“To the letter of Kolokoltsev, I answered the ethics commission with a request to send me the materials on which the head of the Ministry of Internal Affairs is based. Back in the morning of June 21, Gennady Gudkov told the Polit.ru correspondent,

That the procedure for preparing the meeting was with gross violations, and was conducted " in strict secrecy mode."

“I still have not received any materials that concerned the conclusions of the Minister of Internal Affairs of Kolokoltsev. They sent me only a letter from Kolokoltsev without applications that served as the basis for proceedings. I also talked with colleagues in the faction, they claim that they also have no materials so far. Moreover, according to 10 in the morning, the summons of the meeting were not even brought to the members of the ethics commission. This is a gross violation of all the principles of the State Duma, the work of which is built on publicity and openness, ”said Socialist -Revolutionaries Polit.ru.

Also, according to Gennady Gudkov, neither he, nor Ponomarev, nor Dmitry Gudkov received either a notification of the meeting of their actions, nor an invitation to him.

“The regulation does not oblige to invite a person under discussion at a meeting. But I have not been in the Duma for the first year and not the first convocation, and I do not remember the case, except today, so that the discussed is not invited, ”the parliamentarian said.

Therefore, as the oppositionist explained, he goes to a meeting in order to make him open to the media (traditionally, meetings of the Commission on Deputy Ethics are held closed - “Polit.ru”).

“Otherwise, I will have to ask whether this is a commission of the State Duma or the instrument of the Party of power is simply valid for the attention of political accounts using absentee condemnations,” Gudkov summed up.

As expected, the press was not allowed at the meeting, and Gennady Gudkov himself at the door of the hall of the meetings, the chairman of the commission Vladimir Pekhtin met with the phrase: “You were not actually invited here.” Gudkov reminded of this about the status of a deputy, allowing him to attend meetings of all committees and commissions of the Duma, and remained.

During the dialogue, Gennady Gudkov dismissed all the accusations, partly recognizing only rudeness against an employee of the Ministry of Internal Affairs.

“I sincerely believe that our colleague Sergei Zheleznyak is mistaken. I did not participate in the organizing committee of the rally on May 6, or in the organization of the procession, ”Gudkov explained at the meeting. As a result, the draft resolution of the commission in relation to deputies of settlers with the proposal of a member of the commission, deputy from the Communist Party Andrei Andreev (apologize to the employee of the Ministry of Internal Affairs) was adopted by 8 votes “for” from “United Russia”, “against” from just Russia and 2-“abstent” from the LPDR.

The content of the resolution for journalists was announced by the head of the commission Vladimir Pekhtin: “When discussing, it was proposed to [take note], <...> if there is a desire to take part in the actions of the illegal acts that are held at rallies, then it would be more correct to take off their own, making this decision to itself.”

In other words, Gudkov will just have to apologize, with which he publicly agreed. "United Russia" remained with nothing.

In turn, the Socialist Revolutionary promised to make amendments to the regulations in the near future, obliging to invite discussion heroes to the ethics commission on ethics. The parliamentarian also promised to send an appeal to the Ministry of Internal Affairs with a request to conduct an internal check on the fact of the information leak (recording a conversation with an employee of the Ministry of Internal Affairs is not clear how it ended up on the network). However, the Mandate Gudkov still promised to hand over, but not earlier than he selects “all illegally received mandates from United Russia.

This is not the first time to take such a turn of the event for United Russia for the first time.

On June 9, the ethics commission was already trying to raise the question of removing inviolability from deputies from the opposition. But then the vote completely failed, since two EP members voted against, providing a key advantage.
