Yesterday, the NAESP sent a letter to the First Deputy Prime Minister Igor Shuvalov with a copy to the head of the Federal Antimonopoly Service (FAS) Igor Artemyev, where she outlined her vision of the development of export transshipment of grain in the Novorossiysk port, whose transshipment capacities after the sale of 49% of the OZK will be under the control of the Summer group. "We are sure that the new shareholder of the OZK will effectively solve the tasks set by the state, increasing export volumes due to the modernization and construction of elevators and port terminals," the exporters write. They ask the First Deputy Prime Minister to "take note of the position of members of the Association", who "support the decision of the board of directors of the OZK on the choice of the Summer group as a strategic investor."

Recall, the board of directors of OZK on May 28, as part of privatization, approved the maintenance of the state -owned company in the amount of 50% minus one promotion in favor of the group that offered the highest price for this package - 5.9 billion rubles. The NAESP expressed her opinion on the eve of the signing by the Government of the Directive on OZK: the document will be signed before the end of next week, Kommersant told the government apparatus.

The NESSP combines the largest exporters, which in a total of 80% of Russian grain exports - LLC International Grain Company, Aston OJSC, Bunge - CIS, Cargill - South, Dreyfus Commoditize Vostok, etc.

Experts are confident that the letter of NESP is a kind of answer to the appeal of the failed investor of OZK - the company "Basic Element" Oleg Deripaska, whose subsidiary agricultural holding "Kuban" took part in the tender for the privatization of the OZK, but was not allowed to the decisive stage. In particular, Bazel complained to Igor Shuvalov about the “Openness of the Tender” and “Monopolization” of the Summer of the “Grain Training”.

“There can be no talk of any monopolization,” explains the President of NAESP Sergey Balan. “In addition to the Novorossiysk port, the transshipment is carried out in the port of Taman and in Tuapse.” According to him, the largest exporters only welcome the entry of the “amount” into the capital of the OZK, and the Bazel letter is nothing more than an attempt to justify himself to his partner Glencore (owns the international grain company - the MZK) for a loss in a tender for this asset. According to sources in the grain market, "the inability of Oleg Deripaska to ensure the victory of Glencore, which stood behind the Kuban agricultural complex, in the tender for the OZK caused a sharp cooling of relations between two companies."

Boris Tovalev, director of the purchase and trade of grain CIS, said that his company is satisfied as a “sum”, which became a co -owner of the Novorossiysk port a year ago, controls the transshipment. “This year they doubled the transshipment (up to 4.2 million tons. -“ Kommersant ”) and agreed on logistics, our expenses for simple railway wagons and ships decreased, so we approved the NEESP,” he says.

The source of the publication in the Ministry of Agriculture of the relationship between the participants of the tender commented on the fairly irritably: "From the very beginning, the ministry was a clear task that the strategic investor should be selected according to the industrial principle, and if we are talking about the development of a port -off infrastructure, then neither producers of beets, nor pork manufacturers or the studies of the state did not suit the investor." According to the source, preliminary negotiations were conducted with the owners of terminals with grain experience such as "Commonwealth", "EFCO", "Aston", but "they did not show interest in the purchase of the OZK."
