Dear Alexander Vladimirovich!
When I joined the United Russia party, I sincerely believed that I was joining a club of like-minded people whose goal was to improve the life of the common man.
Working as part of the local political council of the party in the city of Bolshoy Kamen, I really found true friends among fellow party members - smart, intelligent, caring and honest people for whom public interests are higher than personal ones.
At the same time, the policy recently pursued by the United Russia party at the federal level fundamentally contradicts my personal beliefs and life principles.
The United Russia party, in my opinion, has ceased to reflect the interests of the majority of the country's population, having actually concentrated on serving the ruling system.
A clear confirmation of this is the hasty adoption on June 5, 2012 by the State Duma of the Russian Federation of an anti-constitutional and anti-people bill, supported by the Federation Council, introducing huge, actually prohibitive fines for violations related to the organization and holding of public events.
This bill contradicts both the spirit and the letter of the fundamental law - the Constitution of the Russian Federation, was adopted without taking into account the opinion of the country's population, the amount of fines is arbitrary and does not take into account the socio-economic situation in the country, the level of income of the population, and contradicts the principle of social justice. The bill does not comply with the rules of legal technology and the requirements of legal certainty, duplicates existing legal norms, and in fact introduces criminal liability under the guise of administrative liability.
Particularly indignant is the introduction of liability for organizing mass simultaneous stay and (or) movement of citizens in public places that lead to a violation of public order, which actually gives law enforcement agencies unlimited powers to interfere in people’s lives, and puts even traditional ceremonies such as weddings outside the scope of the law , funerals, celebration of any significant dates, since launching festive fireworks, playing instruments, etc. can formally be considered a violation of public order.
This creates the prerequisites for the creation of a police state, where every citizen is obviously guilty before the state, by the very fact that he went out into the street in the company of friends.
The opportunity to openly and publicly express one’s thoughts, as well as to address the authorities with justified criticism, is, in my opinion, one of the main conditions for the development of democracy.
However, the right of citizens to assemble peacefully, without weapons, to hold meetings, rallies and demonstrations, processions and picketing, guaranteed by Article 31 of the Constitution of the Russian Federation, has been devalued for the sake of political expediency.
The establishment of three hundred thousand fines for citizens for actions (inaction) related to public events looks especially cynical against the backdrop of the verdict announced on May 31, 2012 against Sergei Tsapovyaz, who was sentenced to only a fine of 150 thousand rubles for concealing the murder of 12 people.
I can neither understand nor accept a situation in which the state considers the mass presence of citizens to be twice as serious an offense as concealing a mass murder.
Unfortunately, despite its obvious unconstitutionality, the above law was signed by the President of the Russian Federation, and today, 06/09/2012, it was published, that is, it entered into legal force.
The stated circumstances do not allow me to no longer be in the party involved in making this decision - in the United Russia party.
Based on the above, in accordance with clause 4.3.1. of the Charter of the All-Russian political party “United Russia”, I ask you to consider me as having left the membership of this party (having ceased membership) from 06/09/2012.
