While resignations are underway, Vladimir Kolokoltsev identified tasks for new deputies

Vladimir Putin yesterday removed several more senior police chiefs from their posts - the head of the Main Directorate for Security of the Ministry of Internal Affairs, Yuri Draguntsov; Chief of Staff of the Minister Mikhail Velichko; Head of the special purpose center for private security of the Ministry of Internal Affairs Sergei Golovanov. Meanwhile, Minister Vladimir Kolokoltsev defined the tasks of his new deputies appointed the other day.

The resignation of the head of the Main Directorate of Internal Security (GUSS) Yuri Draguntsov was expected - he submitted his report back in May. Lieutenant General Draguntsov, a native of the FSB, was always considered “Nurgaliev’s man” in the ministry. On the sidelines of the department they recall how, at one of the first boards, General Draguntsov made a loud statement that his service reveals crimes not only in other departments of the police department, but also in his own. When asked to clarify what fact we were talking about, it turned out that the internal security department had caught the barmaid for illegally selling food.

According to Kommersant, it was the GUSS employees who were engaged in collecting compromising evidence on all possible candidates for the position of head of the Ministry of Internal Affairs of the Russian Federation. At their suggestion, in particular, a criminal case was initiated against the Federal State Unitary Enterprise Okhrana of the Ministry of Internal Affairs of Russia, the organizer of which was the former first deputy minister of the department, Mikhail Sukhodolsky. According to Kommersant's information, the GUSB and the immediate circle of the then head of the Main Directorate of the Ministry of Internal Affairs for Moscow, Vladimir Kolokoltsev, carefully checked, but found nothing.

Finally, it was General Draguntsov’s service that bore the brunt of the extraordinary certification of internal affairs officers, carried out as part of the departmental reform announced by then President Dmitry Medvedev. As a result, the recertification itself was unjustifiably delayed, and there are still many complaints about its quality.

As for Mikhail Velichko, as sources in the department explained to Kommersant, he headed the apparatus of Minister Rashid Nurgaliev and, together with his boss, went to work in the Security Council.

Sources in the Ministry of Internal Affairs associate the resignation of the head of the special purpose center for private security of the Ministry of Internal Affairs (the main department of private security oversees Okhrana) Sergei Golovanov with his transfer to another job.

The heads of the police headquarters of the Ryazan region, Anatoly Agoshkov, and the Irkutsk region, Alexander Obukhov, were also dismissed. As for Mr. Agoshkov, his name recently appeared in a scandal with an accident in which the car of a high-ranking policeman was involved. In the Irkutsk region they note that General Obukhov was not involved in any scandals, unlike his predecessor Alexei Antonov, who openly conflicted with the ex-governor of the Irkutsk region Alexander Tishanin.

Meanwhile, yesterday, introducing his new deputies to the Ministry of Internal Affairs team via videoconference, Vladimir Kolokoltsev named the areas for which they will be responsible. As Kommersant predicted, Deputy Minister Igor Zubov will have to improve the interaction of the Ministry of Internal Affairs with government agencies and all law enforcement agencies. Deputy Minister Mikhail Vanichkin, whom the minister called one of the leading experts in the fight against organized crime in the country, will deal with the “crime”; Deputy Minister Yuri Alekseev, who is also the head of the investigation department, will oversee the investigation; and Deputy Minister Arkady Gostev - headquarters units. The new heads of the main criminal investigation department, Viktor Golovanov, and the organizational and analytical department, Alexander Gorelov, were also presented.

Then Vladimir Kolokoltsev outlined some of the strategic objectives of the department. He considers personnel work to be one of the most important. “Without careful and daily personnel work, any structural structures, management methods and regulatory requirements will not give the desired result,” the minister said. “Only a single team, a well-coordinated professional team is the key to the personal success of each employee, and most importantly, a guarantor of the effectiveness of work to protect safety our citizens." Vladimir Kolokoltsev demanded that his subordinates exclude cases of concealment of crimes and incidents involving employees; forcing managers of employees who have committed offenses to resign at their own request or dismissal on a date preceding the offense committed. For each fact, the minister emphasized, it is necessary to conduct thorough checks and inform the public.
