The barracks style of the Ministry of Defense

According to the public organization, Arkhnadzor, the so -called fanagory barracks are now undergoing intensive reconstruction. At the same time, experts are deprived of the opportunity to observe the progress of construction work, since a unique monument of history and culture of the 18th-19th centuries is a regime object.

What is happening these days with the architectural monument of federal significance is known. Fanagory barracks on Baumanskaya Street are surrounded by a fence, on which, in violation of the established order, there is no information shield. Nor representatives of the Moscow Department of Cultural Heritage, nor employees of the association of administrative and technical inspections (OATIs) of the capital were allowed to the facility. So, it remains to be content that you can see and hear from the street: window and door frames are dismantled in the building, as well as partially internal structures, the noise of construction equipment is heard from the inside, containers with construction garbage are periodically taken out of the house.

The Public Chamber and coordinator of the movement Archnadzor Konstantin Mikhailov addressed the head of the Ministry of Defense Anatoly Serdyukov with an appeal to immediately stop illegal work at the cultural heritage object and ensure the possibility of inspecting the monument by competent specialists.

Fanagory barracks in the German settlement have a rich history, and their architectural virtues are undeniable, but such objects can not be widely known, so they will most likely share the fate of most monuments located far from the Kremlin. Says Konstantin Mikhailov:

- Unfortunately, this building is bypassed by tourist routes, apparently because it has been in a military economy all its life. Meanwhile, this is one of the most remarkable Moscow architectural monuments. It is based on the 18th century house, belonging to the court physician Lestoku. Then this building was rebuilt by the wonderful architect Ukhtomsky and acquired a luxurious Baroque style for the government senate. After the house changed the owners several times. In 1812, he suffered from the famous Moscow fire and again rebuilt. This time - according to the project of another excellent architect Osip Bow, for an educational institution. So, in the 20s of the XIX century, the building finally acquired the species that has today, according to all signs, this is the style of classicism. Subsequently, the building went to the military department, here the Fanagorian grenadier regiment, created once by Suvorov, was stationed.

It is noteworthy that until the middle of the two thousandth years, the bodies of the protection of monuments with the users of the building had no problems. While there was an Academy of chemical protection, security obligations were regularly concluded and fulfilled. When the user changed, problems began immediately. No one wanted to conclude any more security obligations, and did not apply for any approvals.

- I definitely can't say. There is a sign of the license plate of the military unit. In any case, this is some kind of structure of the Ministry of Defense. Therefore, I turned to Anatoly Serdyukov, apparently, only he can give an order to his subordinates to read the law on the protection of cultural heritage and understand what can and what can be done with such buildings. Conducting unauthorized works poses a threat to the monument. It is necessary to introduce into the consciousness of everyone that such things can be done only according to the approved project and with the sanction of the heritage protection authorities. This case is also engaged in the military prosecutor's office, where local residents turned. I hope that the bodies of the military prosecutor's office will also bring to the attention of the minister information about what is happening with the Fanagorian barracks.
