LDPR and A Just Russia threatened United Russia with popular anger: “Your bravado is based on the fact that the police and Ural workers will protect you. They won’t!” (LDPR deputy), “Shame on you! Stay, gentlemen of United Russia, alone with this law. The street will remember this to you” (Sergei Mironov). United Russia member Andrei Vorobyov, who came to the podium, greeted those gathered in a different way: “Good evening, we did a very good job today, victory will be ours!”

Let us remind you that the amendments adopted by deputies radically tighten liability for violating the rules of holding rallies and marches. For citizens, the “rally” fine will be 300 thousand rubles, for officials - 600 thousand, for legal entities - 1 million rubles. It is assumed that the amendments will come into force on June 12, the day of the “March of Millions”, the format and place of which the opposition is trying to agree on in the Moscow mayor’s office.
