All the terrible stories associated with police lawlessness or, more correctly, with criminal lawlessness in uniform, are based on one systemic component - the inaction and irresponsibility of regulatory authorities, plus a system in which “hand washes hand.”
Now a typical story (I apologize for the hard-hearted statement) from Saratov: a seriously ill woman (who recently underwent heart surgery) Marina Shulyak unfortunately turned out to be the director of the Arkada-S company. The Oktyabrsky District Court arrested her at the request of the investigative authorities of the regional Ministry of Internal Affairs.
The case was initiated at the request of a former shareholder, who, 7 years after the sale of his share, filed a statement with the police saying that he had been deceived (these long-term “worked out” criminal schemes are simply sickening). Such statements, based on an analysis of the history of raider takeovers, are not know-how at all, but they work throughout Russia. But this does not seem to be a raider takeover, the situation is more interesting: a few weeks ago there was information about a collective appeal by 15 deputies of the State Duma of the Russian Federation to the leadership of the Investigative Committee, the State Prosecutor's Office of the Russian Federation and the Ministry of Internal Affairs of Russia with a request to conduct a thorough and objective check of the Saratov police.
This statement mentioned facts of torture, participation in raider takeovers, well, in general, the complete “gentlemanly” set that everyone knows. This request was compiled on the basis of statements from citizens and entrepreneurs, as you guessed, among whom was Marina Shulyak. Naturally, the complaint of deputies and citizens was sent from the Investigative Committee to the Saratov Investigation Department.
According to Shulyak’s lawyers and, by the way, other businessmen who signed the petition, no substantive actions have been taken so far. But, by the decision of the Oktyabrsky District Court, despite the “humanization” of criminal legislation, the decisions of the Plenums of the Supreme Court, and other other “nonsense”, M. Shulyak was arrested and kept in a pre-trial detention center.
An interesting fact: one of her interrogations was personally conducted by the Deputy Chief of the Main Directorate of the Ministry of Internal Affairs for the Saratov Region, Sergei Poltanov. After this “sacrament,” Marina wrote a statement to the Investigative Directorate of the Russian Investigative Committee with a request to bring Poltanov to criminal responsibility for bullying her, violating criminal procedural legislation, and also for the fact that he demanded to incriminate other people... It seems that after so many years of work it was necessary I would like to get used to all this, but for some reason I can’t. But to prevent this from happening, all that is needed is conscientious fulfillment of their duties by the prosecutor’s office, the Investigative Committee of Russia, the FSB of Russia and internal control in the system of the Ministry of Internal Affairs. We also need an honest, independent court.
I hope that the new Minister of the Ministry of Internal Affairs of Russia will not repeat the mistakes of his successor and will conduct an objective verification of these facts. For our part, we are ready to participate in this event and communicate with people on the spot. And if at least 10% of the allegations are confirmed, put the identified scoundrels on such a legal stake that it will discourage others.
I would really like to hope (but it’s not possible) that all these stories were untrue and that it would be possible to come out and publicly apologize.
