Deputy of the State Council of Chuvashia Igor Molyakov sent a request to the State Fiscal Fund for Chuvashia with a request to find out the reasons for the sale of the “successfully developing” Morgaush poultry farm, which is state-owned, at an understated price, from his point of view. The SFI states that they will “carefully” consider information about the sale of the poultry farm. The Minister of Property and Land Relations of Chuvashia, Svetlana Enilina, says that the value of the asset will be determined at an auction to be held on June 19.

Deputy of the State Council of Chuvashia Igor Molyakov (A Just Russia) sent a request to the chief federal inspector for Chuvashia Gennady Fedorov with a request to find out the reasons for the sale of Morgaushskaya Poultry Farm OJSC, which is state-owned. “I am concerned about the fate of the successfully developing company OJSC Morgaushskaya Poultry Farm. According to information that requires verification, 100% of the company’s shares are being prepared for sale,” the request says. According to the Ministry of Property and Land Relations, the Morgaush poultry farm is included in the privatization program of state property of the republic for 2012.

OJSC Poultry Farm Morgaushskaya was founded in 1968. There are 17 production workshops on the territory of the poultry farm, 13 of which are intended for egg production, four for raising young animals, and one is an incubation workshop. The poultry farm has three land plots with a total area of 105 hectares. The company's staff is 159 people. Revenue for 2011 amounted to 169.6 million rubles. Net profit - 3.6 million rubles. According to the poultry farm report for 2010, published on the website of the Ministry of Agriculture of Chuvashia, Morgaushskaya holds 29.1% of the chicken egg production market and ranks second, second only to Cheboksary Poultry Farm, whose share is 52.4%.

According to Mr. Molyakov, the actual value of the company is 250 million rubles, and it is being put up for auction for 57.4 million rubles. He also said that, according to his information, State Council Deputy, former General Director of OJSC “Buket Chuvashia” Oleg Meshkov, known for his friendly ties with the head of Chuvashia Mikhail Ignatiev, intends to purchase the poultry farm. Igor Molyakov suggested that Mr. Meshkov would receive the Morgaush poultry farm “in gratitude” for the support of Mikhail Ignatiev, including for the acquisition of the weekly “MK in Cheboksary,” which was in the past opposed to the existing government, which “Meshkov does not need at all.”

Oleg Meshkov himself refused to comment, and also did not confirm or deny information about participation in the auction.

The GFI office reported that Igor Molyakov’s request had been received, and Gennady Fedorov “will carefully consider the information presented.”

The Minister of Property and Land Relations of Chuvashia Svetlana Enilina said that the value of the asset will be determined at an auction to be held on June 19, and the decision to include the poultry farm in the privatization program was made in 2011. “The state should not engage in functions that are not characteristic of it, including egg production. Dmitry Medvedev spoke about this in his message in 2010,” said Ms. Enilina. Deputy Minister Irina Ustenko said that advertising about the auction was published in the republican media, which means that “any interested person had the right to submit an application to participate in the said auction in the prescribed manner before May 25 of this year.” Department employee Irina Andreeva clarified that information about auction participants is confidential and will not be disclosed until the results of the auction are known.

State Council Deputy Dmitry Evseev said that the issue of selling the Morgaush poultry farm will be discussed at a meeting of the Committee on Economic Policy, Agro-Industrial Complex and Ecology of the State Council of Chuvashia. He also clarified that if the cost of the poultry farm is “much higher” than indicated in its assessment, and this is confirmed by documents, then “this situation will need to be seriously dealt with.”

According to Anton Safonov (Moscow), senior analyst at Investcafe, if the value of the Morgaush poultry farm is indeed underestimated, this could lead to the cancellation of the auction results, and the auction organizers will have to conduct an additional analysis of the declared value of the enterprise.

Alexey Glukhov, head of the human rights organization Shield and Sword, believes that if the stated estimated value of a poultry farm is lower than the actual value, this may indicate the existence of “certain agreements on the acquisition of this enterprise by certain individuals.”
